D/B New U.S. Courthouse - Los Angeles RFQ Amendment 2 GS-09P-12-KT-C-0004 22 February 2012
Attachment 1 Page 1 of 5
The following provides clarifications for the Request for Qualifications (RFQ), Solicitation Number GS-09P-12-KT-C-0004:
RFQ Attachment 3 is included in amendment 2, which provides a PPES form for Factor
2.
The following questions “Q” were submitted to the contracting officer. The following answers “A”, provide additional clarification.
1. Q: Item 1.b. of Amendment 1 requires four references for “each project submitted in response to Factor 2”. There are no projects required for
Factor 2. So should the references be for the 3 projects included in Factor
1 for the Lead Designer or for the 3 projects included Factor 4, full Design
Build/A&E team? Since the reference forms are heavily weighted towards the performance of the contractor, it makes most sense for the references to be required for the projects included in Factor 4.
Also we would like to confirm that you are now requiring four references per project and not two references per project as previously stated in the original Solicitation.
A: The offeror should submit 4 projects of their choosing, with one reference (RFQ Attachment 1) submitted for each project. It is strongly suggested that offerors provide a minimum of one reference for a similar project substantially completed by the Design Builder and one for the
A&E Design Team. Projects submitted in response to Factor 2, are not required to be the same projects submitted in response to other factors.
2. Q: In regard to Amendment No. 1, Factor 2, we are assuming that it was intended to state "provide a reference (1 each) for 4 submitted projects" by either the Design/Builder or A/E. Can you confirm or clarify this requirement?
A: Yes, that is correct.
3. Q: 1) Factor 2, b. Proposal Requirements now requests "four references . .
. . . for each project submitted in response to Factor 2."
a. Factor 2 does not provide a minimum or maximum number of projects that can be provided; correct?
b. Does GSA really want four references for each project? -or-
c) should we interpret the intent to mean:
"Provide a maximum of four (4) projects for the design-builder Contractor
-AND- provide a maximum of four (4) projects for the design-builder
A&E Design Team which meet some or all of the characteristics found in
Attachment 1 Page 2 of 5
"II.B.2(b): of the RFQ. Provide two (2) references including name, address, telephone number and e-mail address for each project submitted in response to Factor 2. References should be submitted on projects which were substantially completed in the past seven (7) years." -or-
d) Does GSA want something else?
A: See Amendment 1. In addition, the offeror should submit a maximum of 4 similar projects, which were substantially completed within the past seven (7) years, with 1 reference for each project.
4. Q: With both the questions due date and the project references due date both being February 28 th would it be possible for GSA to extend the
Reference requests back closer to the due date of the proposal? Some of the answers to questions will have an effect on which projects the teams may wish to highlight.
A: The date for reference submittals is hereby changed. References are due no later than, March 6, 2012 12:00pm PST.
5. Q: For Project Experience in Factor 4 would GSA consider allowing projects that are more than 75% complete at the time of this RFQ submission? In the past, both public and private owners, have allowed projects that were near completion to be used as proof of comparable experience. Projects that are 75-80% complete will be completed long before construction on the Los Angeles Courthouse breaks ground not to mention are far enough along to be great indicators of the teams performance.
A: The projects must have been substantially completed within the last seven (7) years.
6. Q: Does the “projects completed” in the Lead Designer profile (Factor 1
Sub-Factor 1.4b2) mean the date the design was completed or the date construction was completed; since this section is related to the designer.
A: The date the design was completed
7. Q: Does the Past Performance Evaluation Survey in Factor 2 refer to both projects in Factor 1 and Factor 4?
A: The offeror should submit 4 projects of their choosing, with one suggested that offerors provide a minimum of one reference for a similar project substantially completed by the Design Builder and one for the
Attachment 1 Page 3 of 5
A&E Design Team. Projects submitted in response to Factor 2, are not required to be the same projects submitted in response to other factors.
8. Q : Please confirm that the page count is defined by 50 double sided or
100 single sided pages. Or is the page count defined by 25-double sided or 50 single-sided pages?
A : 100 pages of content on 50 double sided pages.
9. Q : Are the Completed Representations and Certifications referenced above the same as the C301 Reps-Certs forms that were attached to the
RFP?
A : Yes, that is correct.
10. Q : Are we to include the information referenced above (C301) in our
Section VII, Attachments?
A : Yes, that is correct.
11. Q : Can we assume that the entirety of Section VII is excluded from the page count?
A : Yes
12. Q : Do you require references for the project identified in the response to
Factor 1 (Lead Designer Portfolio) and Factor 4 (Project Experience)?
A : Per the Factor 1A proposal requirements, the client reference contact information is requested, for the project submitted.
13. Q : The past performance questionnaire relates more to construction services, processes and performance (i.e. punch list, job site regulations, spare parts delivery, subcontractor negotiation, etc.) than to design services and performance. Is this the correct reference form for projects identified in Factor 1 (Lead Designer Portfolio).
14. Q : Is there a different form required for Factor 1 projects?
Attachment 1 Page 4 of 5
15. Q : Currently the questionnaire forms are due on February 28th. If a different form is issued for Factor 1 projects, will we be given additional time for these forms to be completed by our clients?
A: The date for reference submittals is hereby changed. References are due no later than, March 6, 2012 12:00pm PST.
16. Q : Under Section II.A - Phase I Proposal Format, it states that the page limit is "50 double sided 8 1/2" X 11" pages". We ask for clarification that this means 100 total pages of content (50 single pieces of paper with text printed on each side). We just want to make sure that we are reading this correctly.
A : 100 pages of content on 50 double sided pages.
17. Q : Factor 1.A & B request information about only the Lead Designer.
Factor 2 - Past Performance requests information about " . . . both the
Design Builder and the A&E Design Team" (paragraph 1, page 9 of 19);
then goes on in paragraph b to request "Two references . . . . for each project identified in Factor 1" (page 10 of 19). What projects do you want the Design Builder to submit on if not included in the work of the Lead
Designer?
A : See Amendment 1 and other clarifying responses.
18. Q : The Past Performance Survey form covers items related primarily to the general contractor’s performance but the Surveys are to be sent to references for the Lead Designer, not the general contractor. Should there be a different survey form for Lead Designer evaluation?
A : Attachment 3 is included in Amendment 2, which incorporates an
A&E PPES form for Factor 2.
19. Q : Does the contractor need to submit Past Performance Surveys as well?
If so, how many?
A : The offeror should submit 4 projects of their choosing, with one suggested that offerors provide a minimum of one reference for a similar project substantially completed by the Design Builder and one for the
A&E Design Team. Projects submitted are not required to be the same projects submitted in response to other factors.
20. Q : Can the Designer submit Past Performance Surveys in addition to the two per project identified in Factor 1?
Attachment 1 Page 5 of 5
A :The offeror should submit 4 projects of their choosing, with one reference (RFQ Attachment 1) submitted for each project. It is strongly suggested that offerors provide a minimum of one reference for a similar project substantially completed by the Design Builder and one for the
A&E Design Team. Projects submitted are not required to be the same projects submitted in response to other factors.
21. Q : In Factor 4 - Project Experience, paragraph a (page 12 of 19), the RFQ requests three projects for the "Offeror". Do you want only three projects total for the Design-Build Team? -or- three projects from each the Design
Builder and Design firm? -or- Something else?
A : Three projects total, they may be completed by the design builder, the
A&E team or both.
22. Q : For Factor 4 - Project Experience, does GSA desire ONLY three project examples? -or- Can the Offeror submit more than three provided that the 50-page limitation is maintained?
A : The offeror must submit three projects in response to Factor 4. If the offeror submits more than three projects, only the first three (3) will be evalulated.
23. Q : In section II.A. Phase I Proposal Format, you specify that the 7 copies of the proposal must be contained in 3-ring binders or “GBC” bound. Can these 7 copies be wire spiral bound instead?
A : No.
24. Q : On page 10 of 19 of the RFQ (Factor 2.b.) you are requesting PPESs for "each project identified in Factor 1". The PPES appears to be intended to evaluate the Contractor, not the Lead Designer.
A : Please see amendment 1, and other clairfying questions.
25. Q : Can you please clarify that the PPESs need to be submitted for the
Factor 1 – LEAD DESIGNER projects or Factor 4 – Project Experience
(with Contractor and A/E). If it is, indeed, required for the Factor 1 projects, are the forms to be filled out for contractors not involved in this pursuit (if the Lead Designer is showing a project not completed with the current contractor team) ?
A : Please see amendment 1 and other clairfying questions.
