Addendum 2, Clarifications, RFP GS05P15SCD0013
Clarification: C.1.1 Scope of Work does not have substantive language following “P” on page 26. Also, please note all four pages of Amendment 001, even though the Amendment 001 SF30 indicates page “1 | 1” in the top right hand corner.
Question: Section B pricing does not allow for Eddy Current testing as a line item, but is due in 2015. Am I to assume the incumbent contractor has conducted the Eddy Current testing in 2015.
The last testing was done in 2012, per your Building Information Sheet, page 196 of the solicitation.
Clarification: The Eddy testing on the chillers will be performed in 2015 under the existing contract. The next testing will be due in 2018. The solicitation provides a line item for pricing of this testing in section B
1.0 (c) option lot 2 item 7.
Question: Please clarify the number of parking spaces currently being supplied and used by the incumbent contractors' employees.
Clarification: Description of available contractor parking is provided in Amendment 002.
Question: Is the onsite manlift GSA property, or is it owned by the incumbent contractor?
Clarification: The GSA equipment that is onsite is listed in section J exhibit 16 and as Amended in Amendment 002 under the equipment inventory list. GSA currently owns an onsite manlift as indicated in the revised equipment list included by Amendment 002. This manlift is not government furnished property and preventative maintenance will not be conducted by the GSA. Additionally, preventative maintenance services are not performed by the Operations and Maintenance contractor under this RFP.
Question: C.1.1 Scope of Work calls for the contractor to provide “…operation, scheduled and unscheduled maintenance, and repair of equipment and systems..” How does this apply to item k.
of this paragraph?
Clarification: As described in Amendment 002 The C.1.1 Scope of Work for item K will include the need to minimize blockages that occur around drains to prevent runoff on an as needed basis. The preventative maintenance guide should be referenced for scheduled maintenance.
Question: C.5.1 is the transition to the N-CMMS scheduled for contract start-up?
Clarification: Yes, N-CMMS is anticipated to be in place for this building before the contract start date of the contract.
Question: C.8.4 Service Request and Administrative Support, Does GSA anticipate the need for an Administrative Clerk to provide this function?
Clarification: Per Amendment 002, C.8.4 has been removed and marked as Reserved. This requirement has been removed. GSA does not anticipate the need for a full time Administrative clerk under this RFP;
however ultimate staffing decisions are in the discretion of the contractor.
Question: C.8.4, GSA currently fulfills this requirement with their Receptionist. Will this process change under the new contract?
Clarification: Per Amendment 002, C.8.4 has been removed and marked as Reserved. This requirement has been removed.
Question: C.8.5.1.1, N-CMMS, what is required of the audit mentioned at the end of the section?
Clarification: Amendment 002 describes what is required of the audit mentioned under C.8.5.1.1. The audit shall include verification that the N-CMMS Initial Start-Up Activities described under C.8.5.1.1 are operational no later than 60 days after the transition period.
Question: C.8.5.1.1, N-CMMS, Will the Contractor be reimbursed for the additional time required for the transition and start up activities related to this item?
No, pricing for C.8.5.1.1 should be included in the basic monthly price.
Question: How often is the C.13 Equipment Condition Assessment anticipated?
Clarification: Amendment 002 amends C.13 and should be referred to. When requested, the Contractor shall complete and submit to the CO or their designee an itemized equipment condition assessment with their recommendation for equipment or system upgrades or replacements (that has reached end of their life cycle) , including a text description of each recommended upgrade or replacement and their life cycle cost analysis that shall include estimated project cost. This request will be made no more than on a monthly basis, but may be requested less frequently at the CO or their designee’s discretion.
Question: Under C.17 & C.18, Why is this being priced as “Additional Services” when it is more management by nature of the work? Would GSA consider a “Management Services” line item for this type of work? Otherwise, the contractor could use any of the staff to fulfill the requirement.
Clarification: A “Management Services” line item is not being included separately from the “Additional Services” line item. Services performed under C.17 and C.18 will be inclusive of the definition of “Additional Services” as is described in the RFP.
Question: C.20 is unclear as to O&M contractors’ responsibility for updating changes to electrical circuits made by others. The paragraph states: “When another Contractor (not the O&M Contractor) adds or modifies electric circuits the O&M Contractor shall inform the CO or their designee the compliance of annotating the changes to the panel and the update to the single line diagrams using the original electronic file format.”
Many times the O&M contractor is not informed of work by other contractors in the building, especially if they are working directly for other agencies. Is the O&M responsible for their compliance? Also, is the O&M responsible to update the drawings and panel labels due to the non-compliance of another contractor? Please clarify.
Clarification: The O&M Contractor’s responsibility is limited to informing the CO or their designee with appropriate guidance in regards to the other Contractor’s compliance for annotating the changes to the panel and for updating the single line diagrams using the original electronic file format. The O&M Contractor is not responsible for the other Contractor’s actual compliance. The O&M Contractor is not responsible for updating the drawings and panel labels due to the non-compliance of another contractor.
Question: Under C.22.1, Control Systems, the section requires the Contractor to “…be responsible for keeping building system software functioning and for upgrading/re-installing software on computers or building system controllers as necessary to keep current with manufacturer release levels and GSA IT support policies and procedures.” This seems to conflict with C.1.3, Excluded from Scope, item h. “Upgrade of software or software licenses (to include building automation systems (BAS) and CMMS).” Please clarify.
Clarification: Please refer to Amendment 002 for amended items that are excluded under C.1.3 (h).
Question: Under C.23.2 Emergency Service Request, at the end of the paragraph, the statement is made that “Any impairments that disable the fire alarm system leaving any portion of the building unprotected, requires the Contractor to post a qualified fire watch for the duration of the outage at no additional expense to the Government.” Why would this be at no expense to the government if the impairment is beyond Contractor control and/or not due to the Contractors negligence? This seems to be an unfair burden upon the Contractor.
Clarification: Please refer to Amendment 002 regarding C.23.2. The Contractor will be compensated for fire watch durations caused exclusively by construction projects outside the Contractor’s control. The Contractor will be compensated for the actual time required to be spent, at the Additional Services hourly rate specified in Section B of this contract.
Question: Under C.35.6, On-going Commissioning/Re-Tuning, the initial frequency of the Re- Tuning is semi-annually. According to the web site given in the solicitation, performing this program once would take years, not months to perform. We request GSA to reconsider the time frame required to perform this service.
Clarification: Per Amendment 002 of the RFP, C.35.6 is removed from the RFP. This requirement will not apply to this RFP.
Question: C.40.4, Miscellaneous Work, Please define “discretionary work”. Also, is there a dollar limit on “consumable materials as necessary to perform the work.”?
Clarification: Please refer to Amendment 002 for a description of Discretionary work included within C.40.4 and the applicable dollar limit for consumable materials.
Question: C.41.14 Confined Spaces, are confined spaces all identified and properly labeled?
Clarification: Any confined spaces identified that are not properly labeled may be included on the deficiency list. Additional confined spaces that are discovered to not be properly labeled, and not on the deficiency list, will be the responsibility of the awardee as described in the RFP.
Question: C.42, Fire Protections and Life Safety Equipment and Systems. Will a Test Plan be required?
Clarification: There will not be a test plan with separate requirements from what is currently described in the RFP. Reference should be made specifically to C.9.2 (f) of the RFP for addressing fire protection and life safety systems within the building operating plan.
