IV. Regarding Sample Project Specs (Part II):

Tier 1 For the tier 1 sample project, what is height of the walls to receive the insulation panels?

ANSWER: 9'6" to 10'

Is the square footage “Aprox 300 sf” listed on the drawing the approximately square footage of the panels?

For the ceiling insulation, can we base the square footage on the dimensions (15’-6 ¾” x 12’-2-7/16”) as shown in the drawing?

ANSWER: Yes

The scope calls for insulating the ceiling. Is the ceiling a t-bar / drop type ceiling with removable panels or is it a hard drywall type ceiling?

ANSWER: T-Bar, w/ 2X4 panels

What is the height of the ceiling? We need this to figure the acoustical panels as well.

ANSWER: 9'6" to 10'

Is there electrical outlets or switches on the walls that receive the panels?

ANSWER: Yes, 1 - duplex outlet

For Tier 1 projects, will there be more details on the elevation of walls, a ceiling plan & details, and more details for walls existing and new insulation of walls and ceilings.

ANSWER: Please see attached colored drawings

Confirm South wall dimension is 15’-6 ¾” and West wall is 12’-2 7/16”.

ANSWER: Yes

What is the height of the walls?

ANSWER: 9'6" to 10'

Are there any hazardous materials (i.e. lead, asbestos, etc) in the work area that need to be accounted for?

ANSWER: No

Please confirm the existing ceiling is a lay in acoustical tile ceiling and advise what type of ceiling panels in case repairs are necessary.

ANSWER: T-Bar with 2X4 panels

Where is the work area in the building? Ground floor? If not, is there a service elevator that can be used? Where is it in relation to the work area? How wide are the hallways accessing the work area?

ANSWER: 1st floor; yes service elevator is available; there is ample space to move materials to and from job site.

As all work is scheduled after normal business hours, will workers need to be escorted and monitored by security personnel? If so, who will bear the cost and what rates should be used.

ANSWER: Yes, the Agency and GSA will provide personnel for security purposes

Can we assume that there is adequate parking for workers and delivery vehicles at no cost to the contractor?

ANSWER: There is no parking at public building for contractors, However, there is room for materials to be delivered at the building docks

Please specify cove base manufacturer, and amount needed

ANSWER: There is no cove base required for the Tier I project

Room measurements (Including ceiling height)

ANSWER: ceiling height are 9’6” – 10’, scale and room dimensions are on drawings

Specify sound soak panels (finishes)

ANSWER: Fabric panels selection, color is provide in the statement of work

Occupied area? If so, who moves/replaces furniture?

ANSWER: Yes. Furniture to be moved and replaced by Tenant

How do you want to attach panels to ceiling (screws will show)

ANSWER: Panel should come with clips or adhesive

Will any electrical have to be removed and remounted (i.e. signage, curtains)

ANSWER: Yes the one outlet will need to be flush with new panel wall

What is the size of the room in which the panels will be installed?

ANSWER: Room dimensions are shown on drawings

Is there a sound damping standard designated for the sound absorbing panels?

ANSWER: 1” NRC to be equal or better than .85 - .90 as shown in the statement of work

Do the outlet boxes, communication boxes, and electrical switches need to be relocated to the new depth of the sound absorbing panels?

ANSWER: Yes, the 1 – duplex outlet, will need to be flush with new panel wall

5. What is the current ceiling construction (hard deck or drop ceiling)?

ANSWER: T-Bar, w/ 2X4 panels

Tier I, I need total SF of sound board.

ANSWER: Review drawings, the two wall which are to receive the sound panel measure 15’-6 ¾” X 10’ and 12- 2 7/16” X 10’, and the 12 – 2 7/16 wall has one duplex out to be furred out and flush with the new wall

Dimensions of the room, ANSWER: Room dimensions are shown on drawings

The ceiling height, ANSWER: 9'6" - 10'

The density of the soundboard. The minimum acoustic qualities of the soundboard, db rating of the sound board.

ANSWER: A sample cut sheet of the requested panel is referenced in the statement of work. The spec header Enclosures, states the panel shall be equal or better to a Guilford fabric panel

Approved method of installation of the soundboard. Approved manufacturers of the soundboard.

ANSWER: Installation shall be a minimum of the manufactures recommendations as shown in the statement of work

Tier 2 For Tier 2 projects, will there be more floor plan details?

ANSWER: Please see attached colored drawings

If the intent is to prepare the proposal based solely on the provided areas under Execution, please furnish the number and size of doors, trim, outlets, light switches, etc that need to be accounted for. Are there any carpet transitions to other flooring that needs to be accounted for?

ANSWER: Please see attached colored drawings to view door ways, there is no count on electrical, data drops available.

The doors and frames are standard size steel hollow core

Are there any hazardous materials (i.e. lead, asbestos, etc) in the work area that need to be accounted for?

ANSWER: No

Paragraph II.B states that “Surfaces to be painted shall be repaired and new patches…”. Please provide information about what type of wall is to be repaired and the approximate square footage of the repair.

ANSWER: Wall details would be provide if it is a larger repair. These are generally minor sheetrock repairs (1/2” to ¾” ), normal / minor prep work for painting projects. Refer to drawing for surface dimension.

Are there operable windows available in the areas to be painted for ventilation and to remove fumes?

ANSWER: No

Where is the work area in the building? Ground floor? If not, is there a service elevator that can be used? Where is it in relation to the work area? How wide are the hallways accessing the work area?

ANSWER: 2nd Floor, service elevator is available, there is ample space to move materials to and from job site

ANSWER: Contractor will be required to provide work schedule for GSA and customer to approve. All furniture, paint and carpet shall be completed for next business day use

Assumptions- Floors vacant/occupied?

ANSWER: Occupied

On-site staging area?

ANSWER: Yes there is a lay down space, but no storage space available. All materials shall be removed from work location prior to start of business day

Delivery Elevator, with back up to dock for material off-loading?

ANSWER: Service elevator is available, there is ample space to move materials to and from job site. However, there is room for materials to be delivered at the building docks

Schedule phasing per floor/rooms?

ANSWER: Yes

Existing carpet to be removed may be salvaged and redistributed in lieu of disposal?

ANSWER: Yes, contractor can do with the old materials as they wish

ANSWER: No; all wall surfaces, doors and frames; standard size steel hollow core

Windows, how many and- if wood encased, to be re-putted?

ANSWER: No windows are effected. All window are shown on drawings

Has there been an asbestos survey performed on the glue, tape, etc. holding the carpet down?

ANSWER: Assume there is no HazMat

The "REVISED TIER 2 SAMPLE PROJECT" that was just issued on Feb. 11, 2009 contains floor plans for the sample project. The highlight color to show the area of construction is in black and makes it impossible to count the number of doors and frames to be painted. Can the floor plans be re-issued without the black highlighting or can we be provided with a door and frame count for bidding purposes?

ANSWER: See attached colored drawings to view door ways, there is no count on electrical, data drops available. The doors and frames are standard size steel hollow core

Tier II, I need the sf of paint for the walls, ANSWER: This information is provided in the statement of work

The quality of the paint for the walls & the approved manufacturers with color codes for the paint.

ANSWER: This information is provided in the statement of work

I need the number of coats of paint and if a primer is required.

ANSWER: Application shall be a minimum of the manufactures recommendations as shown in the statement of work

Need the acceptable method of application of the paint.

X. Regarding contract terms and conditions (Part II):

1. In reviewing the subject solicitation with respect to the applicable Contract Clauses incorporated by reference, namely –

• 52.215-2, Audit and Records -- Negotiations

• 52.215-10, Price Reduction for Defective Cost and Pricing Data,

• 52.215-12, Subcontractor Cost or Pricing Data, and

• 52.215-13, Subcontractor Cost or Pricing Data – Modification;

it was observed that these clauses are based on application of the Cost Accounting Standards Board Regulations, Standards and Rules (August 1, 2008) (the “Standards” herein).

2. Standards Part 9903, Subpart 9903.201-1(b), CAS Program Requirements, states as follows:

“The following categories of contracts and subcontracts are exempt from all CAS requirements:

(3) Contracts and subcontracts with small businesses.”

It would be appreciated if the Contracting Officer would clarify whether the referenced Standards clause regarding small businesses being exempt from CAS requirements makes it inappropriate to invoke the above referenced FAR clauses, or limit their application, in the subject solicitation.

XIII. Miscellaneous Questions (Part II):

Solicitation stated Tier 1 contracts are those contracts with a dollar threshold for task orders up to $100,000 and Tier 2 for order above $100,000. However, the Bid Forms listed contract maximum for Tier 1 = $25,000,000 and Tier 2 = $50,000,000. We are a small business and maximum bonding capacity is $2M. Please advise how this work and if we are eligible to bid the project. There is no amendment in the website. Is that possible to notify us when it is ready?

Answer: You can only bid what your bond will cover. Amendment 01 and this amendment have been posted

Is previous bid packages public information? If yes, where can I get a copy? Thank you.

Answer: Yes, but there is not enough time to provide copies

Has there been any consideration given to this Solicitation being a Non-Compete SDVOBE Set Aside solicitation?

Answer: No

In additional instructions its states that you need current business license in the state you are bidding for. Will a current contractors license be sufficient?

Answer: A contractor license in the state you are bidding on

I would like to see if there is binding requirements along the lines of prequalification or something of that nature to further our pursuit of this contract. Also, is there a pre-bid date for this contract?

Answer: No to all your questions above

What are certifications from ORCA?

Answer: Representations and Certifications where you have to enter information concerning your company.

Page VII-Page 10, No. 2.02 – The Government may determine that an offer is unacceptable if the item prices are significantly unbalanced. What do they mean?

Answer: Overloading the lower class labor categories to benefit the hight, i.e. clerks, engineers, etc.

VIII. Regarding Factor 3, Experience:

The answer to a Factor 3, Experience question from Amendment 01 is revised as shown--

Will similar past performance experience performed under predecessor companies by key personnel be considered?

Answer: Yes

The attached GSA Form 527, Contractor's Qualifications and Financial Information shall be completed in its entirety and a copy submitted with the Offeror's Price Proposal in accordance with Paragraph 5.(c), Instructions for Submitting Proposals, Page VII - 8, Revised 2/17/2009, and Paragraph 3.04, Price Proposal Submission Requirements from Supplementary Instructions - 00120, Pages VII - 11 & 12, Revised 2/17/2009.
