STANDARD FORM 30 (REV. 10-83)

PREVIOUS EDITIONS UNUSABLE

Prescribed by GSA FAR (48 CFR) 53.243

A. GENERAL.

This Amendment provides formal response to pre-proposal inquiries recvied in response to the posting of the RFP.

B. ATTCHMENTS.

The following documents have been revised and/or are hereby incorporated to the Solicitation as a result of this Amendment:

i. (revised) Section B, Schedule for Anchorage

ii. (revised) Section B, Schedule for Kenai

iii. (revised) Section C

iv. (revised) Section F

v. (revised) Section G

vi. (revised) Section H

vii. (revised) Section L

C. RESPONSES TO PRE-PROPOSAL INQUIRIES.

The RFP is hereby clarified/corrected as follows:

1. Reference A.1 Request for Explanation of Information and L.5 Pre-proposal Questions, pages A2 & L2. In section A.1 it states that we shall send proposal questions to Ms. Kimberlee Wallentine with a copy to Mr. Frank Parker. In section L.5 it only refers to Ms. Kimberlee Wallentine. Do we need to submit questions to only Ms. Wallentine, or to both Ms. Wallentine and Mr. Parker?

ANSWER: Section L.5 is herein corrected to remove the discrepancy. See attached revised language.

2. Reference B.6 - Information Other Than Cost or Pricing Data, page B-2. Should Offeror present this information in Volume II – Pricing or Volume III – Technical Proposal?

ANSWER: See Soliciation, Section L.11.1.3 Volume II (PRICE PROPOSAL), specifically, fourth bullet which provides, “Other pertinent information to support pricing”.

3. Reference Section B - Non-Recurring Services, Tab A, cell A165, specifically CLIN “MET-E3M”. Please describe the salient physical, functional, or performance characteristics of this service type.

ANSWER: CLIN MET-E3M; Metro Ethernet Service, 3 Mbps.

4. Reference Section B - Non-Recurring Services, Tab A Cell A18, 19, specifically CLIN Modem Purchase. Please describe the salient physical, functional, or performance characteristics of this service type.

ANSWER: Purchase of modem compatible with DSL Service order.

5. Reference Section B – Non-Recurring Services – Tab B, Schedule B, cell L254, all boroughs. Non-recurring costs should only be charged once, but it appears that the government has set up formulas that extend non-recurring charges for the life of the contract. (The same formula is copied from Tab A to Tab B.) Please clarify. why is there a five (5) year multiplier?

ANSWER: See Soliciation, Section L.11.1.3.1 Specific Information Related to Price Tables, specifically, para (b), which provies, “These estimated quantities shall be utilized by the Offeror as provided (without change) in calculating total estimated prices for each Schedule”. The five year multiplier is utilized to account for estimated non-recurring (one-time) charges for each year on the five-year base period.

6. Reference C.7.1 – Transition Plan & C.10.3 – Trouble Handling, page C-10 & C-14. Please describe the required format the project time lines and plans must be submitted in (or GSA platforms that they must be compatible with).

ANSWER: Format shall be mutually agreed to between the Awardee and the Government prior to submission deadline.

7. Reference C.10.3 – Trouble Handling, page C-14, reference to “darft Maintenance Plan”. Please confirm that this plan is the same as the Corrective Maintenance Plan called for by section L.11.1.4.

ANSWER: See Soliciation, Section M.4.1 – FACTOR 1 Managemen Approach, Sub-factor 1(d) – Corrective Maintenance Plan, page M-5, which specifies, “see SOW, para C.10.3”.

8. Reference E.2 – Testing; (c), page E-1. Please provide a copy of the required Functional Test Certification or identify its requirements.

ANSWER: Functional testing performed by the offeror must prove that the service provided is in conformance to the applicable industry standards. Functional testing is a quality control process which ensures that the service delivered meets all mandatory standard requirements to inter-operate with other network elements.

9. Reference F.6 - Delivery Schedule Durations at Award, page 4, instruction regarding (OFFERORS PROPOSING EARLIER DELIVERY SCHEDULE(S) SHALL ATTACH SEPARATE SCHEDULE). To which volume should a proposed earlier delivery schedule(s) be attached?

ANSWER: See Soliciation, Section M.4.1 – FACTOR 1 Managemen Approach, Sub-factor 1(a) – Transition Plan, page M-4, which specifies, “…and (e) provide a milestone schedule for the site(s)”.

10. Reference G.4 - Reporting Requirements, page G-7 and G-8. The subsection numbering is repeated for G.4.2. Please confirm the government meant to say: G.4.2 As-Required Reports; G.4.3 System Inventory Reports; G.4.4 Summary of Billed Charges; G.4.5 Future Reporting Requirements. Rather than: G.4.2 As-Required Reports; G.4.2 System Inventory Reports; G.4.2 Summary of Billed Charges; G.4.3 Future Reporting Requirements.

ANSWER: See attached (revised) Section G for corrected numbering schematic. G.4.2 As-Required Reports; G.4.2.1 Traffic Reports; G.4.2.2 Call Detail Record (CDR) Report; G.4.2.3 System Inventory Reports; G.4.2.4 Summary Report of Billed Charges; G.4.2.5 Station Trouble Reports.

11. Reference H.14 – Billing Procedures, page H-5. There is no address following this paragraph. Does GSA want a physical invoice? May a bidder propose the bidder’s commercial billing format in lieu of the government format? (See following question as well).

ANSWER: See attached (revised) Section H for billing address information.

12. Reference H.14 – Billing Procedures, page H-6. Does GSA want ONLY electronic invoices and usages data, or both paper and electronic invoices and usages data?

ANSWER: See attached (revised) Section H for clarification; electronic invoice and usages data are required monthly in both STFP and another designated file type (i.e. Excel). Electronic invoices and usage data are required in both excel and SFTP files no paper/hardcopy copies.

13. Reference H.20.1 – Transition Planning and Execution, page H-11. Must all services be transitioned prior to the beginning of the 30 day acceptance period (i.e., the 30 day acceptance period described at E.4).and must the acceptance period be completed within the 180 days?

ANSWER: The Government is unclear as to this question. Transition as outlined in Section H.20 pertains to initial transition of services from the existing contract(s)/contractor(s) over to incumbent contract(s). The acceptance period described in E.4 pertains to monthly acceptance parameters for purposes of invoice acceptance and payment for billing monthly services once services have been transitioned under the new contract(s).

14. Reference Attachment J.4 – Service Locations, statement, “* Tariff locations may not apply if they are outside of the identified boroughs in C.1.1.” The government has limited service requirements to boroughs identified in C.1.1. Will the Government evaluate, or consider as optional, services, pricing, and technical specifications for tariffed locations outside the boroughs listed in C.1.1.

ANSWER: Optional services, pricing and technical speficiations are not requested at this time. Service locations shall be limited to the boroughs identified in Section C.1.1. unless otherwise amended by the Government.

15. Reference L.6 - INSTRUCTIONS FOR MODIFYING PROPOSALS, page L-2. The government has specified use of a double-sided format. Additionally, offeror's must have the vertical change bar in the right margin when modifying our proposals. Would the government consider changing the change bar requirement to "outside borders" instead of right margin? With a double sided format, change bars in the right margin could be problematic when the documents are hole punched and bound (e.g., the bar will be lost).

ANSWER: See attached (revised) Section L for clarification.

16. Reference L.11.1 Proposal Content and Format Instructions, page L-6. Does the government have a preference on the font style? If so, please provide.

ANSWER: Font style is not specified; the Soliciation requires only that it not be, “difficult to read” as indicated at Section L.11.1. where instruction is provided, “Proposals that do not follow these Instructions, or otherwise include documentation that is difficult to read, may result in disqualification or a lower evaluation rating”.

17. Reference L11.1.2 – Volume I (Business Proposal) and L.11.1.2.1 Sub-Contracting Plan, page L-6 and L-7. Does GSA want the Subcontracting Plan in Volume I - Business Proposal or Volume II - Pricing Proposal?

ANSWER: See attached (revised) Section L for correction to L.11.1.2.1.

18. Reference L.11.1.3 Volume II - Price Proposal; B.6 Pricing tables and instructions, page L-8. The names of the services on the pricing (Section B) spread sheet in some cases reflect the trade name of a service. Please describe the salient physical, functional, or performance characteristics of the following services: DSL-Static, High Speed Internet – Static, Alaska Regional MAN – Tier 1 Link, Alaska Regional MAN – Tier 2 Cloud Access, Cloud Access Service, Link Bandwidth, MetE3M, Modem Purchase.

ANSWER: These are not considered trade names; identified services are commercially available service. All performance characteristics are dictated by industry standards.

19. Reference L.11.1.3 Volume II - Price Proposal; B.6 Pricing tables and instructions, page L-8. As these service requirements are, in other telecommunications and IT solicitations, a part of a technical capabilities proposal, will the government consider moving the requirement for description of the service and features to section C and modifying the instructions to bidders (Section L) and evaluation (Section M) criteria accordingly?

ANSWER: No change is made made; Offerors are reminded that this Solicitation is not patterned after “other solicitations”. Pricing and technical information submissions shall be kept separate as identified in Section L.11.1.4, “Volume III shall contain no reference to price”.

20. Reference L-11.1.3, Volume II - Price Proposal, page L-8. Is it sufficient to provide this information for the company’s most favored retail customer, which is the analogous type of customer. Please clarify that anonymized descriptions, which may be necessary under privacy law and non-disclosure agreements, are sufficient.

ANSWER: Statement shall be provided as per instruction at L.11.1.3 for most favored (and least favored) customer of the Offeror. If distinction for a particular kind of customer (i.e. “retail”) is required, Offeror shall include explanation for the distinction in submitted narrative. Actual designation of customer identity is not required so long as the narrative defines the rates, terms and conditions provided to them.

21. Reference L.11.2 Proposal Format Instructions, page L-11. Will the government allow 11x17 foldouts within the volumes?

ANSWER: See attached (revised) Section L for clarificiation.

22. Reference M.4.1 FACTOR 1 – Management Approach, page M-4. a) Please confirm that the part of this requirement stating: "all elements required in the SOW" means all elements in the SOW that relate to the Management Plan, Transition Plan, Quality Control Plan, and the Corrective Maintenance Plan. b) Does the government require a response to, and will it evaluate responses to, 'shall' statements that are unrelated to the four plans required for Factor 1- Management Approach? c) Will the government modify section and M if the answer to b) is yes?

ANSWER: Factor requirements as stated stand without change; narrative relating to the four identified Plans shall address information required by the Solicitation, including the SOW as applicable. Also, reference Section L.11.1.2 Volume I (BUSINESS PROPOSAL), seventh bullet.

23. Reference M.4.2 FACTOR 2 – Relevant Experience, page M-2. The government, in describing relevant experience, appears to be restricting the principle category of relevance to voice or local service based on its description of lines and service locations. As this procurement has as its scope, the provision of local service, Centrex-like services, and statewide and metro data services, it would seem appropriate to describe relevance more broadly. Additionally, given that there is a requirement to provide three (3) past performance references, a) why is it necessary to provide customer contact information for cited relevance? b) Will the government consider revising this section to require relevance to the entire scope of the solicitation so as to not limit a company from demonstrating all of its strengths in supporting the diverse services required in this contract?

ANSWER: The use of the term “telecommunication services” as described in the referenced page of the Soliciation is not restricted to “voice or local service” only. Customer contact information shall be provided for each project submitted stated in the Solicitation. No revision to the section is necessary; description is provided for sample relevance consideration only (not an all inclusive listing). Past performance shall be evaluated to determine relevance with all requirements contained in this Soliciation.

24. Geographic regions are covered by specific federal tariff regulations. It would be beneficial to the government, for example, to list Kodiak Island, Ketchikan Gateway, and Wrangell/St Petersburg as separate locations because separate tariffs apply to each area. Can offerors submit one price proposal per tariff area and list the cities that are covered by that tariff, in those areas we choose to submit?

ANSWER: Determination of pricing creation is at the Offeror’s discretion. However, note that the Government is seeking the most favorable pricing (see also Question #20) available for the areas serviced and tarriffed rates are not typically considered most favorable pricing. Also, see Section M.3 “Note” which states, “To be considered for award in a geographic location (i.e. borough), the Offeror shall provide a complete Price Schedule (Section B), providing pricing for all contract line item numbers (CLINs) for that location (i.e. borough). Offerors shall not receive consideration for award under a geographic location in which that Offeror does not provide all the required services on the associated Price Schedule (Section B) for that area.”

25. GSA required the Contractor to provide an MPLS/IP based VPN service delivering a sercure, private IP VPN but does not specifically request or provide line items for MPLS pricing. In addition, MPLS is typically used in a Wide Area Network, not a Local Area Network. Does GSA require MPLS pricing and how will that be submitted by offerors?

ANSWER: The Price Tables identify the current Government needs and are robust in their coverage based on current client needs. If additional related services are determined necessary due to changing client demands, incorporation of additional speeds over that which is identified currently will be addressed through the modification process post-award.

26. Reference Section B Price Schedule ExcelTM documents - The Schedule A tab and the Schedule B tab have different Service Descriptions:

Example:

a) Schedule A Row 65 - MET-E3M - Speed 3M (Heading Metro Ethernet Speed

b) Schedule B Row 191 - MET-E3M – TLS Speed 3M (Heading Metro Ethernet Speed)

For inconsistent line items in Schedule A tabs and Schedule B tabs, can GSA clarify which Service Description Offerors should use when proposing services?

ANSWER: See (attached) revised Schedule for Anchorage and Kenai. Should read MET-E3M – Speed SM. Remove all references to TLS Speed.

27. Reference Schedule B Price Schedule. It is unclear the information required to complete the “Other Installation Cost” Rows 52-57. Can GSA define these line item requirements?

ANSWER: See Section C.6.3 Demarctation Points for Service.

28. Reference Schedule B Price Schedule. The description for CLIN 00T3 states “DS1 / T3 Channel Termination.” Should this read DS3 / T3 Channel Termination?

ANSWER: Yes, see (attached) revised Schedule for Anchorage and Kenai. Description should read DS3 / T3 Channel Termination.

29. Reference Schedule B Price Schedule. Are all the charges on Schedule B considered to be installation charges for the service description listed except where the description specifically states: Move, Change, Reset, or Disconnect?

ANSWER: Yes, Schedule B is Titled Non-Recurring Services.

30. Reference Schedule B Price Schedule. Can the nonrecurring MAC (moves, adds, changes and labor rate items) be moved to a separate tab instead of intermixed with the install nonrecurring charges?

ANSWER: No.

31. Reference Section C.2.1.1 Digital and Analog Centrex-Like Services, b. Optional Features for Centrex-like Service (digital and Analog), 40 Bundled Long Distance Service (Page C-3). What are the line item services expected to be included in “bundled long distance service”?

ANSWER: Offeror to provide an optional service offereing for bundled local and unlimited long distance at one flat monthly rate. (See Section B, Schedule A, CLIN: BLD)

32. Reference Section C.2.1.2 Business Lines with Features..., b. Optional Features for Analog Business Lines, ll: Bundled Long Distance Service (Page C-4). What are the requirements for bundled long distance service? What are the line item services expected to be included in “bundled long distance service?

ANSWER: See response to question 31.

33. Reference Section C.2.9 Recording of Toll Calls. Can you please clarify what is required from this section? Is the Contractor required to record the voice call or just capture the call record data

ANSWER: Capture the call record date, see Section H.

34. Will the Government allow site surveys prior to proposal submission?

ANSWER: See para A.4 in the Solicitation.

35. Reference C.2 Service Platform. Would the Government provide historical usage details of intra and interstate Long Distance calling volume under arrangements other than Networx?

ANSWER: The vast majority of customer agencies utilize the Networx contract for long distance service, with the exception of the Senate, Congressional, and Judiciary offices. GSA cannot provide usage details associated with these offices because we are not authorized Agency representatives under those service contracts.

36. Reference C.2.1.1.b.28. Since Double Connect is a Nortel proprietary term, would the Government provide a more generic description of the functioning of this feature?

ANSWER: Double Connect is not a proprietary term; it is synonymous with double termination or bridging. Lines which are optioned with this feature typically terminate to elevator lines, or alarm monitoring panels. These are installations where it is imperative that the circuit is dedicated to the end equipment and service will not be shared or disrupted.

37. Reference C.9.c – Service Ordering Procedure – Emergency Service Orders. Section C.9.c is not referenced in Section F. Please provide clarification in Section F on the Required Delivery Schedule and describe the required SLAs.

ANSWER: See attached (revised) Section F for clarification.

38. Reference C.20 – Equipment and Plant Final Disposition AND H.7 – Equipment Removal. Section C.20 states all Contractor owned equipment and wiring must be removed within 14 working days after the last day of the contract. Section H.7 states all Contractor provided equipment will be removed within 90 calendar days after the last day of the contract. Please clarify the time limits required.

ANSWER: See revised Sectoin C and revised Section H for clarification.

39. Reference C.2.14 Broadband and Data Service AND L.11.1.3.1(b). If an Offeror proposes to provide additional high speed or commercial services to its customers in addition to those requested in Section B, Pricing Tables, should the Offeror provide an additional worksheet or tab per borough to provide pricing for these optional services, or will the Government provide optional services CLINs on the existing pricing spreadsheets?

ANSWER: The Price Tables identify the current Government needs and are robust in their coverage based on current client needs. Optional CLINs are not included in the Solicitation at this time. If additional speeds and/or related services are determined necessary due to changing client demands, incorporation of additional speeds over that which is identified currently will be addressed through the modification process post-award.

40. Reference C.6.2. Does existing house cable include Category 5 cable to all desktop locations? Can the Government confirm that all LANs will support 802.1p class of service?

ANSWER: GSA cannot confirm that ALL desktop locations are terminated with Category 5 cable. The installation of new infrastructure or the decision to utilize existing cable during an office relocation project is typically managed by the customer Agency.

41. Reference C.2.1.1 DIGITAL AND ANALOG CENTREX-LIKE SERVICES, specifically page C-3 item 20 Operator Assistance Busy Line Verification. Please describe how the government uses/needs this particular feature.

ANSWER: This feature/service would be utilized to determine if the line was actually in use by a person or device before any maintenance, intrusive testing, or move/add/changes were initiated to avoid service disruptions.

42. Reference C.2.2 ACCESS RESTRICTION, specifically page C-5 “Access Restriction” provides the end users with Centrex-like service (or a functional equivalent which is equal to or better ), the capability to limit automatic call routing, and provide intercept messages. While it is understood that the Government wishes to procure a turn-key voice service, would the government explain what it means by "Centrex-like" service? Additionally, will the Government provide performance specifications for its requirement for “the capability to limit automatic call routing, and provide intercept messages”?

ANSWER: Centrex-like service can be defined as a business telephone service with added features that performs similarly to a Private Branch Exchange (PBX) or key system. The Government requires the capability to customize or limit the routing of local or long distance calls originated by the analog or digital lines. This is commonly referred to as Toll Restriction or Automatic Route Selection (ARS). Appropriate intercept messages shall be provided to the call originating party when the dialed digits are not allowed per Toll Restriction or ARS configurations.

43. Reference C.2.6 MULTIPLE PROTOCOL LABEL SWITCHING (MPLS) B PRICE SCHEDULE, specifically page C-6, “The Contractor shall provide a MPLS/IP-based VPN service delivering a secure, private IP VPN combining secure voice and data over a dedicated MPLS network”. Will the government provide access speeds by borough for this requirement?

ANSWER: The Price Tables identify the current Government needs and are robust in their coverage based on current client needs. If additional related services are determined necessary due to changing client demands, incorporation of additional speeds over that which is identified currently will be addressed through the modification process post-award.

44. Reference C.2.9 RECORDING OF TOLL CALLS. Can the government confirm that the requirement for recording refers to the logging of call detail for billing purposes, and not an audio recording of call content?

ANSWER: The Government requirement is referring to the logging of call detail for billing purposes, and not an audio recording of call content.

45. Reference C.2.11 Compatibility with Existing Customer Premise Equipment (CPE). Are the Nortel Meridian sets considered government furnished equipment (GFE) or are they currently leased from the incumbent service provider? If GFE, will the government continue to support these phones, regardless of the service provider?

ANSWER: The existing telephone sets deployed are government furnished equipment (GFE). The Government will continue to support these sets if the proposed solution is compatible and permits the continued use of the GFE.

46. Reference Reference C.2.11 Compatibility with Existing Customer Premise Equipment (CPE). Please provide the location and set counts, by model number and manufacturer, of all telephone sets that are GFE.

ANSWER: See Amendment A01, which posted Attachment J5 – Line Counts. This spreadsheet identifies by location the number of analog and digital Centrex lines (listed in columns G and H) in service at the time the solicitation was posted. GSA does not maintain an inventory by model number or manufacturer; these are purchased by the customer agencies.

47. Reference C.2.11 Compatibility with Existing Customer Premise Equipment (CPE). What type of cabling is currently in the buildings that enables these telephone sets? Please provide response by location.

ANSWER: GSA does not have this detailed information. Please refer to the answer provided to Question 40.

48. Reference C.2.12 HEARING AND VISUALLY IMPAIRED (HI/VI) TELEPHONE SERVICES (Section 508). Does the government have these types of phones in place now? If so, are they GFE? Please provide quantity and locations.

ANSWER: Yes, the Government does have these types of instruments in service today and they are GFE. GSA does not maintain an inventory by quantity or location; these are purchased by the customer agencies.

49. Reference C.10 MANAGEMENT SERVICES, specifically page C-14 in reference to Management services. If “but not limited to” is intended to indicate that the list of management services is not exclusive, please indicate what additional management services are required and how such additional services will be evaluated.

ANSWER: GSA does not want to limit the solution or approach that an offeror may propose, therefore the inclusion of the “but not limited to” language in this paragraph. Additional services will be evaluated under Factor 1; Management Approach.

50. Reference C.10.4 MAINTENANCE CHARGES. Relative to a previously asked question, if the Meridian sets are GFE who provides the maintenance and replacement equipment for the GFE? Who is the current maintenance vendor for all building wiring and cabling systems?

ANSWER: See Question 45; the telephone sets are GFE. Each Agency (the Government) is responsible for the maintenance and replacement of this equipment following the procurement policies and guidelines set forth by their organizations. GSA Network Services does not maintain a database to track the maintenance vendors for all the various building wiring and cabling systems for each location. These installations could be located in government owned buildings or in public leased space. Each tenant agreement is unique and negotiated by the occupying agency.

51. Reference G.2 GENERAL ORDERING PROCEDURES FOR TASK ORDERS. Will all orders be received through the TOPS system for services outlined in section B of the solicitation? If so, what will be the format, media, etc., of a TOPS order?

ANSWER: Orders for services will be in written format using a commercially available document preparation software (e.g. Microsoft Office Word) format and submitted either by email or fax.

52. Reference H.13 Service Transitions (Continuity of Services). Will the Government provide all the language in the existing contract that details the Service Transition requirements of the incumbent Contractor for a possible Service transition that may result from this RFP? Can we assume that the obligations during the transition for the current incumbent contractor of services are equivalent to the Service Transitions requirements contained in the RFP, such that necessary network changes, number transfers, etc., will be forthcoming; specifically including the porting or transfer of numbers, number blocks, or whole NXXs, which have been listed by the current provider in the LERG as non-portable?

ANSWER: No statement, nor assumption, as to other contractual terms and conditions is herein made. Offerors are reminded that this Solicitation will result in a stand alone contract independent of other vehicles that may exist currently. Transition requirements as set forth in this Solicitation shall be enforced and any interaction with, or cross over into, other contract vehicles shall be addressed by the Government if the need arises.

53. Reference H.14.1 and H.16. Will the Government clarify the invoice delivery requirements, as these two citations seem to provide conflicting directions?

ANSWER: See Question #12 above.

No other changes outside of those described herein this document are made as a result of this Amendment.
