1. Amendment 0001, Question 26 inquired about an electronic bid form. The response was that it was attached as a separate document. However, there are two (2) separate Excel documents,) both different. One seems to be the actual Presidio sample project;
the other a different project with a different breakdown format. Please clarify.
o For the Presidio sample project, use the bid sheet with the filename “BID_SHEET_-_IDIQ_Sample_-_2011_Presidio_RandA_-_2012-09-17”.
2. On the Presidio sample project breakdown, there is a line item for “taxes”. Please confirm that this project is sales tax exempt in Texas, as have been other Federal project and that no costs are expected in this line item.
o The state of Texas is Sales Tax exempt.
3. We note that others have requested plans of the houses and that these are promised in “a future amendment”. We respectfully point out that it is also problematic to accurately estimate site quantities (drive extensions) without scaled plot plans of each lot. Can those be provided as well?
o Please refer to the document with the filename “SOW_-_IDIQ_Sample_- _2011_Presidio_RandA_-_2012-09-17_-_APPENDIX” for pictures of each house or type of house to receive new drive extensions. Please use the pictures to estimate the approximate size of the driveway extensions to within a reasonable degree of accuracy and use your estimate in your bid.
4. Factor 1: Experience and Past Performance Delivering Design-Build Services, Section II.D. Technical Proposal, Past Performance – Submittal Requirement under Item #8 –Base Contract $ Value. The “Base Contract $ Value” could be interpreted to mean a number of things including the Base Contract Value that was awarded without options, the Original Contract Award Amount without subsequent contract modifications, etc. Please clarify/define what the GSA wants the offeror to provide.
o The Contract Award amount.
5. Task – 090 – Where indicated that appliances are to be in good/operable condition are we to assume those appliances can be re-used, or are we to price furnishing and installing Quantity 69 NEW kitchens complete?
o This task states that all appliances are to be replaced.
6. Does the original contract award amount given as a response to Question 61 in Amendment 4 include Option 2 costs for Tasks 30, 32, and 34.
o No.
7. Does a Registered Communication Distribution Designer (RCDD) registration, which is recognized in all U.S. states and territories, fulfill the state licensure requirement for the Technology Design staff position?
o No.
PAGE 3 OF 5 GS-07P-12-HH-D-0024/0005
8. The question has been asked before if a period of performance could be given for the seed project, likely because even a theoretical period of performance would help in estimating. A shorter project than expected would require overtime hours, thus a more expensive project. Will you please provide the period of performance that should be used for pricing?
o The Period of Performance for the Presidio project is 365 calendar days.
9. Several assumptions are being made to arrive at a price for this seed project for which only pictures have been provided. Task numbers which include interior finishes are impossible to accurately quantify. In order for contractors to provide the government with meaningful pricing in which they can compare in a meaningful way, will the government please provide plans, room square footages, or at very least material quantities for these tasks?
o Please make reasonable assumptions. This sample project is a design-build project, which means that the government routinely releases solicitations that define the government’s general requirements, but does not explicitly specify every dimension, specification, model number, etcetera. Offerors for such design build projects are expected to be able to make reasonable assumptions for pricing such work.
10. Several assumptions are being made to arrive at a price for this seed project for which only pictures have been provided. Task numbers which include site work or landscaping activities are impossible to accurately quantify. In order for contractors to provide the government with meaningful pricing in which they can compare in a meaningful way, will the government please provide plans or at very least material quantities for these tasks?
o There are approximately 5 trees with a caliper of 1’-4” (16 inches).
o There are approximately 20 shrubs that are four feet high and fit within a
4’x4’x4’ cube.
11. Several assumptions are being made to arrive at a price for this seed project for which only pictures have been provided. Task numbers which include electrical and HVAC activities are impossible to accurately quantify. In order for contractors to provide the government with meaningful pricing in which they can compare in a meaningful way, will the government please provide plans or at very least material quantities for these tasks?
o All houses require cooling systems with cooling output ranging between 3 and 5 tons.
12. Where are we to connect into for the seed project’s new site lighting?
o Assume street lighting connection is within 150 feet of one of the new light poles.
13. Are the existing house electrical services running underground or above ground?
o Above ground.
PAGE 4 OF 5 GS-07P-12-HH-D-0024/0005
14. Are the proposed house electrical services to be run underground or above ground?
o Task 080 does not require any work to the existing above ground electrical service between the power poles and the houses.
15. Please describe the existing HVAC for the homes that require new HVAC so we can determine the extent of work that is required for the new systems.
o The existing systems are split-systems with the compressor located outside, adjacent to the house, and the evaporator and air handling unit located inside the house, which is exterior-accessed (man-door), located on the end of the house containing the bedrooms. The air handling unit blows cooled or heated air through sheet metal ducts that are located in the attic space of the houses. The heating system is an electric resistance type heater with its heating element also located inside the exterior-accessed utility closet.
16. Several assumptions are being made to arrive at a price for this seed project for which only pictures have been provided. Task number 170 – Street Maintenance is impossible to quantify as the extent of repairs is not shown and impossible to survey at this date. In order for contractors to provide the government with meaningful pricing in which they can compare in a meaningful way, will the government please provide material quantities for this task or remove this task from the seed project’s scope of work altogether?
o Offerors should carry a street maintenance allowance of $100,000.
17. For the seed project, is the superintendent required to be a full-time, prime contractor employee, and have no other duties?
o Each offeror must prepare their own management plan.
18. For the seed project, is the safety manager required to be a full-time, prime contractor employee, and have no other duties?
o Each offeror must prepare their own management plan.
19. For the seed project, is the energy conservation officer required to be a full-time, prime contractor employee, and have no other duties?
o Each offeror must prepare their own management plan.
20. For the seed project, is the waste management coordinator required to be a full-time, prime contractor employee, and have no other duties?
o Each offeror must prepare their own management plan.
21. Referencing the government response to Question 17, we understand that “The Agreement” is not required to be submitted. Will Para. II.C be revised to reflect the response so that the submission requirements are clear for all Offerors?
o Paragraph II.C. will not be revised.
PAGE 5 OF 5 GS-07P-12-HH-D-0024/0005
22. It is understood that Offerors are to complete and provide the C301 Document for “Offeror Representations and Certifications”. However do Offerors also need to complete and provide Section V. Additional Solicitation Provisions and Instructions as the FAR Clauses noted require a response?
o Offerors do not need to provide all of Section V as some of those provisions are included in the C301 Document. Offerors will need to complete and provide the provisions in Section V that are not included on the C301.
23. The RFP currently requests a total of four (4) Project Managers, of which their qualifications must include at least 8 years of experience managing design and construction efforts on design-build projects. Particularly as the Government only began issuing design-build efforts within the last 10 years, with the amount of issued projects slowly increasing per year, a company may only be fortunate to be awarded a few design-build projects per year, assigning a single Project Manager per project.
Therefore for a company to possess a total of four (4) Project Managers with at least 8 years’ experience on design-build projects is quite extensive. Please reconsider reducing this requirement and/or allowing “at least 8 years of experience managing design build and construction projects” as allowed for the Design staff?
o As stated before, the requirements will not be revised.
24. In Amendment 0002, the Government's answer to question 7 states "A future amendment will include the floor plans for these houses." When will these floor plans be issued?
In other amendments the government states that no further information will be provided, however without floor plans we will not be able to quantify any of the task thus making it very difficult, if not impossible, to provide "…fair and reasonable pricing…" which is one of the selection factors.
There are 4 incumbents on this solicitation that priced this work in 2011. They will have a distinct advantage meeting the fair and reasonable requirement.
o Floor plans will not be provided. Although there are others that have priced this project before, everyone has been given the awarded contract amount so no one contractor has a distinct advantage in regards to pricing.
Amendment 0005 to solicitation GS-07P-12-HH-D-0024 provides answers to questions received since Amendment 0004 was issued. The proposal due date has been extended to January 22, 2013.
