These instructions appear to be in conflict with each other.
If a Offeror is submitting a proposal to include both service groups, should the Offeror complete both service group tabs of a single Self-Scoring Worksheet or a separate Self
Scoring Worksheet for each service group tab?

The Survey asks if a contractor has backup staff for sickness and vacations? This question seems unnecessary and punitive to small businesses. Many if not most contracts do not require backup staff in the event of illness/vacations. Most small businesses do not have the resources to maintain extra backup staff. Rather, the work requirements are met by allowing for overtime from other workers, if necessary. Will the government please remove or rephrase the question to something like: “Did the
Contractor accomplish the work requirements even when staff were sick or on vacation?” Question 15 on Attachment J.8, will remain the same based on customer requirements.

Overhead rate
The Contractor is required to provide a single percentage rate for overhead for all positions. However, in practice, there is a huge variation in overhead rates for different positions, particularly as regards workers’ comp insurance. a single employer may have a rate of less than a percent for one group of positions (e.g., clerical) and a rate over 10% for others positions (e.g., janitorial). a single rate for all positions forces the contractor to use the same high rates for all positions. Respectfully suggest that it is in the Government’s interest to allow variable overhead rates. Alternatively, the definition of “Health & Welfare” could be broadened to include insurance.
The contractor must submit a single overhead rate to be applied to all labor categories. This will assist the
BMO Contracting Officer in making a determination of fair and reasonable pricing at the MA-IDIQ level.
However, it should be noted that this rate (along with all other cost element rates) are intended to be ceiling rates which an offeror is able to decrease at the task order level to compete for task order awards.
Individual labor mix and geographic issues may be considered and accounted for at that time.

In addition to the considerations raised in the question above, the workers comp rates will vary with location and
Washington DC tends to have very high workers comp rates while other areas in Region 1 have low rates.
Respectfully suggest that it is in the Government’s interest to allow for different overhead rates by location as well as by position.
The contractor must submit a single overhead rate to be applied to all labor categories. This will assist the
BMO Contracting Officer in making a determination of fair and reasonable pricing at the MA-IDIQ level.

If a Service Contract Labor Standards rate is not available for a particular level (I, II, III, or IV) of the included labor categories, the highest level (greatest experience/training/requirements) of the applicable
Service Contract Labor Standards rate available may be used. Therefore, a Carpenter III would use the
Carpenter Service Contract Labor Standards rate as its base of comparison. For each labor category, multiple levels (either three or four, depending on the labor category type) may be submitted. However, no one labor category is required.

An "Other Costs" column has been added to account for costs the offeror does not assign to other cost elements. Offerors should include all costs in the other costs, overhead, G&A and profit cost elements in accordance with Generally Accepted Accounting
Principles (GAAP). GSA will not be evaluating the individual elements, instead focusing on the fully loaded rates. However, these percentages are ceiling rates not to be exceeded when developing pricing at the task order level.

If a contractor is performing work under this contract vehicle from different divisions, where the contractor has different burden rates; based on the geographic location of the task, this statement does not permit the contractor to offer favorable economic adjustments in price because the rates are fixed as bid for all task orders.
The fixed rates are the overhead, G&A and profit which are the ceiling rates that will not change based on location of task order. The variable rates will be direct labor and health and welfare rates which can change based on prevailing wage rates to ensure the contractor is offering favorable economic price adjustments for all task orders. Likewise with any other critical major system. Will the GSA provide some consideration to support the financial obligation in such a catastrophic circumstance?
The requirement is to provide materials and parts to
"maintain and repair". A major system replacement would not be considered routine maintenance and repair, it would be considered Other Direct Cost which will be negotiated at the task order level.

NAICS code with lower size standard and contractor is other than small for that NAICS, the contractor would be precluded from submitting an offer if the
OCO stated the order was a small business set-aside.
For requirements using more than one service offering, an OCO would use the NAICS and corresponding size standard which accounts for the anticipated greatest percentage of task order price.
