Technical Capabilities - This factor considers the extent of the Offeror’s ability to manage and coordinate construction and installation projects.

This factor also considers the quality of the offeror’s performance in carrying out the work required, specifically, workforce management, and scheduling.

Factor 5

Price

2.2

Factors 1, 2, 3 and 4, when combined, are approximately equal to price.

2.3

FACTOR 1:

Relevant Experience

2.3.1 The offeror shall submit a minimum of three with a maximum of four project examples demonstrating relevant experience. Each project example shall be no more than two pages. “Relevant” is defined as projects similar to the project in this solicitation in scope, magnitude and complexity and that have a logical connection with the requirements of this RFP. Examples of relevant experience include similar building facilities such as multi-story buildings, work in occupied facilities with minor constructions, projects involving HVAC systems installation/repair, sprinkler systems - fire suppression, carpentry, flooring, electrical, and the ability to effectively coordinate trades, ability to complete projects within the approved schedule, and critical phasing and coordination efforts necessary for success. Only relevant projects currently in progress or completed within the past three (3) years from the date proposals are due shall be submitted.

2.4

FACTOR 2:

Technical Approach/Project Management Plan/Capabilities

2.4.1 The offeror shall submit a narrative (maximum of ten (10) pages) that describes the offeror’s technical approach/management plan for the subject project demonstrating an acceptable understanding of job responsibilities and requirements, project goals and restrictions, and realistic methods and strategy for completing the construction within the project limits including acceptable methods for equipment removal/installation and proper phasing of the project with regard to tenant comfort. This document must also include names and trades of those that will be working on this project and if there are any indications that they will not be available during the entire construction project. If work in a particular trade skill will be accomplished by a subcontractor, include the company name and brief description of their expertise to accomplish work within the solicitation that is applicable.

2.5

FACTOR 3:

Schedule

2.5.1 The offeror shall submit a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period. In addition to the schedule, each firm is to provide a narrative not to exceed five (5) pages describing your scheduling and coordination. Identify and describe your critical path schedule and coordination for this project to meet the construction period, inspection and testing, administrative submittals and long lead items, which clearly defines the offeror’s understanding of the project and ability to meet the task order period of performance.

2.5.2 **NOTE** - The proposed contract duration submitted at proposal time on the Price Schedule Sheet is contractually binding.

2.6

FACTOR 4: Past Performance

2.6.1 In accordance with FAR 42.1503(e) and GSAM 515.305, past performance of the proposed offeror will be evaluated using the Past Performance Information Retrieval System (PPIRS), as well as customer satisfaction surveys. If an offeror does not have past performance available from PPIRS, the Customer Satisfaction Surveys will be used exclusively. A lack of past performance information will result in a neutral rating during evaluation. Government databases will be checked and previous customers may be contacted as references.

2.6.2 The offeror shall submit a minimum of three with a maximum of four project examples demonstrating past performance including ability to ensure delivery of quality product and service; ability to meet project budget constraints by effectively controlling costs and managing changes/claims; ability to develop a realistic schedule and complete projects within the approved schedule; and, effective management and business relations to include collaborative effective integration with 3rd parties, and management of resources.

2.6.3 All projects submitted must be at least 75% complete or must have been completed within the last five (5) years from the date proposals are due. The Government reserves the right to contact the evaluator on previous Government or private sector work to verify the offeror’s construction performance.

2.6.4 Offerors shall submit a list of all project owners (customers) identifying the current point of contact, phone number, and electronic address to whom a Customer Satisfaction Survey was provided. NO MORE THAN FOUR (4) CUSTOMER SATISFACTION SURVEYS SHOULD BE SUBMITTED FOR THE PROPOSED OFFEROR. The government recommends past performance surveys be submitted for each of the projects identified in Factor 1, Relevant Experience. To be considered, the surveys must be completed by the customers and mailed, e-mailed, hand-delivered, or faxed directly by the project owner (customer) to the GSA PBS NSC Contracting Officer listed within the solicitation, no later than the date and time proposals are due. Surveys submitted directly by offerors will not be considered. The Government reserves the right to contact the identified references provided in an offeror’s proposal should a survey not be received by the date proposals are due.

2.7

FACTOR 4: Price

2.7.1 The offeror shall submit pricing by completing and returning the Proposal Document (SF 1442) with an attached Price Schedule in CSI format.

2.7.2 The Cost/Price proposal will be assessed for Completeness and Realism. Cost will not be given a specific score and/or weight, but will be closely considered in performing an integrated assessment of the proposals leading to selection of the lowest priced technically acceptable offer.

Price Reasonableness and Price Realism:

Price realism will be considered in the price evaluation to insure that the proposed prices reflect an understanding by the offeror of the size and extent of this requirement. An unreasonably low price may reflect a lack of understanding of the magnitude of the effort. Lowest proposed price will be the most important factor for award after technical acceptability has been established.

2.7.3 The lowest evaluated price shall be the aggregate total price of the base proposal item(s) plus all options to be evaluated. The evaluation of options will not obligate the Government to exercise the options.
