D/B New U.S. Courthouse - Los Angeles RFQ Amendment 3 GS-09P-12-KT-C-0004 1 March 2012

Attachment 1 Page 1 of 2

The following provides amends and/or clarifications the Request for Qualifications

(RFQ), Solicitation Number GS-09P-12-KT-C-0004:

Amendment 3, incorporates a Revised SF1442 to the RFQ Solicitation.

The following questions “Q” were submitted to the contracting officer. The following answers “A”, amends and/or provides additional clarification.

1. Q: We have one question regarding the CCR registration form: From the RFQ it sounds like the Design Builder is only required to fill out the form and verify it online. In the meeting, however, we believe you said the Contractor and Sub-Contractors are required to fill it out. It would be great if you could clarify if it is one or all.

A: Only the prime contractor is required to register in CCR.

2. Q: While we appreciate the clarifications regarding the Past Performance

Evaluation Survey (PPES) distributed in Amendments 1 & 2, we realize that a number of our clients may have already submitted references for the

Lead Designer in emails with the original form that was more appropriate for evaluating a GC’s performance. These are obviously not the relevant firm experience surveys that meet the Factor 2 criteria. Given that we will be including for specific names and contacts in the Factor 2 Section of the proposal, can you assure us that you will consider the PPESs from the named references and only if you receive fewer than 4 responses consider any of the earlier PPESs?

We want to make sure that the relevant 4 total references for the GC and the prime architectural firm are the ones that count…..not the extraneous ones that you may get from our enthusiastic clients. I hope you can verify in the formal final amendment that you will consider the 4 named references in Factor 2 and not on a first come basis.

A: To ensure consistency in the past performance evaluation, GSA will not evaluate Lead Designer or A&E Design Team PPES forms submitted via RFQ Attachment 1. Factor 2 proposal requirements specify a maximum of four (4) PPES forms submitted for the Design Builder and/or

A&E Design Team.

The following is hereby incorporated via amendment into Factor 2(b).

“Offerors should identify the references, who are submitting PPES forms for the Design Build and A/E Design Team in response to Factor 2, via a

Attachment 1 Page 2 of 2 one (1) page attachment. The attachment should be filed under Section II of the proposal.”

3. Q: Can you please reconfirm that for the Lead Designer all you are requesting is one or more client reference for the project – not a PPES?

A: There are several submittal requirements under the lead designer sub-factors; however, the reference language is for contact information and not a PPES.

4. Q: Please provide the anticipated level of deliverables that will be required for Phase 2 – Request for Proposal.

A: GSA cannot provide Phase II requirements, outside of the information already provided, until the Phase I solicitation is complete.

5. Q: Please identify the need for expandability of the courthouse design on the existing site.

A: GSA cannot provide Phase II requirements, outside of the information already provided, until the Phase I solicitation is complete.

6. Q: Are the National GSA IDIQ CMa contractors posted the ones who can bid on the phase 1 proposal?

A: The National GSA IDIQ CMa contractors are proposing for the CMa services, via task order. Phase I proposals are submitted for the solicited

D/B construction services.

7. Q: Would it be possible to obtain the slide presentation from the pre-proposal conference for the referenced project?

A: GSA will post the slide presentation to the FBO website.

8. Q : Can we sign up to get all updates by email on the above project or do we have to check the web site often for updates

A : All updates will be released through the FBO website.
