JCK CMc Tenant Office Build-out and General Building Modifications Pre-proposal Conference July 31, 2017 at 1:05 pm CST
230 S. Dearborn Street, Floor 18 Chicago, IL 60604
1. Introductions of GSA Team/Welcome/General remarks
2. GSA Recap of agenda, request to write questions down during the walk through so group can also hear it
3. Review of Technical and Price submittal requirements -Past Experience, Management Approach, Key Personnel, Past Performance and what we are looking for -Price proposal 1442 and price worksheet supplement, 527, reps and certs, bonds, etc.
4. RFP due at 3 pm CST -need 1 original and 5 copies the Contracting Officer will accept email but ORIGINAL must be in paper copy. Please send one copy via email to the Contracting Officer, Kathern Williams at kathern.williams@gsa.gov.
-Account for internal JCK building mail processes, MUST be in at 3 pm to floor 33
4.1 -QUESTION: Does the email count if it is in before 3 pm?
-Yes, as long as it is in before 3 pm
5. QUESTION: Does the pricing only want design phase services priced out?
-No, want design phase services and the GMP for construction phase services. We want the lump sum price of all agency work. GMP will be awarded at a later day, but we are evaluating GMP price now.
- Provide two prices. One for design phase services - the other indicating the total gMP
6. QUESTION: What are the general contractor eligibility requirements for the project?
-This is a small business set aside, so you must show that you are a small business. It is a self certification process, but if you have questions you can contact the SBA to inquire about your status. It is a dollar amount and a number of employees that usually make a “small business”
7.1 -QUESTION: What is the dollar amount?
-GSA believes around $30 million over a period of time don’t we need to confirm this dollar value?
mailto:kathern.williams@gsa.gov
7. QUESTION: As the SOW is reading, it seems like the work is “global” for each floor, is that true or is it different on each floor? Example, like what is above the ceiling and what needs to be done?
-It is different for each floor, but we are currently still in design so we are going to work with the CMc to get that information of what is on each floor that needs to be done
8. QUESTION: Is this project going to include energy efficiency? Such as LEED? What is the requirement?
-Yes, there are five (5) agencies (HR, Credit Union, Tax Court, EEOC, Dept. of Ed).
EEOC and Dept. of Ed have LEED requirements and will have separate certifications.
The other 3 agencies do not have LEED requirements.
9. QUESTION: Are there any building standards/building requirement mandates that will have to be considered for systems work?
-Any contractor/sub working on the system need to be certified to work on those systems but there is no required contractor to use. The technicians coming into work on that system must be certified to work on that system.
-There are Building Design Standards (BDS) and systems do require certified technicians.
10. New security clearance process, 2 main changes
1) Once construction contract is awarded, firm will go through a training session to know exactly what has changed in the process
2) If someone is found unfavorable, there is no adjudication, no appeal process
11. As most have contracted with the government before we hope you have a better understand of the process -contract number, zonal clearance contact, need long term clearances, process should run more smoothly, but GSA is not involved once we give you contract number and you work with person who covers the ZONE, after the required training.
-Escort process: if a subcontractor needs to be escorted, they are only allowed up to 15 calendar days per calendar year, and so would need to go through short-term clearance process, and cannot be escorted and in the process of the short-term/long-term clearance
12. QUESTION: Is the security clearance training required from someone from the CMc to manage the contract?
-Yes, the training is required
13. QUESTION: Is there anyone that might be excluded from the firm who could be on their team if they are already on the design team?
There is no exclusion of parties on this contract
14. Review of Wage Rate Requirements, OSHA, staffing requirements, etc.
15. SOW review -EEOC, Dept. of Education, GSA HR, Credit Union, Tax Court
15.1 -Dept. of Education, is the largest tenant in the contract, have a lot of movable partitions that need to come down and go back up
15.2 Pre-alteration assessment happening now, to review if any asbestos or lead based paint is in use
15.3 GOAL for LEED Gold for this project aiming to reuse ceiling and light fixtures, except as indicated on the construction documents.
15.4 EEOC will be moving to the 18th floor. The 18th floor will be a single tenant floor.
The documents indicate reusing ceilings, lights and ventilation grills. A pre-alteration assessment survey has been completed. Information will be provided.
15.5 Relocation of GSA HR office - the existing HR office has already been moved to another floor and will not need to be moved off the 37th floor as part of this project.
There will be some interface work needed when moving HR back to the 37th floor.
15.6 Tax Court ceiling replacement, ceiling only project, replace ceiling tiles and fire protection work to accommodate new ceiling, VAV work, asbestos abatement
15.7 Reconfiguration of Credit Union, is original space from when the building was first built. The work includes demounting walls and re-installing them . HVAC work and electrical work
15. 8 All projects will have a pre-alteration assessment to test for asbestos and lead based paint and containment
16. QUESTION: What floors are tax court?
-39th Floor
17. QUESTION: Existing partitions, will there be an assessment to determine they are in acceptable condition?
-The contractor will perform an assessment prior to construction.
18. QUESTION: Are there any spare parts?
-The GSA will provide demountable partitions and associated doors, frames and hardware that is available from its inventory. The balance of demountable partitions, associated doors and hardware that are not able to be provided from the GSA’s inventory will have to be provided by the Contractor.
19. QUESTION: Will there be an addendum of the asbestos status before proposals are due?
-Yes
20. QUESTION: If the existing furniture glass partitions come down and go back up in the same condition they are in, is that acceptable?
-Yes
21. QUESTION: Can subcontractors come in for a walk through?
-Yes, another walk through will be conducted
22. QUESTION: Mentioned LEED Gold for Dept of Ed, is that also for EEOC?
-Yes, it is a requirement for both
23. QUESTION: Space we are in currently (18th floor of the JCK) will be EEOC, who is moving to this floor, do you want the lights replaced here to meet LEED Gold?
-No, the drawings will show what lights need to be replaced
24. QUESTION: You show materials and carpets to be used, is there an allowance?
-Contractors must match Existing Carpet As Required, C2\C3: Mohawk Group\Starting Over GT316\978 Burst (Color/Style to be selected from full range by Architect)\Brand: Lee
25. QUESTION: Note on floor finish plan for leveling the floors, is that “leveling floors” or “patching floors to accept the goods”?
-It is Patching floors to accept the goods and making sure it looks good at the end, this will be clarified in an amendment.
26. The RFP is made up of the scope of work, drawings, and any amendments that we put out, need to review all of those things.
-If there is anything unclear please submit an RFI or question to Kathern and Lexy and we will respond.
27. Any questions we receive today will be posted on FBO. If we believe something will affect pricing it will be posted as an amendment. If anything significant comes out it will become an amendment to the solicitation.
28. QUESTION: Can we talk about phasing of the project?
-It’s a one phased project, but since we have a lot of agencies on vacant spaces there are a lot of moving parts. It’s up to the contractor to determine the best
“phasing” of the project. There is a small phasing schedule of Tax Courts in the Scope of Work, and GSA HR is already moved. Some floors are occupied by other agencies, so need to take that into consideration.
- Consideration WILL be given to phasing the start of EEOC with work to begin sometime May 2018. The completion date for EEOC will remain as indicated
29. QUESTION: Is fire alarm protection allowed during working hours for this project?
-No, not during business hours, ALL life safety systems must be done after hours, cannot take the building offline during business hours.
30. QUESTION: Elevator use during the day?
-They are very active during the day, the elevators are available, they cannot be isolated for specific project use, but we can look at building projects and coordinate time. There are freight elevators.
31. QUESTION: Can you clarify the design services vs EXPs work?
-The Design services for the CMc is to review the designs and do back-up cost estimating to verify on budget. EXP has milestone dates to produce design documents for CMc to review and insure that the drawings will allow for staying on budget during construction phase
32. QUESTION: Is the CMc doing all the reporting for LEED Gold?
The CMc will make all submittals for this requirement to USGBC.
33. GSA Pricing Requirements:
-Is made up of the 5 agencies under option 1.
-There is a 2nd option and 3rd option and a few alternates. Review the scope of work and pricing worksheet to clarify the pricing requirements.
34. GSA: Does anyone have any questions of what is GMP and what should be included in an option?
-No
35. QUESTION: Bringing CMc on during design but also asking for a GMP, so is it an option?
-The GMP is an option, but as we go through design we will confirm that number.
As we go through design, it requires both parties to come to an agreement to exercise the option. We work the project within the agreed upon budget. It includes, trade costs and general conditions, and contingency pool for CMc, as well as fee are all included in the GMP.
36. QUESTION: What is the contingency percentage?
-3% (Three percent)
37. If there are any questions please email them to Kathern or Lexy so that we can get answers out to you as soon as possible.
38. WALKING THROUGH occupied spaces, so please be respectful of hours
39. Question: Are photos allowed during walk through?
-Not in occupied spaces.
40. Walk through from 1:55 pm CST
41. Please advise if the SF 1442 must be completed by 2 firms partnering to be the CM on the project. Small business majority partner and other CM entity.
42. Will a bid bond be required at this stage of the project submittal.
-A bid bond is required to cover your proposal for pre-construction services. One pre-construction services are awarded, a performance and payment bond will be required. A bond for construction services will not be required until the GMP is awarded later during the project. But construction services proposal will be evaluated and accepted at this time.
43. Will furniture relocation be done by GSA staff.
-Removal of furniture will be done by “others”
44. We will have 3 small business partners on this project. One of the partners is a majority partner. Will each of the 3 firms be required to provide certifications, financials, past performance PPQ and projects?
- We would like to see how the firms work together. Ideally the proposed JV would have worked on previous projects and will submit past experience and past performance as the JV. If not, it is best that all firms submit something to show their past experience and their past performance. Only the lead firm needs to provide certifications and financials.
45. Is the 30 page limit single sided or double sided?
- Double sided
46. Do you want hard copies and submit it electronically as well. Is this a digital submittal only?
-One original hard copy is required for both the technical and price proposal.
