5 days is not a sufficient amount of time to train an incoming contractor and to provide them with the information that they need to be successful during phase-out. Further, with respect to phase-out a reasonable amount of time to effectively transition facilities of this size should be approx. 30 days. To ensure the quality of transition and prevent disruption to GSA’s tenants. Answer 67: See Sections C.4 – C.6.

Question 10: Our follow up question: We reviewed sections C.4-C.6 prior to submitting the original questions. The Government’s response does not answer the question regarding a 5 day startup period.
Example:
C.5.1 Transition Phase Startup – “Within the first week of the startup phase the Contractor must submit a schedule and staffing plan for the startup phase. This plan must describe, by week, work to be accomplished. At the end of each week during the startup phase the Contractor must submit a letter report describing work accomplished.”
Why does the Government want this schedule? Of what relevance will it be?
As currently written, the startup phase is 5 days – which represents the first week of startup (or 14 days after award for certain submissions).
Nonetheless, based on the RFP language, the startup phase is complete after 5 days – What is the relevance of a startup plan for additional weeks of startup work when all of the activity that it would address must be completed within 5 days as required by the solicitation?
Answer 10: The solicitation will remain unchanged.
