J. RESPONSES TO PRE-PROPOSAL INQUIRIES.
The RFP is hereby clarified/corrected as follows:
1. Will an extension be granted?
ANSWER: An extension has been issued as necessitated by changes within this Amendment; please check www.fbo.gov regularly as any additional extensions if so granted will be posted there.
2. Another question, please clarify if the GOVT will award to multiple vendors due to the entire footprint for 3 states being requested for services.
ANSWER: See Question & Answer #6 on Amendment A01.
3. Please confirm if the services within the bid are mandatory to provide pricing as an all or nothing response or if a vendor is allowed to price as ala carte based on their service offering.
ANSWER: All items are mandatory for the entire tri-state region; ala carte proposals are not acceptable.
4. Please clarify the small business plan requirement and if a vendor is bidding and does not plan to utilize a small business for the Local Dial offerings which are tariffed. Mandatory requirement for this would in turn require additional costs for services that an ILEC would already have employees in place to provide the services today.
ANSWER: See Section L, para L.10.3. Subcontracting plans shall be submitted with offers for any offeror that is other than small for the identified NAICS.
5. In Section L (L.11.1.4 Volume III Technical Proposal) there are five separate plans that need to be provided in our response. Three of these five plans are described in Section C under paragraph C.7 Plans. Paragraph C.7.1 describes the information to be included in the Transition Plan. However, some of the information such as “Update the Implementation Schedule Every Two Weeks,” sounds like a post-award task. Please clarify what specifically, of the items being requested in the Transition Plan, is to be included with the RFP response.
ANSWER: Information related to the Transition Plan is addressed specifically in para M.4.1 FACTOR 1 – Management Approach, Sub-factor(a). Also, in accordance with Section M, para M.4 Evaluation Factors and Sub-factors, “…the plans submitted as a part of the successful Offeror’s proposal will be incorporated as attachments to the contract”. Thus, the Plans submitted as part of the Proposal shall be the basis upon which updates will be made during conract performance.
6. Again under paragraph C.7.1 Transition Plan what is meant by item c) Identify service delivery location? And how does this item relate to the other items in the paragraph? In other words is there supposed to be a narrative per service delivery location as to what our “general approach” would be?
ANSWER: See answer to Question #5 above.
7. In Under paragraph C.7.1 what is meant by an As Of Date Report and Planned Versus Completed Progress? Are these meant to be post-award items?
ANSWER: The “as of” designation requirement for the Transition Plan is in reference to the date on which the report is generated (i.e. “Report X is submitted with information current “as of” XYZ date”). Likewise, the “Planned versus Completed Progress” requirement is to illustrate the planned milestone dates vice the actual completion dates for each activity as work is on-going.
8. Information that responders are supposed to provide in the Transition Plan, Overall Management Plan and the Quality Control Plan is given in Section C of the RFP. Would you please point out where we can find information concerning what is to be provided in the Corrective Maintenance Plan, and the Risk Mitigation Plan?
ANSWER: See Section M, para M.4 Evaluation Factors and Sub-factors. Information related to the Corrective maintenance Plan is addressed specifically in para M.4.1. FACTOR 1 – Management Approach, Sub-factor(d). Information related to the Risk Mitigation Plan is addressed specifically in para M.4.1 FACTOR 1 – Management Approach, Sub-factor(e).
9. In reference to Page B-3, Section B, Exhibit 2 and M-7, Para M.4.5 Factor 4 – Price, there are references to a Schedule E, which is not referenced elsewhere. Please confirm this is a typographical error. If it is not an error, please provide Schedule E.
ANSWER: Confirmed; there is no Schedule E. See attached revised Section M.
10. In reference to Price Workbooks, Section B – Schedules, Pricing Tables Schedules A – D, There are formula errors in all three excel pricing files resulting in an erroneous (#REF!) Grand Total calculation. Please provide a corrected version of the pricing sheets.
ANSWER: See attached revised Section B – Schedules for Idaho, Oregon and Washington. See also note herein this Amendment under Item (D).
11. In reference to Price Workbooks, Section B – Schedules, Pricing Tables Schedules A – D, there is an error in the formula calculating the Total Per Year Price. This formula should be changed to multiply the summation of Unit Purchase Price and Unit Installation Price by the Estimated Quantity. Please provide a corrected version of the formulas and re-send the pricing tables.
ANSWER: See attached revised Section B – Schedules for Idaho, Oregon and Washington. See also note herein this Amendment under Item (D).
12. In reference to Page C-5, para C.2.7, (a) What is the required bandwidth (DS1, NxDS1) at each site requiring Managed VoIP and premise-based VoIP? (b) What version of Outlook is being used by end-user customers? (c) What is the potential number of sites requiring Managed VoIP? (d) How many seats (i.e., phones) per location are required for Managed VoIP? (e) What is the maximum number of seats required at a location requiring Managed VoIP? (f) What are the evaluation factors for IPTEL? (g) What weight will this section carry in the overall evaluation?
ANSWER: See attached revised Section C – Scope of Work, para C.2.7. All reference to “managed VOIP” has been removed from this Solicitation.
13. In reference to Price Workbooks, Section B – Schedules, Pricing Tables Schedules A – D, specifically Site Survey Reports. Please provide a CLIN for site surveys in order to price ICB cable and installation situations competitively.
ANSWER: See also note herein this Amendment under Item (D); Section B Schedules for all three States have been revised to remove CLINs associated with cabling/hardware requirements.
14. In reference to Price Workbooks, Section B – Schedules, Pricing Tables Schedules A – D, specifically CLIN CMHI – Purchase and installation of cable termination hardware; unit per port. (a) Is this CLIN only for the MDF/IDF end? (b) Please clarify the type of termination hardware GSA is requesting; for example, is it 66 blocks, 110 hardware or patch panels? (c) If patch panels; please specify 24 or 48 port and CAT5 or CAT 6. (d) Should this pricing assume an existing rack or wall mount for the equipment?
ANSWER: See also note herein this Amendment under Item (D); Section B Schedules for all three States have been revised to remove CLINs associated with cabling/hardware requirements.
15. In reference to Price Workbooks, Section B – Schedules, Pricing Tables Schedules A – D, specifically CLIN CMMI – Purchase and instllation of cable management (ceiling mount ladder racks, etc) Unit Per Foot. This pricing can vary considerably depending on the actual site conditions. Factors such as firewalls, elevation changes, corners, rack size, rack construction/type, ceiling height and access. Please provide parameters to enable competitive pricing. For example, please consider multiple quantities such 0-10ft, 11-50ft and 51-100ft.
ANSWER: See also note herein this Amendment under Item (D); Section B Schedules for all three States have been revised to remove CLINs associated with cabling/hardware requirements.

(a) Please specify multiple quantities, such as 0-50ft, 51-100 ft and >100 ft? (b) Is this Cat 6e or Cat 3 cable? (c) Is this cable installed vertically in riser type closets and/or horizontally through offices? These two situations can result in substantial prices variance.
ANSWER: See also note herein this Amendment under Item (D); Section B Schedules for all three States have been revised to remove CLINs associated with cabling/hardware requirements.
19. In reference to Price Workbooks, Section B – Schedules, Pricing Tables Schedules A – D, specifically CLIN CMP-4—Purchase and installation of 4 pair Cat 6e cable (plenum rated); Unit: Per Foot. (a) Because competitive pricing for this item varies considerably depending on the actual site conditions, please clarify or provide a description of the space. Relevant factors include firewalls, elevation changes, conduits, ceiling height and access. (b) Please consider providing multiple quantities like 0-100 feet, 101-200 ft and 201-295 ft? (c) Because the majority of services in the SOW do not require CAT6e cables, does the Government want those services tested and documented as to Cat 6e compliance? (d) Are Cat 6e jacks included along with termination? (e) Please provide an assumption for termination hardware type in the MDF/IDF?
ANSWER: See also note herein this Amendment under Item (D); Section B Schedules for all three States have been revised to remove CLINs associated with cabling/hardware requirements.
20. In reference to Price Workbooks, Section B – Schedules, Pricing Tables Schedules A – D, specifically CLIN CMPVC-4—Purchase and installation of 4 pair Cat 6e cable (PVC); Unit: Per Foot.
21. In reference to Price Workbooks, Section B – Schedules, Pricing Tables Schedules A – D, specifically CLIN CONN—Purchase and installation of conduit (2 inch) New construction; Unit: Each Foot. Competitive pricing varies considerably depending on the site conditions, such as firewalls, elevation changes, corners, rack size, rack construction/type, ceiling height, and access.
