PLAN SUMMARY

1. PURPOSE: Provides guidance and procedures for protecting Air Force personnel and protection level resources assigned to BASEX AFB. This plan provides guidance for transition into contingency operations to counter threats and emergency situations dealing with the protection of resources. This plan should be used in conjunction with AFI 31-101, AFI 10-245, AT Plan 10-245 and BASEX FSTR Plan.

2. CONDITIONS FOR IMPLEMENTATION:

a. This plan provides a flexible response to a variety of different situations. There are multiple conditions for execution. Refer to annex B, for further specific guidance.

(1) Force Protection conditions (FPCONs) are implemented at the direction of the installation commander upon receipt of a Force Protection Condition Alerting Message (FPCAM) or when local intelligence indicates an increase in the likelihood of terrorist actions against the installation or personnel.

(2) Contingency actions are implemented when a specific corresponding incident is likely to occur or has occurred at BASEX AFB or when otherwise directed by the installation commander.

b. The Installation Security Plan is based on estimates and planning factors available at the time of preparation and is subject to modification in the event of a specific contingency.

Information contained herein should be reviewed and, if necessary, updated prior to use in adopting courses of action in a particular situation.

3. OPERATIONS TO BE CONDUCTED: Force Requirements: Security forces personnel and resources will be utilized at the strength level required to prevent damage to Air Force protection level resources. The primary source of security force personnel and equipment is the 97th Security Forces Squadron. Augmentation Duty personnel are available to augment the security forces. Security of protection level 4 resources is provided by the owning organization of the resource. Additionally, friendly force(s) support is listed in the basic portion of this plan.

4. KEY ASSUMPTIONS: Security plans are based on the postulated threat as articulated in AFI 31-101, the Air Force Installation Security Program, paragraph, 2.4.3. and the local threat assessment provided by AFOSI. The following assumptions apply to this plan:

a. An attack on BASEX AFB by a heavily armed group or airborne force is not considered likely.

ii

b. At the outbreak of military hostilities involving the United States, clandestine teams from hostile nations would likely start operations to destroy, damage or impair Air Force protection level resources.

iii

c. Depending on the exact situation, a significant portion of the 97th Security Forces Squadron may not be available to support this plan.

d. Pilferage of sensitive/high-value government property will occur unless controls are applied.

e. Criminal activity will occur unless opportunities are limited.

f. BASEX AFB could be a terrorist target, although chemical attack is not likely.

g. In-depth protection beginning at the installation perimeter and ending with owner/user internal controls will reduce the susceptibility of USAF resources and personnel as potential terrorist targets.

5. OPERATIONAL CONSTRAINTS:

a. The physical size and arrangement of the installation make it difficult to provide an effective capability to protect Air Force protection level resources against the threat of covert attack. Flight line restricted areas containing protection level 3 resources and mission essential facilities are located close enough to the base perimeter that only limited protection can be provided against small arms fire and other stand-off threats.

b. There is a single primary response route to the north tanker area, “D” road. This road is very close to the base perimeter and provides numerous opportunities to ambush responding forces.

c. The limited number of security forces and available flight line lighting has an adverse impact on detection of attempted covert actions.

6. TIME TO COMMENCE EFFECTIVE OPERATIONS: There is no time limit set for the transition from normal operations to a FPCON. When directed by higher authority, the transition from normal to a low-level FPCON or to a higher-level FPCON will be completed as soon as possible. Contingency operations identified in this plan should be implemented immediately upon direction of the installation commander or when warranted by the incident itself.

7. COMMAND RELATIONSHIPS: For the purpose of this plan, the XXAMW Commander shall be defined and referred to as the installation commander. The installation commander has the overall responsibility for approving and implementing the INSTALLATION SECURITY PLAN 31-01/VOLUME 1, dated 1 Nov 03. The provisions of this plan are directive in nature upon all assigned, attached and tenant units supported by the XXAMW.

8. COMMANDER’S LOGISTICS APPRAISAL: This plan is considered logistically feasible. Base stock levels are adequate to support all phases of implementation.

9. LIMITING FACTORS: This plan is considered feasible, but with limitations.

The XXth Security Forces Squadron is tasked to support MAJCOM deployment contingencies.

These taskings reduce the number of available personnel remaining at BASEX AFB.

(4) The following agencies are also identified as friendly forces:

(a) Military Police Co., LEC, BP-4

d. Assumptions: This plan is based on the assumption an event or chain of events could lead to the implementation of a contingency/FPCON requiring the expansion of normal operations to defend resources on or assigned to BASEX AFB. At the inception of open hostilities by a major foreign power, terrorists, radical groups and special forces would engage in acts of terrorism and other destruction. It is also assumed that the local civil authorities will maintain the capability to provide armed response to off base situations/threats affecting BASEX AFB.

Any coordinated threat/terrorist activity directed against local civilian facilities or other military installations could impede or prevent a response from civil authorities to assist BASEX AFB from off-base threats.

(1) Implementation of this plan may be directed without prior warning.

(2) The worst-case scenario involving simultaneous execution of contingency plans would over task assigned security forces. The following priority will be used when allocating the use of the limited security forces, unless otherwise directed by the installation commander.

(a) Defensive reaction(s) to an actual armed attack against USAF protection level 3 resources (FPCON DELTA/COVERED WAGON).

(b) Response to incidents involving protection level 4 facilities or crimes against persons.

e. Characteristics of the Area: BASEX AFB is located approximately 2 miles east-northeast of BASEX. This portion of the state is characterized as flat, prairie land. The base property and adjacent land are virtually free of hills. US Highway 62 runs 1/4 mile south of the base, parallel to the base perimeter. The intervening land contains scattered trees, dry creek beds and several abandoned farm buildings. Both cultivated and pasture land lie east of the base.

A small grove of trees can be found adjacent to the north base perimeter, bordered by farmland and a gravel road. Several farm buildings are located nearby and several dry streams enter the base in this area. The west side of the base is predominated by the military family housing area, civilian housing subdivisions and areas of cultivated farm land.

BP-5

f. Weather:

(1) The average annual rainfall at BASEX AFB is 23.9 inches. The average snowfall is 6.0 inches. Maximum precipitation periods occur in May and June, with a secondary period occurring in September and October. Precipitation during other times of the year would, on the average, be considered minimal. The average maximum temperature is 73 degrees Fahrenheit. The average minimum temperature is approximately 50 degrees Fahrenheit.

Visual Flight Rules (VFR) conditions exist about 95 percent of the time, annually.

Instrument Flight Rules (IFR) conditions exist approximately 0.9 percent of the time. IFR conditions are caused by fog, blowing dust and precipitation. The average annual humidity is 72 percent in the morning and 48 percent in the afternoon. Prevailing winds are from the north and south. The northerly component constitutes 35 percent of the time, while the southerly components prevail 53 percent of the time. Calm and variable winds make up the other 12 percent of the yearly total. The average wind speed is approximately 8 knots. Sky cover occurs about 4.4 percent annually.

(2) BASEX AFB is characterized by sudden extreme varied weather conditions. Changes are normally triggered by frontal system passage or low-pressure centers resulting in gusty winds, dust storms, thunderstorms, fog or low stratus during winter, fall and spring.

Summer is a period characterized by extremely high temperatures, i.e., 100 to 103 degrees and hot dry wind predominately from the south. Thunderstorms are responsible for many sudden changes resulting in large hail, damaging winds and heavy rainfall. State Y, particularly the southwestern portion, is in the tornado belt from February through July.

However, April, May and June are considered the predominant tornado months.

g. Estimate of Enemy Capabilities: Refer to Appendix 26-31, Annex B.

AFOSI, wing intelligence, ATO and security forces will comprise the unit and will be supported from other staff agencies, as required. The function of the Threat Working Group is to receive, record, evaluate and analyze information which, when converted to intelligence estimates, supports decision-making authorities. Decisions must be made and action(s) taken based on the facts from intelligence received, not second-hand information. The decision-makers must not be burdened with a constant, confusing flow of small pieces of information. The TWG provides services for information flow review, dissemination of information to the decision-makers and estimates of a possibly larger meaning.

(3) Processing: Not applicable.

(4) Production: Not applicable.

g. Assignment of Intelligence tasks:

(1) Orders to Subordinate and Attached Units: Not applicable.

(2) Request to Higher/Adjacent/Cooperating Headquarters: All requests for information, assistance and/or support submitted to higher or cooperating headquarters will be developed upon implementation of this plan.

3. EXECUTION:

a. General: To provide a secure environment for personnel and resources assigned, attached to or transiting BASEX AFB. A secure environment is created by a combination of physical safeguards, security procedures and trained personnel.
