450GG Infrastructure Construction Solicitation GS-09P-16-KT-C-7006 6/9/2016

Question 1: How are the Contractors to deal with the possible ACM fire spray to the underside of the roof that may or may not become loose and fail inside the interstitial roof space during the work up on the roof?

Answer: Addendum #4 has added a hazmat drawing note added to Sheets HM1M1 & HM1P1W requiring Mezzanine level asbestos containment provisions if roof scope work means and methods result in vibration loosening Mezzanine ACM fireproofing.

Question 2: Does the paint that is peeling and flaking off the metal wall panels at the Penthouse level contain lead to the extent it requires specific lead paint abatement procedures?

Answer: This is in the Hazmat report. Paint is lead-containing.

Question 3: What forms are to be included for:

SECTION II – Forms: Include in this section all of the documentation necessary to satisfy the requirements of the RFQ.

Answer: Please see The Solicitation page 10 of 34, Section II.E. Other Information to Submit with Proposal. It references 4 items.

1. Reps and Certs

2. Qualification of Offerors

3. Surety and Bonding Statement

4. Insurance and Safety Record Question 4: The Scope of Work Summary clearly states all risers (*see below & attached) from basement to 20thfloor shall be replaced. However, the drawings call for only the 4” cold water risers to be replaced.

*Types of Risers:

· CW up, domestic cold water supply, 4” (this is what’s shown on plans as replaced)

· CW down, domestic cold water supply, size varies but <4”

· HW up, domestic hot water size varies but <4”

· HWC, domestic hot water circulated/return, size varies but <4”

· DW up, drinking water supply, size varies but <4”

· DW down, drinking water circulated/return, size varies but <4”

· NPW, non-potable water supply, size varies up to 4” (some of this is shown replaced on the roof.)

Please let us know if we are only replacing the 4” water risers (per the drawings), or all risers (per spec).

Answer: Just the 4"CW lines are to be replaced for your bidding purposes.

Question 5: Sheet A609 note 4 requires all paint to be stripped at the cooling tower platform. Can the paint be stripped only at the repair areas requiring metal repairs, in lieu of the entire support structure (yes or no)?

Answer: Yes, revise note 4 as follows:

STRIP PAINT FROM ALL COLUMNS, BEAMS AND UNDERSIDE OF DECKING AS REQUIRED TO REXECUTE THE REPAIRS.

Question 6: The price sheet does not correlate with the summary of work section 11000 nor various locations throughout the drawings (i.e.: sheet A609 note 1). Can the government please revise the price sheet to match the contract drawings?

Answer: the area's affected by each Option are clearly noted on the drawings which should be adequate to break-out those costs for bidding. If there is a specific ambiguity or contradiction, it is incumbent upon the contractor to ask a specific question(s) for clarification.

Question 7: Please specify the format (i.e.: project name, contract amount, prime contractor, etc) or issue a form for the project fact sheets that support the general contractor’s 3 Similar Projects experience.

Answer: For each “Similar Project” submitted under Evaluation Factor 1, please submit the following information for each project:

· Project name,

· Project location,

· Date of award,

· Date of completion,

· Total construction cost at time of award

· Final construction cost at time of completion

· Any highlights that relate to the definition of “similar project”

Question 8: Regarding section II.D of the solicitation (page 9 of 34) & Evaluation Factor 1 & 3 (page 31 of 34 thru pages 33 of 34): Is it the intent of the government to require the offeror’s to demonstrate successful experience as a “General Construction Contractor” only (i.e.: not as a subcontractor, not use of key subcontractor’s, or not use an employee’s prior experience with other firms) to demonstrate “Similar Project” experience (yes or no)?

Answer: Yes

Question 9: Evaluation Factor 3 (page 32 of 34) requires offerors to submit 2 project PPQ’s. However, the standard for evaluation (page 33 of 34) states the standard is met when 3 references are submitted. Does the government want 2 or 3 PPQ’s submitted?

Answer: Please submit 3 “similar projects” in response to evaluation factor #3 (Past Performance on Similar Projects) image1.gif
