A. GENERAL.
This Amendment provides formal response to pre-proposal inquiries recvied in response to the posting of the RFP.
B. ATTCHMENTS.
The following documents have been revised and/or are hereby incorporated to the Solicitation as a result of this Amendment:
i. (revised) Section J
ii. (new) Attachment J.5
C. RESPONSES TO PRE-PROPOSAL INQUIRIES.
The RFP is hereby clarified/corrected as follows:
1. What is the breakdown of services by site? This would be extremely helpful in developing a cost-effective, creative solution?
ANSWER: To date, Region-10 provides local telecommunications services for over 38,752 analog and digital off premise switch based lines (Centrex and Centrex like services), ISDN BRI, PBX direct inward (DID) numbers, and associated Primary Rate Interface (PRI) trunks. For additional information see Attachment J.5 in Section J.
2. At sites where the government is utilizing Centrex service what are the number of stations or numbers of personnel per location?
ANSWER: The Government is unable to identify information to this level of granularity as these can change due to agency mission requirements or policy changes. However, in general terms, for proposal purposes, each state has the following number of lines:
Idaho – 2421 Oregon – 12340 Washington – 23991
3. Please describe the function and geographical extent of the 4 Digit Dialing capability. For example is it the government’s expectation that a user would dial 4 digits and be routed to another user in the local area or would 4 digit dialing be utilized for long distance calling as well as local?
ANSWER: 4 - Digit Dialing would be used within the Agency itself at local level and not used for long distance calling.
4. In section J of the RFP there is a list of service addresses. By each address is a System ID (i.e. 02B 1000 Terminal Loop Pkwy Medford OR). Do all entities with the same System ID belong to a common group of users (i.e. Transportation Security Administration)?
ANSWER: In most cases, but not all, multiple agencies receive service from a common System ID. Some System IDs encompass a wide area: 02N is Northern Idaho, 02S Southern Idaho, 04E Eastern Washington, 04W Western Washington, 02V (Idaho) 03V (Oregon) and 04V (Washington) is for service from other than CenturyLink.
5. Within a common group of users that belong to a single agency is the government seeking converged voice/internet service such as MPLS? If so can the government identify, by user group, which entities want that type of solution?
ANSWER: The Government is unable to identify as the needs of the agency could change with policy or mission requirement and needs of agency could change.
6. Is the government wedded to the idea of a single award or has thought been given to the financial advantages to the government of a multiple award scenario such as what was recently done in Region 9’s Local Services Agreement and with LSA’s in several other regions around the country?
ANSWER: The procurement methodology of a single award to one vendor for the tri-state region of Washington, Oregon and Idaho has been determined prior to Solicitation issuance and is not expected to be changed.
7. Does the government anticipate holding a pre-bid conference?
ANSWER: Reference the Solicitation, Section A, para A.4.
8. There are quantity discrepancies for all three IGE Workbook Schedule B sheets (WA, ID and OR) between schedule A (Recurring) and Schedule B (Non-recurring). Can you please explain why as it is our impression these quantities should be the same?
ANSWER: Quantity estimates as provided in each workbook are specific to each area of the tri-state region for each service identified. Quantities provided are estimates only; recurring and non-recurring services will vary dependent upon actual client usage. Variations in quantities are intentional.
9. When does the existing LSA contract(s) expire for all three states in WA, OR and ID?
ANSWER: Specific information regarding existing contracts is releasable only through the formal FOIA process.
10. Will you distribute all vendor Q&A’s before RFP due date?
ANSWER: Reference the Solicitation, Section A, para A.1.
No other changes outside of those described herein this document are made as a result of this Amendment.
