#QuestionGovernment Answer
It seems the instructions have changed from stating “references from four (4) projects to “a minimum of one (1) for each similar project.” I believe it is confirming the reduction in reference letters (2 per similar project to 1 per similar project) letting us know we need to make sure our questionnaires go to the appropriate parties and NOT include them within the proposal. Correct?Correct
Please confirm the requirements for Technical Proposal Section 3, “Past Performance of the Team,” is this referencing the past performance questionnaire for each similar project in Section 1, or is a new set of questionnaires required?Yes, this is referencing the past performance questionnaire for each similar project that was included in Amendment 1.
The instructions require all questionnaires be submitted directly to GSA from client references. What materials are required in this section of our submission? The Past Performance Questionnaire for both A/E and GC were included in Amendment 1.
Similarly, are Evaluation Factors 1C and 1D referring solely to the completed questionnaires to be sent separately? If so, may we utilize their 10-page limit as additional pages for our similar projects? The Evaluation Factos for 1C and 1D do not rely solely on the completed questioinnaires. Both subfactor 1C and 1D have a ten page limit for each subfactor.
Please confirm if the 10-page limit for GC similar projects and AE similar projects, as detailed in Evaluation Factors 1A and 1B, are the total limit or for each project.Evaluation Factor 1A and 1b have a ten page limit for each subfactor.
Please confirm if this project be a LEED-CI project or sustainable design practices only? If it will be a LEED-CI project what will the goal be?Sustainable design practices only.
As part of the phasing plan, will there be enough swing space provided to vacate all of the floors affected by the renovation project?Available swing space square footage is provided under phasing.
The Construction Manager as Agent (CMA) is a separate contract with GSA, is that correct?Yes
Please confirm if Contractor Performance Assessment Reports (CPARS) are acceptable to include within our proposal? A similar project no longer has reference contacts who can speak to our performance or is qualified to complete the questionnaire. We would like to know if we may submit a CPARS for this particular similar project. The Government is required to review CPARS however, a CPARS report does not take the place of the required number of references.
Per 2C of the technical requirements on page 8 of the revised solicitation, please confirm if team resumes are required relating to team qualifications and professional qualifications.Resumes are not required but recommended. Please submit what you feel meets the requirements.
