1.0 EXECUTIVE SUMMARY

On January 29, 2013, a survey for asbestos containing building materials (ACM) was conducted at the United States Border Station (USBS), Building 3 J&L Secondary Termination at Interstate 35 in Laredo, Texas 78040. The GSA building number is TX0322.

Construction of the building was completed January 1, 1982. The survey was conducted in accordance with the Memorandum of Agreement and Specifications between the General Services Administration (GSA) and the Federal Occupational Health Service (FOHS).

The objective of the investigation was to assess the presence of asbestos in the building.

The building is scheduled for demolition as part of a major project at the border station. A total of one hundred twenty-two (122) bulk samples of suspect asbestos containing building materials were collected during the survey and submitted for laboratory analysis for asbestos content. Three types of materials were assumed to be asbestos containing because they could not be sampled due to limited access or it would have been too destructive. The following materials were found to be asbestos containing or assumed to be asbestos containing:

2.0 INTRODUCTION

The United States Border Station (USBS), Building 3 J&L Secondary Termination at Interstate35 in Laredo, Texas (Webb County) was surveyed for asbestos containing materials (ACM) by visual inspection and bulk sampling by an accredited inspector on January 29, 2013. This survey was conducted in response to the client’s request for the FOHS to perform the survey under the Memorandum of Agreement and Specifications between the client and Federal Occupational Health Service (FOHS). Scott Fontenarosa, a certified asbestos-building inspector, performed the asbestos survey.

The purpose of the survey was to perform a building inspection according to 40 CFR Part 763 Asbestos Hazard Emergency Response Act - AHERA protocols and EPA 40 CFR Part 61 National Emissions Standard for Hazardous Air Pollutants – NESHAP protocols. A partially destructive sampling method was implemented during the survey. The survey included visual identification and representative sampling of existing and accessible suspect homogeneous building materials. In addition, an assessment of condition, friability, and estimated quantity of material was made.

Homogeneous areas were grouped building-wide and sampled using a building–wide random sampling plan. A thorough attempt was made to access all areas for visual and physical verification of suspect ACM. However, due to the partial destructive nature of this survey and because some areas of the building may have been inaccessible, FOHS does not guarantee that all ACM in the building were located and identified.

The inspection was based on state-of-the-science practices and current regulations in effect at the time of the survey.

4.0 FINDING SUMMARY OF ASBESTOS CONTAINING MATERIALS

Approximately forty (40) homogeneous areas (HA) were identified. The exact number may not be determined because some HA might be layered or associated with another HA that may not have been explicitly distinguished by themselves. For example, mixtures of different floor mastics may be given the same HA number.

Eight (8) HA contained asbestos (>1.0% asbestos), four (4) were assumed to contain asbestos, and twenty-eight (28) HA did not contain detectable asbestos (zero, ND, less than 1% or equal to 1% asbestos).

5.0 SAMPLING PROCEDURES

5.1 Survey Procedures

The asbestos survey involved an asbestos assessment comprised of the following three subtasks: Visual Inspection and Sampling, Laboratory Analysis, and Condition Assessment.

The activities performed in each task are detailed in the following paragraphs.

Visual Inspection and Sampling: The survey for asbestos-containing materials (ACM) included visual observation of the exterior, roof, interior surfaces, finishes, areas above suspended ceilings, and mechanical areas.

Laboratory Analysis: All samples were submitted to FOH’s, National Environmental Reference Laboratory, Dallas, Texas and were analyzed by progressive Polarized Light Microscopy (PLM). Polarized Light Microscopy is the EPA recommended analytical method for determining asbestos content in bulk samples.

Condition Assessment: A condition assessment was performed on all suspect asbestos building materials collected. Building materials were categorized by friability, condition, and potential for disturbance. Consideration was given to the process of demolition and renovation and the impact of the forces upon the ACM. The friability assessment was the basis for our recommendations.

The ACM was categorized as required by the National Emissions Standard for Hazardous Air Pollutants (NESHAP). The NESHAP Final Rule Revision (EPA 40 CFR Part 61) dated November 20, 1990, includes several modifications and additions. The modification, which greatly affects abatement alternatives, was the re-categorization of ACM. These are categorized as follows.

Friable: means any material that can be crumbled, pulverized, or reduced to powder by hand pressure when dry.

Category I Non-Friable ACM: means packing, gaskets, resilient floor coverings and roofing materials that contain more than one-percent asbestos.

Category II Non-Friable ACM: means any material, excluding Category I ACM that contains more than one-percent asbestos, and is not friable.

Regulated ACM (RACM): included all friable ACM; Category I ACM that will be or has been subject to sanding, grinding, cutting, or abrading; Category II ACM that has become friable;

and Category II ACM that has a high probability of becoming, or has crumbled, pulverized, or reduced to a powder by forces expected to act on the material in the course of demolition or renovation operations.

These revisions require experienced interpretation from the survey or along with input from the owner’s representative planning the renovation or demolition. This is necessary in order to determine the probability that the subsequent forces will make non-friable ACM become friable.

Building 3 J&L Secondary GSA Building # TX0322 Termination At I35 Laredo, Texas 78040

Prior to conducting the ACM survey, a thorough field observation inspection was conducted to determine appropriate sampling procedures for the building, and to ensure representative assessment was made in collecting the agreed upon samples. The ACM survey consisted of identification and sampling of suspect asbestos-containing materials located in the building. An assessment of material condition and an estimation of material quantities were made at the time of sample collection.

The following protocol was used in the survey:

Materials were divided into homogeneous areas;

Representative samples of each homogeneous area of miscellaneous, surfacing, and thermal system insulation materials were collected;

A minimum of three samples of each homogeneous miscellaneous area was collected.

A minimum of three samples of each homogeneous surfacing area was collected. A minimum of three samples of each homogeneous thermal system insulation material was collected. Additional samples were collected based on square feet or different system type, such as patch material;

After collection, each sample was sealed zip-lock plastic bags and labeled. A sample log was maintained which identified sample number, sample material type, location, and area description location.

5.2 ANALYTICAL PROCEDURES

Bulk samples collected by FOHS were analyzed by the National Environmental Reference Laboratory in Denver, Colorado. Samples analyzed having identified asbestos are reported by percent asbestos range and type(s) of asbestos present. Samples analyzed having no identified asbestos are reported as “none detected” (ND). The methods used for this evaluation were in compliance with the guidelines established by EPA in its Method for the Determination of Asbestos in Bulk Building Materials (EPA-600/R-93

6.0 RECOMMENDATIONS

The recommendations can be applied to basically two classifications: 1) abatement, or 2) managing in place through an Operations and Maintenance (O&M) Program. Abatement is generally accomplished by encapsulating the material, enclosing the material, encasing the ACM, or removing the material. Managing asbestos in place includes implementing, maintaining, and adhering to an O&M Program.

Although it is generally more cost effective for the short term to manage asbestos in place, the material should be documented, maintained and periodically inspected. This alternative can be an effective alternative, but the ACM remains in the building. Prior to demolition or renovation of a building, all friable and many non-friable ACMs must be removed from the affected area.

Dear Mr. Fontenarosa:

Enclosed are the results of the analysis of 122 bulk materials from General Services Administration TX0322, Laredo TX, submitted to the Division of Federal Occupational Health (DFOH) National Environmental Reference Laboratory (NERL) Asbestos/Fine Particle Analytical Division in Denver, Colorado, for asbestos analysis. These samples were received at NERL on February 1, 2013. The methods used for this evaluation involve stereo- and polarized-light microscopy (PLM) in compliance with guidelines established by EPA in its Method For The Determination Of Asbestos In Bulk Building Materials (EPA-600/R-93-116). The DFOH laboratory services are currently accredited for bulk asbestos analysis by the National Voluntary Laboratory Accreditation Program (NVLAP) of the National Institute of Standards and Technology (NIST). This report may not be used to claim product endorsement by NVLAP or other U.S.

Government agency. This report may not be reproduced except in full, without the written approval of NERL. Our NVLAP laboratory code number is 901015-0.

The results given, which pertain only to the materials submitted for testing, are listed in Table 1. Details of this report will not be issued to any person or agency not associated with you or the GSA. The EPA method guidelines were developed for use in evaluating friable materials. Point-count reanalysis of materials is recommended to confirm trace or low-percentage PLM results. If you have questions regarding the content of this report, analytical procedures or methods, asbestos evaluation or abatement, please contact NERL directly at (303) 236-3455 ext 603.
