4 The RFP requires that relevant project experience be within three (3) years prior to the Solicitation Closing date. This window of time is very narrow and punitive to small businesses who could meet the requirement if the period was extended to five (5) years, which is standard in government RFPs. Given that this RFP encompasses such broad categories, such a limitation is too stringent for small businesses who should have a bit more flexibility in meeting the requirements. Will the government revise this requirement to five (5) years in order to allow for more participation of small businesses?
The requirment has been extended to five (5) years. This change has been made in the
RFP and posted with Amendment 02.
118 M.4.3.2.1 2 States “Each project must have been completed within the past Three (3) years prior to the solicitation closing date; or, be ongoing with at least One
(1) year of performance completed prior to the solicitation closing date.”
Our company feels it has projects occurring outside the three (3) year window more relevant than other projects occurring within the three (3) year window. Allowing additional time for experience inclusion would provide a more level opportunity for all offeror's.
In addition, allowing additional projects would enable offeror's to submit relevant projects occurring within Zone 1 for extra credit (M.4.4.2) and projects outside Zone 1 (which are also extremely relevant).
Request the government allow submission of relevant experience projects which have occurred within the past ten years to “Level the Playing Field.”
a. Will the Government permit offeror's to submit Relevant Experience projects within the past ten (10) years?
The requirment has been extended to five (5) years. This change has been made in the
RFP and posted with Amendment 02.

118 M.4.3.2.4 1 It is our interpretation given the additional points for certifications and where the requirement is for past performance for three years only, that firms with potentially less experience have a stronger opportunity to win awards. Many awards, especially in this region have consistently been awarded to 8(a) firms whose performance is less than spectacular due to lack of experience and financial resources, while companies with longevity and proven sustainable performance receive less consideration. We suggestion granting some type of consideration to those small business companies that have been in business over ten, even twenty years or more to level the playing field.
In order to provide a fair and reasonable opportunity for Small Business firms with a 30 year track record of providing excellent service in both
Operations and Maintenance and Facilities Support Services to the
Federal government, we respectfully request the government revise the
Experience to the following:
“Each project must have been completed within the past Twenty (20) years prior to the solicitation closing date; or, be ongoing with at least One
(1) year of performance completed prior to the solicitation closing date.”
Additional evaluation points for certifications where the requirement for past perforamnce is three years is not an criteria for additional evalution credit. Please see section M.4 and
M.5 for additional evaluation criteria. The requirment has been extended to five (5) years. This change has been made in the
RFP and posted with Amendment 02.
