STANDARD FORM 30 (REV. 10-83)
PREVIOUS EDITIONS UNUSABLE
Prescribed by GSA FAR (48 CFR) 53.243
A. GENERAL.
This Amendment provides formal response to pre-proposal inquiries received in response to the posting of the RFP. Notice is hereby provided that the proposal due date is hereby extended to 10:00 AM PST on May 29, 2013. See attached (revised) Section A and Standard Form 33.
B. ATTACHMENTS.
The following documents have been revised and/or are hereby incorporated to the Solicitation as a result of this Amendment:
i. (revised) Section A, Cover Page
ii. (revised) Standard Form (SF) 33
iii. (revised) Section B, Schedule for Anchorage
iv. (revised) Section B, Schedule for Kenai
v. (new) Section B, Schedule for Kodiak Island_Sitka
vi. (new) Section B, Schedule for Ketchikan_Gateway
vii. (new) Section B, Schedule for Wrangell-Petersburg
viii. (revised) Section C, Statement of Work
ix. (revised) Section L, Instructions, Considerations and Notices to Offerors
C. RESPONSES TO PRE-PROPOSAL INQUIRIES.
The RFP is hereby clarified/corrected as follows:
1. Reference Revised Schedules (Anchorage and Kenai) provided in Amendment A02.
ANSWER: See revised Schedules for Anchorage and Kenai posted with this Amendment which replace prior iterations in their entirety for these locations. NOTE: The Government erroneously posted a version of the referenced Schedules which included portions of the Independent Government Estimate (IGE) (i.e. baseline unit pricing estimates). Offerors are advised the information posted was partial and may not accurately reflect a reasonable expectation of prices for identified services. As such the erroneously released pricing shall not be used as the basis for pricing submitted; offeror proposed pricing shall be independently developed by each firm and substantiated accordingly as reflecting most favored customer pricing available from that offeror.
2. Reference SOW, C.2.1.1 DIGITAL AND ANALOG CENTREX-LIKE SERVICES and SectionB.PriceSchedules. Section C states “Centrex-like service, or a functional equivalent”, but the Price Schedules only provide specific CLINs for Digital and Analog Centrex. Will the Government clarify that CLINs 001B and 001D, respectively, are intended to encompass digital and/or analog Centrex, Centrex-like, and/or functionally equivalent services, or alternatively, will the Government provide additional CLINs for Centrex-like and functionally equivalent services, or provide instructions on how to proceed?
ANSWER: Clarified; see Answer provide to Question #42 on Amendment 02 where definition of Centrex-like service is provided. No additional CLINs are necessary; pricing shall be provided for the CLINs identified.
3. Reference Section L Addendum (i) Pre-award information asks for information about our bonding agent. Is there a requirement for bonding? If so, please provide bonding information.
ANSWER: No bonding is required for this Solicitation or resulting contract. This is a standard pre-award information sheet used for many acquisition types. Offerors may insert “N/A” if a field is not applicable and/or if no information is available.
4. Reference Section C.2.14 BROADBAND AND DATA SERVICES states, “Where commercially available, the Contractor shall provide high speed internet and Ethernet access service. The required minimum data rates for broadband service are included in Section B. if additional high speed or broadband services are currently provided to the commercial customers, the Contractor shall include the name of the service and offered price in Section B, Pricing Tables.” Also, reference Section B.2 CONTRACT LINE ITEM NUMBERS states, “The CLINs are identification number that identify services and features. The CLINs identified in the attached Schedules will be used for service ordering by the Government. The CLINs shall be maintained as the identification standard to clearly identify charges on contractor’s invoices. The Contractor is required to meet minimum capabilities identified in Section C – Statement of Work, and it must include the services and features that are normally provided to commercial customers as well as those identified in this Solicitation. The answers to some of the questions are in conflict with the RFP Sections C.2.14 and Section B2. Throughout the responses to questions, GSA has indicated that the “Price Tables identify the current Government needs and are robust in their coverage based on current client needs. Optional CLINs are not included in the Solicitation at this time. Based on this response, are the spreadsheets “locked down” and not to be edited other than provide pricing? Do we only provide the written document of additional service available in the technical proposal at this time?
ANSWER: See L.11.1.3.1. Pricing Schedules shall be completed only to the extent that a unit price is provided for each CLIN. No additional CLINs shall be inserted into the Price Schedules. If an offeror wishes to offer additional services (for example, speeds above those identified in the Schedules which are offered by the offeror to other commercial clients) which may be incorporated into Contract via formal modification after award, those services shall be identified on a separate document (cover letter) IAW L.11.1.3, specifically first bullet.
5. Reference Answer provided to Question No. 24 in Amendment A02. The cities listed in Section B Price Schedule Kodiak Island-Sitka-Ketchikan Gateway-Wrangell-Petersburg are covered by different Alaska-based service providers (Local Exchange Carriers). For example, Ketchikan is serviced by Ketchikan Public Utilities (KPU), Wrangell-St. Petersburg is Alaska Power and Telephone (AP&T), Kodiak Island and Sitka are covered by Alaska Communications. Based on B.1 SPECIFICATION, “The successful Offeror must be authorized by the applicable PUC to provide telecommunications services in the State of Alaska (and any subset thereof, i.e. borough, etc. as applicable)”. Can this price schedule be broken out into three separate price schedules 1: Ketchikan, 2: Wrangell-St. Petersburg, and 3: Kodiak Island Sitka?
ANSWER: Yes. See three (3) new Schedules for the following separate geographic locations:
· Kodiak Island_Sitka
· Ketchikan Gateway
· Wrangell-Petersburg
The new Schedules (posted with this Amendment) replace the combined one (1) Schedule for “Kodiak Island/Sitka/Ketchikan Gateway/Wrangell-Petersburg” in its entirety for these locations. NOTE: This change revised the original five (5) geographic locations identified at Section C.1 and Section L.11.1.3 to seven (7) geographic locations. See attached (revised) Sections C and L for additional details.
6. Reference Answer provided to Questions No. 31, 32 and 35 in Amendment A02. To provide a bundle that includes unlimited long distance, we require long distance averages for both in-state and out-of-state. Since these data are not available, will GSA modify the pricing tables by adding a CLIN for IntraState (in-State) LD per minute and a CLIN for InterState (AK and L48 & Hawaii) LD per minute?
ANSWER: The Government does not desire separate, per-minute pricing for inter-state and intra-state long distance. Other GSA National level vehicles such as NETWORX provide those services. Services desired under this Soliciation are bundled flat-rate amounts for service in conjunction with other ordered services under this vehicle.
7. Reference Section B - Price Schedules - Schedule B, Columns L – O . The formula on the pricing schedule B is taking the quantity times the proposed rate times 12. [ =ROUND(+D9*H9,2)*12] This in effect computes the onetime charge like a monthly recurring charge. Specifically, CLIN “PIC” as an example. Based on the example above there would be 48,000 PIC changes for this one CLIN. Is this quantity expected to be an annual quantity or a monthly quantity?
ANSWER: See Question No. 5 on Amendment A02; estimated quantities shall be utilized by the Offeror as provided (without change) in calculating total estimated prices. Unit pricing provided is for monthly charge; the formula includes a [*12] multiplier to calculate the yearly (annual) estimated charge.
8. Will the government consider extending the due date for questions until Monday, May 6, 2013? In reviewing the pricing tables, our staff has determined that there are several prices that do not have the normal and customary granularity.
ANSWER: See Section A – General above; proposal submission deadline has been extended. Reference Section A.1 for question submission procedures.
9. Related to Question 8 above, in the pricing tables, Schedule A, the government provides a CLIN for a TSP monthly service charge. However, in Tab B, nonrecurring charges, there are no provisions for customary charges for provisioning, TSP level changes, or service restoration. Will the government please add the CLINS necessary to provide these National Security Policy services?
ANSWER: Reference Section B, Price Schedule C for each borough which contains CLINs for these charges.
No other changes outside of those described herein this document are made as a result of this Amendment.
