Question Answer
17-Nov 2,3,4,5,6 141 M M.4.3.1 - General Information
M.4.3.1
RE: Amendment 3 and changes made to M.4.3.1, “For “Subcontractor” performance occurring under a “Prime” Contractor, GSA will not allow an Offeror to take credit for any evaluation element (including relevant experience projects, systems, or certifications) where the Offeror performed that work as a “Subcontractor” in accordance with the following definition…”
This is very confusing. Are you saying that only Prime contracts from the offeror will be accepted and evaluated within the Relevant Experience Templates (Past Performance)? That NO subcontracts performed by the offeror will be accepted?
It's important to note that Relevant Project Experience (RPE) is different than Past Performance (PP). See Section M.4.3.2 for details on Relevant Project Experience, and Section M.4.10 for details on Past Performance.
To clarify M.4.3.1, in order for an Offeror to receive RPE credit for work it has performed, it must have performed the work as a "Prime" contractor (whether performing the work in-house or managing the subcontractors performing the work). Likewise, in order for an Offeror to receive RPE credit from one of it's proposed Teaming Agreement subcontractors, that subcontractor must have performed the work as a "Prime" contractor (whether performing the work in-house or managing the subcontractors performing the work)."
