Solicitation No. GS-10F-13-LP-R-0001 SECTION B State of Alaska Local Service Agreement (SALSA)
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
B.1 SPECIFICATION
The successful Offeror must be authorized by the applicable public utility commissions (PUCs) to provide local telecommunications services in the State of Alaska (and any subset thereof, i.e. borough, etc. as applicable). The successful Offeror shall furnish all personnel, materials, and services necessary to provide the required services as set forth in this Contract. Please note, the nouns “successful offeror,” “provider,” “contractor,” and “vendor” are used interchangeably in this document to identify the company that is awarded the contract as a result of this solicitation.
B.2 CONTRACT LINE ITEM NUMBERS
The Contract Line Item Numbers (CLINs) are identification numbers that identify services and features. The CLINs identified in the attached Schedules will be used for service ordering by the Government. The CLINs shall be maintained as the identification standard to clearly identify charges on the contractor’s invoices. The Contractor is required to meet minimum capabilities identified in Section C – Statement of Work, and it must include the services and features that are normally provided to commercial customers as well as those identified in this Solicitation.
B.3 CUSTOMER ADDRESSES
A change of address during the term of this Contract will be administered through service orders issued against the Contract (See also Section G). The addition of an address or new lines of service due to a move, expansion or new customer, will not result in an increase of unit cost to the government. If a new product or service is added to the Contract for any particular site, then a contract modification will be required in accordance with FAR 52.243-1, Alt. II – Changes-Fixed Price referenced in Section I.
B.4 ALL INCLUSIVE PRICING
Any equipment, material or service required in the performance of this Contract for which a price is not specifically identified by the Contractor will be considered to be included in the price of another item in the Contract or provided at no cost to the Government unless otherwise specified in the Contract. Any CLIN identified on a Schedule as having a $0.00 unit price shall be presumed to be provided as a not-separately priced (NSP) item.
B.5 TARIFF
Tariff items or services are required to be approved by the appropriate regulatory authority at the initial proposal submission. If a tariff offered solution is awarded, the initial tariff charges will be the Contract’s fixed prices for the life of the Contract (base period plus option periods) and are not subject to price adjustment. However, if an Executive Order or Congressional ruling is issued during the term of the Contract that may cause the Contractor to incur cost beyond the negotiated price(s), GSA may allow fair and reasonable price adjustments IAW Section H.83.
If tariff charges are offered, Offeror shall submit the following information:
· A statement indicating why the Offeror elected to propose tariff charges.
· The regulatory mandate (if any) and the FCC/PSC point of contact that has issued an Order prohibiting the Offeror from offering technical and negotiated price proposals pursuant to Federal Acquisition Regulations (FAR) terms and conditions.
· Tariff pages that support the price proposals and underlining the charges.
· Identification of the item numbers to which tariff charges apply.
· Description of the tariff.
· Tariff references for each component.

NOTES:
In accordance with the Solicitation, Section L – Instructions, Considerations and Notices to Offerors, price analysis for purposes of best value trade-off decision purposes shall be based on an Offeror’s Total Evaluated Price (TEP) for each geographic location (i.e. borough) for which an Offeror is seeking consideration for Award. A separate TEP shall be determined for each identified geographic area for use in determining the best value trade-off process for each geographic area. Thus, Offerors shall complete this TEP Worksheet for each geographic location (i.e. borough) which it is seeking consideration for award.
**Offeror shall submit a separate TEP Worksheet for each geographic location (i.e. borough) the Offeror is seeking consideration or award. Offeror shall select one of the following and fill in the yellow-highlighted area above:
Kenai Peninsula Anchorage Juneau Fairbanks North Star Kodiak Island/Sitka/ Ketchikan Gateway/Wrangell-Petersburg
As prescribed in FAR Clause 52.217-5 – Evaluation of Options (JUL 1990) (incorporated into this Solicitation in Section M – Evaluation Factors for Award), the TEP for each geographic area shall be comprised of all years, including the five-year BASE PERIOD and all three one-year OPTION PERIODS as calculated in the Price Schedules A –C using the estimated quantities identified therein and the proposed firm fixed unit pricing proposed by the Offeror for each service/item.
PROPOSAL PRICE SCHEDULE NOTES:
1. Offerors shall prepare pricing in accordance with the attached Statement of Work (SECTION C) and associated attachments/appendices.
2. Offerors shall submit pricing (inclusive of profit and overhead as applicable) on all items. For purposes of price analysis the TOTAL EVALUATED PROPOSED PRICE will be utilized.
3. The total contract award price associated with this Contract shall include all performance periods (i.e. Base and all Option years) using the estimate quantities listed in the Schedule (SECTION B). Initial award, however, shall include only those CLINs identified as part of the Base Period for both annual recurring and non-recurring services, using the estimated quantities (and proposed unit pricing from the successful Offeror’s proposal) identified on the Schedule (SECTION B). Concurrent with initial award, it is expected that the CO will also issue the first task order which shall provide for funding to be obligated at time of award to cover the initial first year performance period of the five-year Base Period. It is anticipated that concurrent issuance of the first task order for the initial first year performance period will satisfy the minimum guarantee.
4. EVALUATION OF OPTIONS: For pricing purposes, Offerors are hereby advised that the Government will evaluate both Base Period estimated prices using the estimated quantities identified in the Schedule, as well as estimated price for all three Option Periods, collectively to determine overall total evaluated proposed price. As required by FAR Clause 52.217-5, evaluation of offers for award purposes shall be accomplished by adding both the total price for all options and the total price for the base period. Evaluation in this manner does not in any way obligate the Government to exercise any option period.
5. EXERCISE OF OPTIONS: Award of option periods described herein shall be dependent upon determination of the Government in accordance with FAR Part 17.207 and FAR Clause 52.217-9.
6. The total period of performance (include the base period and all option periods) shall not exceed eight (8) years from date of initial award. See SECTION H – Special Contract Requirements for additional details concerning the base period and option periods.
