Scope of Work
Department of Energy Project Areas 5, 7,8 & 9
Office and Hallway Renovation 825 Jadwin Avenue
Richland, WA 99352
17 March 2015
1.1 Project Description:
A. The Contractor shall provide all labor, materials, tools and equipment necessary to provide space renovations on the Richland Federal Building’s fourth floor and restoration of the fourth and fifth floor Heating, Ventilation, and Air Conditioning (HVAC) systems in accordance with these specifications and the attached drawings, sheets and other attachments listed in Attachments section 1.14 below.
B. An overview of the projects’ phasing follows. Projects are listed in order of required phased performance.
1. Phase 1, Project Area 5.
a. Project 5 is intended to demolish and rebuild the fourth floor’s Project Area 5 as shown on the Project’s drawing A101. Department of Energy (DoE) will relocate this area’s staff to swing space elsewhere within the building to allow the contractor access to this area. Staff relocation will be accomplished by DoE’s support contractor.
b. DoE will move their staff back to the renovated area once the Contractor completes work, freeing the Project Area 7 & 9 for the Contractor’s work.
2. Phase 2, Project Areas 7 & 9. This phase consists of two separate activities in the same project area.
a. Project 7 is intended to demolish and rebuild the fourth floor’s Project Area 7 as shown on drawing A101. Department of Energy (DoE) will relocate this area’s staff to swing space elsewhere within the building to allow the contractor access to this area.
b. Project 9 is intended to restore the (HVAC flow to the Project 7 area. The in-floor perimeter floor duct penetrations on the fourth and fifth floors, in this area, were disconnected and the penetrations capped with sheet metal for security reasons several years ago. Under this scope of Work (SOW), the Contractor shall remove the sheet metal caps, clean the duct interior, and reconnect the floor penetrations to the building’s HVAC infrastructure with new insulated sheet metal medium pressure duct work, restoring balanced air flow to the Project 7 area. See paragraph 1.3 C Mechanical for additional details.
3. Phase 3, Project Area 8. Project Area 8 consists of renovating the hallways bordering
Project Areas 5 and 7. The Contractor may work in these hallway areas during the two week gap between work in Project Areas 5 and Project Areas 7 & 9, when DoE is moving the affected areas’ staffs to and from swing space. Alternatively, the
Contractor may elect to treat the hallway area as a totally separate project, pursing the work from beginning to end, with no breaks. The Contractor shall address Project
Area 8 work in the construction schedule. The Contractor shall conduct hallway
Office and Hallway Renovation 825 Jadwin Avenue renovations in such a manner that DoE personnel are able to transit the hallway areas during day time hours. The Contractor will have exclusive access to the hallway areas after normal work hours.
1.2 Performance Period:
A. The performance period for this contract shall be 240 calendar days from contract award to substantial completion. This performance period includes two, two week transition periods when DoE will relocated their staffs between the construction areas and swing space. The Contractor shall commence all non-physical construction requirements to include submittal of bonds and/or insurance documents, background investigation documents (as applicable), and material submittals -- within 10 calendar days of contract award. Notice to Proceed will be issued by the Contracting Officer upon acceptance by the GSA of all required documents, submittals and receipt of Security clearances.
Physical work shall only be allowed after the issuance of Notice to Proceed.
B. Final completion shall occur no later than 30 days after substantial completion. Final completion includes, all site cleanup activities, punch list items, and closeout documents
(see 1.5 Submittals).
1.3 Work Specifications:

Richland Building. The Contractor shall cover the flat files and furniture remaining in the third floor work area to protect them from possible asbestos contamination and facilitate Contractor cleanup when the HVAC system restoration above this ceiling area is complete.
c. Afterhours access to the fifth floor offices areas for removal of the large registers and replacement with the smaller units shall be accomplished by the Contractor one office at a time. DoE will not relocate the fifth floor tenants to swing space to facilitate the floor penetration restoration. Work involved in each of the eight fifth floor office consists of the following actions.
1. Move the office furniture to allow access to the existing HVAC air diffuser cabinet.
2. Remove and dispose of the cabinet off site.
3. Seal the duct from below until the new terminal units are installed and the missing ductwork is replaced and reconnected. The penetrations between the fourth and fifth floors shall be sealed at the end of each shift. Intent is to block possible asbestos fiber migration from the area above the fourth floor’s ceiling to the fifth floor offices.
4. Replace the HVAC air diffuser cabinet with a floor mounted register. See
Figure 5 in Attachment 15, HVAC Photos, to Accompany SOW, for pictures of a typical HVAC air diffuser cabinet. Attachment 15, Photo 6 depicts the replacement register whose salient points follow.

a. The Contractor shall test and balance the Richland Federal Building’s fourth and fifth floor HVAC systems upon completion of the HVAC restoration. The
Contractor shall coordinate the HVAC testing and balancing with the GSA Project
Manager. The GSA Project Manager will coordinate with both Property
Management and the building’s maintenance contractor for access to tenant space and maintenance contractor support. The HVAC testing and balancing shall be conducted after hours to avoid impact to tenant operations and allow access to the terminal units above the suspended ceiling. Access to the areas above the suspended ceiling for testing and balancing will accomplished in accordance with the Attachment 10. Asbestos Control Procedures .
b. The intent of the Contractor’s testing and balancing is to restore air flow on the fourth and fifth floors to their original flow values as shown on Attachment 8, Fourth Floor Plan; and Attachment 9, Fifth Floor Plan.
c. The heating and cooling load, as well as the floor configuration in these areas, remains similar to the building’s original design. It is anticipated that the restoration the Contractor accomplishes under this SOW will provide similar air flows to those shown on the attached drawings.
1. Further restoration of the HVAC system to meet the original airflow requirements is beyond the scope of this contract. The Contractor shall submit his testing and balancing report to the GSA Project Manager with recommendations to return the floors’ airflows to the original specifications in the event the resorted system does not meet the flows shown on these two sheets.
