Install sound absorbing panels on walls & insulation to ceiling

NOTE 1: THIS IS A REPRESENTATIVE EXAMPLE OF THE TYPE OF WORK IN A

FEDERAL COURTHOUSE THAT MAY BE ORDERED UNDER THIS TIER.

NOTE 2: FOR THE PURPOSE OF EVALUATING THE BID/OFFER FOR THE SAMPLE

PROJECT, THE SIZES, QUANTITIES AND LOCATIONS STATED IN THE

SPECIFICATIONS AND/OR SHOWN ON DRAWINGS SHALL BE USED.

NOTE 3: THERE WILL NOT BE A PRE-BID SITE VISIT / CONSTRUCTION WALK-

THROUGH AS SPECIFIED IN THIS SPEC. HOWEVER, THIS IS A REPRESENTATION

OF WHAT MAY BE REQUIRED IN INDIVIDUAL TASK ORDERS ISSUED AGAINST THE

RESULTANT CONTRACT FROM THIS RFP.

IT SHALL BE UNDERSTOOD THAT THE CONTRACTOR SHALL

DELIVER TO THE GOVERNMENT A COMPLETE AND

OPERABLE SYSTEM AS STATED OR IMPLIED IN THIS

CONTRACT, CAPABLE OF PERFORMING IT’S INTENDED

FUNCTION TO THE COMPLETE SATISFACTION OF THE

GOVERNMENT.

GENERAL INFORMATION

PROJECT NAME: Sound Absorbing Panels

BUILDING NUMBER: AZ0307ZZ

BUILDING NAME: DeConcini US Courthouse

Statement of Work / Specifications:

• The Contractor shall provide all supervision, labor, materials, supplies, and equipment, necessary to 1) increase insulation by installing R19 batt insulation fiberglass above the existing ceiling area adjoining the South and West walls, and 2) install 1" sound absorbing panels on South and West walls in room #1510. Installation of acoustical wall panels and roll fiberglass insulation shall adhere to the manufacture’s specification and installation process. All work to be accomplished after normal hours.

• DeConcini U.S. Courthouse, 405 W. Congress Street, Tucson, AZ

• US District Clerks Office, Suite 1510

Enclosures:

• CAD drawing of area

• Style and color of sound panels selected by Agency

• Soundproofing material shall be, or equal to, Guilford fabric FR701, 2100 series line.

The AlphaSorb ™ Fabric Wrapped Wall Panel is Class 1 fire-rated.

Products / Quality assurance

• All material shall be commercially available first line products that meet or exceed the requirements of associated recognized testing facility.

• All materials, equipment, installation and set-up shall be accordance with this scope of work, all current codes, construction regulations and laws applicable to construction, transport and safety requirements.

• Engage experienced installers who are licensed and certified for their trade.

• The contractor shall be responsible for providing the Government with a complete and operable system/project.

• All materials, equipment and supplies to be incorporated into work under the terms of this contract shall have been “NEW” and “UNUSED” at time of award.

• All material, workmanship and equipment shall be subject to the inspection and approval by the Contracting Officer and/or their representative.

• All work unsatisfactorily performed shall be promptly corrected and made acceptable for the Government at no additional charge.

• Contractor is responsible for all dimensions and quantities [however, see Note 2 on

Page 1].

• Contractor shall field verify all existing conditions prior to submitting a bid [however, see Note 2 on Page 1].

Project Schedule

• Contractor shall submit to the GSA Project Manager a project schedule which includes all tasks to be performed under this project, duration of each task and tentative date/s each task will be performed.

• Project schedule must be approved by the GSA Contracting Officer prior to performing any work under this project.

• Microsoft Project or other similar format can be used for this schedule.

• Contractor SHALL be responsible for the all supervision and daily progress reports of this project.

• Contractor shall submit a project schedule at least two weeks prior to starting of the project.

• Contractor has _10_ calendar day to submit all materials and product submittals for

GSA and Agency approval.

• Contractor to include in its proposal the moving and re-install of the furniture.

• Personal items, content and computer equipment to be moved by the Agency.

• Contractor to notify GSA Project Manager on approximate time of completion to schedule punchlist walk-through.

Workmanship / General Construction Requirements

• All work shall be coordinated and scheduled with the Contracting Officer; the Contracting Officer has the right to reject any unsatisfactory or unsuitable material or workmanship.

• Any damaged caused by the contractor to the building, any of its contents or tenants shall be corrected by the contractor in a timely manner as approved by the Contracting Officer. Contractor is responsible for all damages to government property caused by him/her and their subcontractors

• Contractor shall be given a specified lay down area or storage room for supplies if necessary. GSA will not be responsible for supplies left in this area.

• Clean up of work site shall be accomplished after each shift of work; the work site must be kept in an orderly and safe manner to meet OSHA requirements.

• Remove debris from site on a daily basis

• Any work that can be disruptive to tenants must be addressed with any impacted personnel.

• Use of Government dumpsters will not be allowed.

• No parking will be available at the Courthouse.

• Application to meet all manufacture’s recommendations and instructions.

WORKING HOURS: Work shall be performed after normal working hours (6:00 a.m. – 5:00 p.m.) daytime hours on Saturday and Sundays.

Licenses and permits.

• The Contractor shall be responsible for any/all permits, fees, taxes or inspections required by local authorities.

Scheduling

• The project will have a time frame of approximately 30 calendar days after award.

Deliverables:

• Work schedule prior to start of the project.

• Weekly updates at scheduled meetings.

Security Clearances:

• Security Clearance: Prior to start of work the contractor shall submit a background clearance information form for all employees that will require access to government owned space in performance of this contract. Contract employees determined to be unsuitable will not be allowed access to the work site Security information shall be submitted to the GSA, Tucson Office after contract has been awarded. Contact Tanya West for information or required security forms.

FAR 52.204-9 Personal Identity Verification of Contractor Personnel (Jan 2006) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201.

• (b) The Contractor shall insert this clause in all subcontracts when the subcontractor is required to have physical access to a federally-controlled facility or access to a Federal information system. (End of clause)

Furniture to be moved by the Courts prior to and after completion of project.

Phone/data cabling and terminations, electrical work and painting are excluded from this requirement.

PRE-BID SITE VISIT / CONSTRUCTION WALK-THROUGH [See Note 3] Site Investigations and Conditions Affecting the Work will be included in any contract awarded as a result of this solicitation. Accordingly, all offerors or quotes are urged and expected to inspect the site where the work will be performed. Contractors are encouraged to attend the pre-construction walk-through. Contractors are encouraged to verify all existing conditions at the job site prior to bidding on project. Failure to do so will not relieve contractor of his/her responsibility to properly estimate the cost of this project.

Contractors are encouraged to invite their sub-contractors, since this will be the only walk-thru. Please inform this office if you are not planning to attend the site visit. If you are not intending to submit a price proposal, contractor shall return the solicitation packet, scope of work and all drawings to this office.

WARRANTY

All workmanship and materials shall be warranted for a period of not less than three hundred sixty five (365) days from date of acceptance by the Government.

Contractor shall provide all applicable manufacture’s warranties at time of completion.

WAGE DETERMINATION APPEALS PROCESS
