Pre-Proposal Conference Notes 11/30/2012 10:00 am, O.C. Fisher Federal Building/Courthouse, 33 E Twohig Ave., San Angelo, TX
Attendee Introductions – Contractors & GSA
GSA Personnel in attendance:
Sylvia Young, Building Management Specialist Aaron Bollinger, Building Manager Nathan Guess, Equipment Specialist Matt Phillips, Contracting Officer
The following Sections within the solicitation were reviewed by GSA personnel during the conference:
1. Proposals must be tailored to the requirements of this solicitation
2. You should simply not cut and paste from previous submittals or solicitations; this solicitation has its own nuances.
3. Please be clear and specific as possible.
4. Please allow GSA personnel to finish the briefing. All questions regarding this solicitation must be submitted in writing to the Contracting Officer via e-mail at matthew.phillips@gsa.gov.
5. As we continue, we will ONLY be highlighting information that is clearly written within the solicitation. We are not adding any additional information. Any changes to the solicitation will be made by amendment to the solicitation.
Sections of Solicitation Reviewed:
· Sections A.1. – A.4.
· Section B.1. – B.6.
· Emphasized that offerors review local rates for skilled labor in all of the locations subject to this solicitation, especially Midland.
· Section C.37.
· Emphasized that generators must run under a load/require testing as a part of the preventative maintenance schedule.
· Section C.47.1.
· The performance of the cleaning shall take place between the hours of 7:00 a.m. and 9:00 p.m. The hours shall not be changed unless authorized by the COR.
· Section C.48.
· Read requirements carefully
· Section C.49.1.2.
· Carpet and rug extraction of public areas are included within the basic services.
· Section C.49.1.3.
· The Contracting Officer’s Representative (COR) must approve all mats and runners.
· Section C.49.2.
· The government will provide dispensers and receptacles.
· Section C.49.11.
· Windows shall be cleaned annually.
· Section C.49.12.
· Both sides of blinds shall be washed annually.
· Section C.51.
· Snow and Ice removal is required.
· Section C.52.
· Grounds maintenance is a part of this contract.
· Section C.53.1.
· Reiterated section
· Section C.55.
· Offerors should familiarize themselves with the trash and solid waste removal requirements.
· Section C.56.
· Be aware that recycling is a part of this contract
· Section C.57.6.
· Initial pest assessment is required.
· Section C.57.10.
· MSDS sheets are required; other requirements for record keeping within this section were reiterated.
· Section C.59.
· Cleaning schedules are required; the initial cleaning schedules shall be submitted to the COR no later than 14 days prior to the contract start date.
· Section C.60.
· Highlighted information regarding tenant meetings, quality control meetings, and partnering meetings.
· Section C.61.
· Reviewed requirements for environmentally preferable supplies, products and equipment under this contract.
· Section F.4.
· Offerors should become familiar with the contract deliverables reference under this contract.
· Section G.1.
· Reiterated points of contact for contract administration.
· Section G.8.
· Reviewed criteria for deductions. Offerors should become familiar with the deductions table located at Section G.8.8.
· Section H.29.
· Paragraph J reiterated regarding flag policy at the facilities.
· Boy Scouts and/or Veterans of Foreign Wars (VFW) can provide assistance with flag disposal.
· Section H.30.
· The contractor shall report all employee accidents occurring in federal government space. No later than 7 calendar days after occurrence, contractor will provide a report detailing the accident to the COR.
