Question/Comment Answer

10/10/16 N/A N/A N/A N/A N/A Good afternoon. We just saw the final solicitation files posted for BMO Zones 2 - 6. Thanks. Within the files, we didn't see an Industry Day or any Pre Bid Conference information and just wanted to ask in case we happened to miss

it. Any information you can provide would be appreciated.

Industry Days to discuss the BMO Phase II Draft Solicitations were held in January and February of 2016 in San Francisco, Atlanta, Fort Worth, Kansas City, and Boston. Transcripts of these events are posted to our GSA Interact BMO webpage. (https://interact.gsa.gov/document/bmo-phase-2-industry-day-series-presentation-transcripts). No Pre-Bid Conference will be held for this Solicitation.

10/11/16 N/A N/A N/A N/A N/A Could you please provide the incumbent contract number? If not, is this a new requirement?

This is a new contract vehicle. It is a governmentwide, multiple award, IDIQ contract. There is not a previous contractor as this is a new vehicle.

10/14/16 2 through

Attachm ent J.3

Entire Workbook

NA NA SB Self Scoring Table is in "protected" or "locked" status. Please advise how bidders may unlock to insert data.

Amendment 01, completed on 10/14, provides the corrected Attachment J.3 Self Scoring Table to the Solicitation.

10/15/16 N/A N/A N/A N/A N/A Is there a scheduled site visit? BMO SB is a governmentwide, multiple award, IDIQ contract. As such, contract users will post/solicit their RFQ's to the awarded vendors and any site visits would be indicated within the individual task order RFQ's if applicable.

10/17/16 N/A N/A N/A N/A N/A Who’s your current vendor and contract value? This is a new contract vehicle. It is a multiple award, IDIQ contract that can be used by various Government agencies. There is not a previous contractor as this is a new vehicle. The contract users will post their RFQ's to the awarded vendors and any site visits would be indicated within those task order RFQ's if applicable. For more information on these solicitations, please visit our Interact site: (https://interact.gsa.gov/blog/gsa-releases-final-rfps-bmo-phase-ii-multiple-award-contracts). There are links to the solicitations themselves and more information about the BMO concept.

10/18/16 N/A N/A N/A N/A N/A 1. How is this solicitation related to services already available under GSA's 03FAC Facilities Maintenance and Management schedule? Are the similarities recognized? What is the rationale for duplication except to create work for government employees and the vendor community? 2.

Commissioning is a professional service rather than a maintenance activity.

Was it intentionally included? 3. Zones outlined do not correspond to areas of DoL Wage Determinations. The only good reason for having zones is the fluctuation in prevailing wages. How do you expect offerors to reconcile this in pricing? 4. Why are the States of Oregon and Washington omitted from geographic coverage? 5. Was GSA unable to find a way to make this solicitation more complicated? 6. What is the expected value of the CAF to be charged? Can the value be substantiated?

1. While some similarities exist between GSA Schedule 03FAC and BMO, they're completely different contract vehicles with different terms, conditions, and offerings.

2. Commissioning was intentionally included.

3. Numerous Department of Labor Wage Determinations exist within the various Zones. Offerors should carefully read the Pricing Templates (Attachments J.9, J.10, J.11, J.12, J.13) and Sections M.6 and B.2.for details on how Pricing shall be handled under this solicitation.

4. Oregon and Washington are anticipated to be included in future Phases of BMO.

5. Thank you for your comment. GSA understands how some offerors may deem a Governmentwide Strategic Sourcing solicitation with multiple zones as complicated. GSA is hopeful that such an opinion does not prevent offerors from proposing on this solicitation.

6. Per G.3.1 of the Solicitation, the Contract Access Fee (CAF) is a set fee of 2.0% of the total fixed-price or total estimated costs, including options, at the Task Order level.

10/19/16 3 58 H.6.2 Predomina nt Task Order

NAICS

Determinati on

2 If an offeror meets the small business size standard under the predominant BMO NAICS 561210 but isn't considered a small business under the individual NAICS (i.e. 238220, 238210, etc.), should an offeror submit its proposal for the BMO SB or BMO Full and Open strategic sourcing solution

RFP?

Offerors who are considered a small business under NAICS code 561210 - Facility Support Services with a size standard of $38.5 million are considered a small business under the BMO Solution. However, small business offerors are able to compete and receive an award under both BMO Small Business and BMO Unrestricted solicitations. It is up to the small business offeror to determine if they would like to submit offers for only the Small Business solicitation, only the Unrestricted solicitation, or both.

10/19/16 N/A N/A N/A N/A N/A Can we bid the electrical BMO only? No. Per Section C.3 and C.4 of the Solicitation, to qualify, offerors must provide all required services dependent on the Service Group (O&M and/or FSS). For O&M, this includes HVAC, Electrical, and Plumbing and Pipefitting. For FSS, this includes Janitorial and Grounds Maintenance/Landscaping. If proposing both O&M and FSS, offerors must propose HVAC, Electrical, Plumbing and Pipefitting, Janitorial, and Grounds Maintenance/Landscaping.

Price Template

N/A The price templates (J.9, J.10, J.11, J.12, J.13) that are included as attachments to the Final Solicitation Package – GS06Q17RL0004 – do not work. They all appear to be password protected. At this time, the contractors cannot enter any numbers into the spreadsheets, due apparently to some type of password protection. The entering of these wage numbers is a very lengthy process, especially to enter in multiple zones. Will this be corrected fairly soon? If not, will there be a due date extension to allow the contractors adequate time to enter the proper information?

There is no error in the stated documents. For Attachments J.9, J.10, J.11, J.12, and J.13, offeror information can only be inputted into those cells highlighted in yellow. The remainder of the document is locked and cannot be changed. Regarding the Price Proposal Templates and how to properly complete these documents, please refer to Lines 19 and 20 of the "Instructions Tab" of that document. Additional BMO proposal pricing information is provided in Section M.6 of the Solicitation. Task Order pricing information is provided in Section B.2 of the Solicitation.

The closing date for this solicitation has been extended to Friday, December 9, 2016. This change is reflected in the amendment.

10/20/16 2 11 B Services, Ordering and Prices

B.1.2 Is it the government's intention to issue task orders with no further competition or will task orders be competed for by contractors within the

BMO SB?

Offerors awarded a BMO SB contract will have the opportunity to then compete with other BMO SB Awardees for task orders solicited by customers through the BMO vehicle except where otherwise provided by law or regulation. [i.e. FAR 16.505(b)]

10/20/16 N/A N/A N/A N/A N/A Is this the same as before, we would have to bid on all required services not just elevator?

To qualify for a BMO award, offerors must propose all required services.

10/21/16 2-6 143 L Instructions Conditions, and Notices to Offerors or Responden ts

M.4.3.2.1.5 Please confirm that if the offer is submitting a Project Experience Template to get credit for a single Service Category, the offer need not fill in all the other Service Categories Performed information required by section W of the Relevant Project Experience Template.

If Attachment J.14 - Relevant Project Experience Template is submitted to receive credit for a single service category, then only that specific service would be identified and described in Block W.

10/21/16 2-6 143 L Instructions Conditions, and Notices to Offerors or Responden ts

M.4.3.2.2 Does the extra credit apply just to the 3 primary Project Experience Templates or to those templates submitted to qualify in just one or two additional service categories?

Regarding additional evaluation credit outlined in M.4.3.2.2, some of the additional credit applies to only the "Required" services and some of the additional credit applies to other areas of the contract such as optional services, socio-economic status, etc. Please refer to Attachment J.3 - Self Scoring Table or Section M.5 Scoring Tables to see how the additional credit is applied.

10/21/16 2-6 143 L Instructions Conditions, and Notices to Offerors or Responden ts

M.4.3.2.4 Does socio-economic status refer to the offeror or to the companies that may be listed in Section G of the Project Experience Template? If to the offeror, where on the template do we enter the offeror's socio-economic status?

Socio-economic status refers to the small business designation the offerors is certified as. This information located in Block G has been removed from Attachment J.14 Relevant Project Experience Template and the corrected version posted with the amendment. An offeror's socio-economic status will be identified on Attachment J.3 Self Scoring Table.

10/21/16 2-6 143 L Instructions Conditions, and Notices to Offerors or Responden ts

M.4.3.2.1 This section requires the offeror to complete Attachment J-14, Relevant Project Experience Template. Para 5 of the Experience Template states a requirement that the narrative for each O&M Service Category in Section W of the template must be unique for the specific project and non-repetitive.

This implies that the narrative must somehow be different for each project.

This ignores the fact that work in each specific Service Category is intrinsically repetitive and the same for each project. The only difference is in the numbers and types of equipment and any unique manufacturer’s specification. One needs only to look at the typical Statement of Work in any GSA solicitation for facility operations and maintenance to understand the repetitive nature of the work. They are all pretty much the same down to the punctuation. The same can be said for the FSS Service Categories. Pest control in accordance with an Integrated Pest Management Plan should be exactly the same for each project where the Pest Control Service Category is performed. Indeed, GSA has been trying for years to standardize solicitations so that they are the same for each project, easily understood by the service offerors, and leading to standard work procedures and products subject to standard evaluation criteria. The Government should expect significant duplication in presentation of work in the same service categories for different projects. Request the language of this requirement be revised to remove the apparent penalty for any duplication in narrative.

While the services performed may be duplicative in some cases there will always be differing circumstances for each project. Examples could include location/sqft/# of elevators/# of buildings/specific requirements (i.e. grass cut kept to 3" vs. grass cut weekly)/etc. Because of this, there will always be the ability to provide a description specific to the task.

10/21/16 2-6 43 F.3 Period of Performan ce

1 Would the Government provide an estimated Notice-To-Proceed date? The Notice-to-Proceed date is undetermined at this time.

Electronic Copies

The RFP states that the USB flash drives need to be labeled. Can simply place a sticker with the required information onto the USB drive?

The requirement for use of a USB Flash Drive has been changed to DVD+R Disk. Yes, a sticker with the required information is acceptable.

Please just make sure the Disks are accurately and clearly externally labeled with the company's name and Solicitation Number.

C.3 Scope/Req uirements

All These pages state that we are to identify the Zone or Zones we are proposing on. Is there any particular section or page where we should identify this information?

The Zone(s) being applied for should be identified on Attachment J.14 Relevant Project Experience Template as well as in Attachment J.16 Project Zone Coverage Template where a capabilities statement is required. Please refer to the instructions provided in these two documents.

10/21/16 2-6 20 C.3 Scope/Req uirements;

C3 Paragraphs C.3, L.3, and M.4.4 indicate the states covered under this solicitation. Will the remaining 24 states not covered under BMO Zone 1 and

The remaining states are anticipated to be covered in future BMO phases.

10/21/16 2-6 144 L.3 Proposal Submission Instructions

L.3 Paragraphs C.3, L.3, and M.4.4 indicate the states covered under this solicitation. Will the remaining 24 states not covered under BMO Zone 1 and Zones 2 -6 be covered under another BMO solicitation in the future?

The remaining states are anticipated to be covered in future BMO phases.

10/21/16 2-6 144 M.4.4 Project Zone Coverage

M.4.4 Paragraphs C.3, L.3, and M.4.4 indicate the states covered under this solicitation. Will the remaining 24 states not covered under BMO Zone 1 and Zones 2 -6 be covered under another BMO solicitation in the future?

The remaining states are anticipated to be covered in future BMO phases.

10/21/16 2-6 29 C.3 Scope/Req uirements;

C.3 Will Colorado be included in a future BMO Solicitation? Colorado is anticipated to be covered in a future BMO phase.

10/21/16 2-6 M.4 Sustainabili ty Plan

M.4.9 Section M.4.9 states the Sustainability Plan “should describe in detail how the offeror will meet the minimum sustainability requirements identified in the Scope of Services, Section C“.

A review of Section C, Scope of Services indicates there are no identifiable Sustainability requirements within the section. There are several references to sustainable topics in Paragraph C.9 Definitions (such as C.9.35 Green Cleaning, and C.9.36, GSA Green Purchasing Program).

There are, however, Sustainability Requirements cited in Section H, Paragraph 14 through 14.3 inclusive that deal with Sustainability requirements.

Does the Government want offerors to submit the Sustainability Plan to meet the requirements stated in M.4.9 and Section H, Paragraphs H.14 through H.14.3 inclusive?

This has been corrected and posted with the amendment. M.4.9 now references Section H instead of Section C.

10/21/16 2-6 70 H.14.1 Green Purchases

H.14.1 The link cited in Paragraph H.14.1, http://yosemite1.epa.gov/oppt/eppstand2.snf, does not appear to work.

This has been corrected and posted with the amendment. H.14.1 now references: https://www.epa.gov/greenerproducts/about-environmentally-preferable-purchasing-program

10/21/16 All 84 H.35.4 Cooperatio n with other Contractor s on Governme nt Sites

1 Is the government going to issue a change order in cases where the contractor needs to escort other contractors trough the building? Are there any maximum weekly hours expected to be worked by the contractor when cooperating with other contractors?

Change orders such as this would occur at the task order level if, applicable. Specific requirements such as maximum weekly work hours, as they relate to other contractors in the work environment, would also be detailed at the task order level, should they exist.

10/21/16 All 140 M.4.2.4 Financial Information

1 What does it means adequate financial resources? Can the government specify a more objective term such as bonding capacity limit or available cash flow etc.?

Sufficient financial resources available in order to operate efficiently and sufficiently well to complete awarded Government task orders.

10/21/16 All 140 M.4.2.4 Financial Information

1 How can a contractor demonstrate the ability to obtain adequate financial resources?

Adequate financial resources is vendor's internal decision and how to obtain that is not dictated or suggested by the Government. Please complete and submit the information required in the Attachment J.19 GSA Form 527.

10/21/16 All 140 M.4.3.2.1 Pass/Fail Requireme nts for Relevant Project Experience

Item Number

With regard to Section M.4.3.2.1, what is GSA’s rationale for limiting relevant project experience to those “located within the Contiguous United States, to include Alaska and Hawaii”? It would seem that building maintenance and operations experience of the same scope and complexity as that contemplated by the RFP would be relevant, no matter where the work was performed.

Thank you for your comment. You are correct, past experience it is limited to the contiguous United States, to include AK, and Hi. At this time, the solicitation requirements remain unchanged in this area.

10/21/16 All 146 M.4.7 Uncompen sated Overtime Policy

1 Uncompensated Overtime Policies could vary significantly and FAR 52.237- 10 is not specific on what an acceptable policy should be. Could the government provide an example of a recommended policy? Is total hours accountability desired?

BMO is requesting submission of the company's. Uncompensated Overtime Policy. The Government does not have recommended samples as this is a vendor policy issue.

10/21/16 2-6 19 C.2 Period of Performan ce

1 The total contract period is stated to be 10 years, but the NonSCLS tabs in the Pricing Template have columns for 15 years. Please clarify the total period of performance.

Per Section F.4.1 of the Solicitations, "After the BMO SB contract term expires, BMO SB contract will remain active until the final task order is closed-out and shall govern the terms and conditions with respect to active task orders to the same extent as if it were completed during the BMO SB contract term. Accordingly, the cumulative term of BMO SB contract may span up to 10 years and the cumulative term of all task orders placed under BMO SB contract may span up to 15 years."

As an example: If a task order is issued on the last day of the option period, that task order could potentially be for up to a 5-year period. Thus, the BMO terms and conditions would govern that additional time outside of the 10-year BMO contract term.

1 Please confirm that "has been certified" means at any time during the history of the company, even if the company has grown and so, for example, graduated from the 8(a) program.

This has been corrected and posted with the amendment. Additional evaluation criteria will be given to those small businesses that hold current certifications or are currently certified in any of the various socio-economic groups.

10/21/16 2-6 148 M.4.10 Past Performan ce

2 If an offer is submitting more than three projects for Relevant Project Experience, for which three projects should the offeror submit a Past Performance Survey?

It is at the offeror's discretion which 3 projects to submit Past Performance Surveys for. Reminder: the surveys submitted must be related to 3 of the projects submitted in the Relevant Project Experience Section.

10/21/16 2-6 151 M.6 Section 4- Price

Last The RFP states, "total of 10 years" for exempt labor categories. However, the relevant tab of the Price Template for each zone includes columns for a total of 15 years. Please confirm that offerors should propose rates for 15 years.

Per Section F.4.1 of the Solicitations, "After the BMO SB contract term expires, BMO SB contract will remain active until the final task order is closed-out and shall govern the terms and conditions with respect to active task orders to the same extent as if it were completed during the BMO SB contract term. 10/21/16 2 - 6 129 L.10 Proposal Instructions

1 Each section must be fastened or bound together. Can we use a 3 ring binder to bound together?

Yes, a 3-ring binder is acceptable.

10/21/16 All 14 B.2.2.1 Non- Exempt Labor Categories

1 The non-exempt labor categories are provided as SCA positions with the regional multiplier based on SCA type positions. There may be a task order that comes out that would require the use of CBA positions. The CBA's generally will have more required cost such as Pension, higher H&W costs, Training costs, Joint Apprentice Contributions, etc. Due to this the regional multiplier would be much less for the SCA positions than what we would actually use for the CBA positions. Will Offerors be able to price accordingly to the CBA agreements and not be held accountable for the regional multiplier percentage?

The regional multiplier applies to the applicable prevailing wage regardless of the prevailing wage, whether that is SCA, DBA or CBA. Please refer to Sections M.6, B.2.2.1, B.2.2.1.1, and B.2.2.2, of the Solicitation for information on IDIQ level and task order level pricing.

10/21/16 All 82 H.33 Minimum Task Order Awards or Estimated Value

1 The Contractor shall attain a minimum of 3 task order awards or a total task order estimated value of $325k prior to exercise of Option 1. Does this criteria apply separately to each zone or collectively to all zones awarded to the Contractor?

This criteria applies to the each awarded vendor's IDIQ BMO SB contract as a whole and not the individual zones.

10/21/16 All 90 I Contract Clauses

Instructions The instructions state to "Complete and submit" the fill-in clauses under I.3 of 52.222-42 and 52.223-3. FAR 52.222-42 is typically filled in by the Government contracting agency. Additionally, these two clauses seem applicable at the task order not parent contract level. They are not addressed in Sections L.10 or M.4 as being part of the offer Will the Government clarify when and how these two fill-in clauses are to be completed and submitted?

Any provision or clause that requires completion (fill in the blank), whether provided in full text or incorporated by reference, shall be addressed by the vendor and submitted with their proposal. Note: When the fill-in clause or provision is more appropriately completed at the task order level, complete the fill-in with “N/A.”Clause 52.222-42 and 52.223-3 should be addressed at the Task Order level.

1 Offerors are to submit 9 copies in total of the proposal. The SF 33 (Atch J.1), block 9, states to submit an original and 9 copies. Does the Government want 9 copies (including the original) or the original and 9 copies?

If Offerors have completed representations and certifications electronically in SAM, does the Government want Offerors to submit only completed paragraph (b) or all of 52.212-3 with just paragraph (b) completed?

If Representations and Certifications have been completed electronically in SAM, only paragraph (b) of 52.212-3 should be submitted. Per the end of paragraph (b), if there are exceptions to the reps and certs listed in the SAM website, then the offeror shall identify those.

Please refer to the "INSTRUCTIONS" in Section K (second and third paragraph) as it relates to an Offeror's SAM registration. Regarding 52.252- 1, any provision or clause that requires completion (fill in the blank), whether provided in full text or incorporated by reference, shall be addressed by the vendor and submitted with their proposal. 10/21/16 All 151 M.6 Section 4- Price

1, 3rd bullet The government states that Regional Multiplier includes "other costs." Can the government clarify what is covered by "other costs"?

Any costs other than G&A, Overhead, and Profit that an offeror may need to apply to non-exempt labor categories when proposing at the task order level.

10/25/16 N/A N/A N/A N/A N/A I just wanted to mention that many of our projects have been performed in VA San Juan which is a very large and complex facility and it is part of VISN 7 which includes Florida too. We have also performed many projects for GSA Caribbean which is part of GSAR2. With all these I just want to stress the fact that the projects performed by MASE in these locations have the same regulations as if they were performed in Florida (VISN7) or New York (R2).

Another point is that the solicitation is accepting past experiences on commercial customers within the 50 states and in my personnel opinion a past experience on a federal facility in Puerto Rico is more relevant than a past experience on the commercial sector.

Thank you for your comment. The BMO team has reviewed the request and will consider it in future strategies.

10/25/16 N/A N/A N/A N/A N/A I recall during a meeting that the GSA had mentioned that contractors responses/submissions for Phase II can be provided in electronic format rather than the 6 hard copies. I haven’t seen any formal communications that eliminates the hard copy and I remember that Phase 1 was approximately 7,500 pages! Not too sustainable, right?

As indicated in L.10 of the solicitation we are requiring six paper versions and three electronic versions (on DVD+R Disks) of the proposal.

10/26/16 N/A N/A N/A N/A N/A Hello, we are an elevator contractor with several GSA contracts for elevator maintenance. We have a handful of areas we cover and are not in all states How will this RFP affect us and what can we do to be part of future elevator work for this RFP?

Please refer to Section C.3, C.4 and Section M. If you do not believe your company can meet the BMO requirements, serving as a subcontractor for a BMO vendor may be a good opportunity. Another option is detailed in Section M.4.1.4 Contract Teaming Arrangement Commitment Letter.

N/A The RFP instruction is to complete and submit (via pdf) the fill-in Clauses listed under I.3 of 52.222-42 Statement of Equivalent Rates for Federal Hires. This requires the offeror to provide employee class/labor category, hourly rate and fringe benefit for all employees under the purview of the SCA.

This information is identified in the ‘Price Proposal Template SCLS’ tab in attachments J.9 – J.13.

Is the offeror required to provide this information separately, in addition to attachments J.9 – J.13?

Any provision or clause that requires completion (fill in the blank), whether provided in full text or incorporated by reference, shall be addressed by the vendor and submitted with their proposal. Note: When the fill-in clause or provision is more appropriately completed at the task order level, complete the fill-in with “N/A.” Clause 52.222-42 and 52.223-3 should be addressed at the Task Order level.

At the task order level, BMO vendors will only be able to bid services for which they have submitted BMO pricing and been approved for. When completing a given Price Template (Attachment J.9, J.10, J.11, J.12, J.13), please refer to Row 19 of the amended "Instructions" Tab within these documents which state, "Indicate all labor categories and all levels that are being proposed by using the dropdown box, located in Column C, to place an "x" in the associated labor category/level cell. Labor categories and levels containing an "x" indicate the labor categories and levels the offeror is proposing. Section B.2.4 of the Solicitation has been changed and posted with the amendment and now references 52.212-4 and 52-212-4 Alterative 1 (May 2014) instead of 52.232-7. Full text of these clauses have been provided as an attachment in the amendment.

10/31/16 ALL Pg 20 C.4 Performan ce Objectives

1 Please confirm we have the option to bid Facilities Support Services group but it's not a requirement.

Yes, Offerors may bid the Operations and Maintenance Service Group, the Facility Support Service Group, or Both Service Groups. To qualify for a BMO award, offerors must propose all required services. Please Note: Per C.4, "If an offeror is proposing both service groups the offeror shall submit one proposal under O&M, including the FSS as optional services."
