Pre-proposal Conference
Greater Southwest Region 7
Single Award IDIQ for Asbestos and Mold Services for Region 7 East and West
March 07, 2012, 10:00 AM to 11:00 AM
Question and Answer Session Q1: Can formal teaming partners help meet some of the RFP’s licensing and past performance requirements?
A1: Yes! If awarded the contract; the team must remain for the duration of the contract term or it would be considered a breach of contract.
Q2: The first sentence in the paragraph states that the prospective contractor needs to have 5 years of experience as a licensed asbestos abatement contractor. One prospective contractor (a small business) thinks that this sentence requires them to have had a license for 5 years. Is this really the case? Or, do we just want them to have a current license and have at least 5 years of experience in asbestos abatement?
A2: The prospective contractor at a minimum; should have 5 years of experience and have had their licenses for a minimum of 5 years in at least one of the states mentioned.
A majority of the work for this contract will be conducted in Courthouses and Government Buildings in which highly sensitive government agencies are located. As a result, we believe that this is a fair and reasonable request for a firm to have a minimum of 5 years experience and a minimum of 5 years licensing.
Q3: The solicitation references to document at least five years of experience as a licensed mold remediation firm in Arkansas, Louisiana or Texas. One of our team members has over 11 years of experience performing Mold Remediation in Arkansas, but Arkansas does not have a mold remediation license. Will documentation of our mold projects and references in Arkansas meet the requirements of the Solicitation?
A3: Yes! There are currently no licensing requirements in Arkansas.
Q4: Will the resulting task orders have a performance and payment bond requirement?
A4: This will be a contract where task orders will be issued against. If a task order requires performance or payment bonds; one or both will be requested at the task order level.
Q5: My question is in reference to mold, how can this requirement be enforced when most states did not have a mold license requirement 5 years ago?
A5: Since there are only two states in Region 7 that require mold licenses (LA and TX), the contractor should be licensed for mold remediation at least 5 years in one of those two states.
NM, OK, and ARK do not require licenses.
Q6: Is this work subject to Davis/Bacon?
PAGE 3 OF 5 GS-07P-HH-D-0009A/02
A6: Yes! Please see the Agreement to the solicitation
Q7: Please specify security clearance requirements. Is the contractor responsible for security clearance through every different government entity, such as GSA and FBI and DHS, etc?
A7: Specific security clearance requirements will be provided to the contractor awarded the contract.
All offerors should be familiar with the current HSPD-12 requirements. The contractor will be responsible for making sure all workers used are cleared before reporting to that job site.
Q8: Is the contractor to submit a schedule of values plus modifier of the rs means schedule on contractors own documents?
A8: Offerors should be sure to follow the directions when submitting their proposals. The GSA provided sheet titled “Percentage Factors” should be use to submit your percentages for base year and all options. The Government line items should not be adjusted
Q9: Does this contract include Lead abatement?
A9: This contract does not include any lead work; any mentioned of lead removal is an oversight by the government.
Q10: Are there any construction requirements for this RFP?
A10: This is being solicited as a construction contract, so all construction clauses and provision are included. The only construction you would do involves getting to the mold or asbestos area, so you may have to remove a window or ceiling tiles.
Q11: Are the buildings in Texas classified as public or non public? If non-public, will the TDSHS regulations apply?
A11: The buildings are considered both public and non-public. TDSHS and all state regulations apply in all of our buildings. We do not claim sovereign immunity.
Q12: Are the buildings in this contract specified as NESHAP only?
A12: Although “NESHAP only” technically applies in many of our abatement scopes we adhere to and follow all EPA and state regulations. We do not claim sovereign immunity. We err on the side of caution and state regulatory cooperation.
Q13: Section 11.12.10 of the Spec. Division I-IV-44 says CONTRACTOR responsible for reinsulation/insulation... Is reinsulation/insulation part of this RFP?
A13: Yes! On occasion we will require the contractor to re-insulate piping after abatement.
Q14: Section 11.13.6 OSHA Specified Protection Factors
Any continuous flow PF=100 Includes: PAPR, Type C...etc.
PAGE 4 OF 5 GS-07P-HH-D-0009A/02
Listed above PAPR PF=100. Does PF of 1000 for PAPR apply to this contract?
A14: OSHA’s Respiratory Protection Standard: 29 CFR 1910.134 is the applicable standard here.
Q15: Section 11.18.13 States Adequate toilet facilities shall be provided for workers...
Who is providing these facilities? Are existing building facilities available for contractor use?
A15: Generally GSA building toilet facilities are available for contractor use. This must be coordinated with the on-site building manager.
Q16: Section 11.19.3 states Coordination of work of all trades...
Who is coordinating all work, the contracting officer or the contractor?
A16: The contractor shall coordinate their subs. The GSA will coordinate work with the primary contractor.
Q17: What type of ACM is the majority of the building materials in this contract? Flooring, walls, fireproofing?
A17: The majority of ACM abatement jobs are involving floor tile and mastic. However please note that based on the wide variety of ages of our buildings, the GSA buildings still harbor many varying types of ACM that may need abatement.
Q18: Section 11.26.1 states Contractor should retain and Independent test laboratory’s experienced
IH
In the conference meeting it was stated that the GSA consultant would perform the IH scope of work.
Please clarify if the specs state the contractor is to retain an IH.
A18: GSA will provide the independent consultant to perform the area air monitoring and clearances.
Section 11.26.6 will apply. Contractor is responsible for OSHA personnel air monitoring.
Q19: 11.29.2 states Contractor performing asbestos removal shall sample employee actually removing asbestos.
Will the GSA employ a consultant separate for contractor that will be available to contract personnel sampling if the opportunity arises?
A19: No! Contractor is responsible for personnel monitoring.
Q20: 11.32.3 states Contractor should retain one or more Test Laboratory Industrial Hygienists to monitor the asbestos projects...
Will the GSA employ a consultant to perform third party duties or is the contractor responsible for this?
A20: The GSA will provide a third party consultant on-site at all abatement jobs to perform third party duties.
Q21. Section 31.5.8 states Soil
Is soil remediation part of this contract?
PAGE 5 OF 5 GS-07P-HH-D-0009A/02
A21: No! This was in relation to the old lead contract.
Q22: Section 40.3.2 state Contractor shall submit a detailed schedule...
Is the schedule a final draft of discussions between the GSA, contractor and tenants? If so, who is determining the schedule? Or is the submitted schedule the contractors proposed schedule?
A22: Proposed schedule. We are mainly looking at how long the project abatement will take (one day, four days, etc.). The final schedule is set by GSA after input from the building manager, tenants and contractor.
Q23: Section 40.3.3 state Contractor shall submit drawing...
Is contractor responsible for supplying drawings, and if so what are the requirements?
A23: Most often the GSA proposed abatements are straight-forward and abatement is designed by a project designer. The GSA submits a drawing to the contractor outlining the abatement area. On occasion, if the job is technical or if the state regulations require it then the contractor will be asked to supply a drawing of the proposed containment area and work area set up.
Q24: Are the required bid submittals organized and submitted as the contractor deems necessary?
A24: Please read what to submit with the proposal.
