Addendum 1, Clarifications, RFP GS05P15SCD0013
What are the current employees’ tenures at the building? This is needed for vacation time costing.
The RFP does not require an existing employee of the incumbent to be employed by the awardee of this solicitation.
Therefore, specific personnel qualifications of the incumbent’s employees are not relevant to vacation time costing. The required qualifications of personnel are described under H.15 Personnel Qualifications and are referenced by other relevant portions of the RFP.
Will GSA consider a contractor submitting a proposal as a SDVOSB but using a teaming agreement with a major subcontractor to accomplish a majority of the contract to be eligible for award?
A contractor submitting a proposal as a SDVOSB using a teaming agreement will be subject to the requirements under
FAR 52.219-27 per Amendment 001, including the other applicable regulatory requirements referenced within FAR
52.219-27. Under FAR 52.219-27 (d)(1), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns.
Would a Joint Venture be eligible for award with one party performing the contract and the other a SDVOSB?
FAR 52.219-27 is incorporated into this RFP under Amendment 001 and should be referred to for determination of eligibility requirements of a Joint Venture. At the time that a SDVOSB submits its offer, it must represent to the
Contracting Officer that it is a SDVOSB and a small business concern under the North American Industry Classification
System (NAICS) 238220 with the small business size of $15 million. FAR 52.219-27 (e) discusses requirements regarding whether a joint venture may be considered a service disabled veteran owned small business concern.
Will all eligible SDVOSB’s have to provide certification through Center for Verification and Evaluation (CVE) to confirm their status as a true Service Disabled Veteran Owned Small Business as required by the Department for
Veteran Affairs (VA)?
No, CVE is not applicable to this GSA issued solicitation. There is no requirement that the awardee be listed in the
VetBiz database.
On Page 7, under “Offerors shall submit with their offer the following documents” it states “FAR 52.209-7
Information Regarding Responsibility Matters (Included in GSA Form 3501 and 3502 Solicitation Provisions). We are not able to find Form 3501 nor 3502 on the GSA Website. Please confirm that you wish us to fill in the information on FAR 52.209-7 found on Pages 252/253 in Section L.
GSA Forms 3501 and 3502 are not separate forms required to be completed by the offeror and are not required to be submitted. Amendment 001 removes reference to these forms on page 7. The certifications required under FAR 52.209-7 should still be made by the offeror as described under Section L.
On Page 7, under BOND REQUIREMENTS, it states “BID GUARANTEE AND BOND ARE NOT REQUIRED; however, on Page 250 in Section L it states”…A bid guarantee is required in an amount representing 20 percent of the bid for the aggregate amount of the initial base period…A performance bond is required within 15 calendar days after award equal to 20 percent of the contract …… Please confirm whether or not a bond is required for this solicitation.
Amendment 001 removes any requirements for bid guarantee’s or performance bonding that may be in the solicitation, including the reference made under Section L. Bid guarantees and performance bonding is not required.
