Questions & Answers 002
GS05P11SLD0111
Question 1: Can a brief tour of the mechanical equipment in the building be arranged?
Answer 1: Amendment 001 issued October 20, 2011 scheduled a pre-proposal meeting for Thursday, November 3, 2011 at 10:00 a.m. EST. An additional walk-through will be held on Tuesday, November 15, 2011 at 10:00 a.m. EST. Any interested parties should meet at the Potter Stewart U.S. Courthouse, 100 E. Fifth Street, Cincinnati, Ohio in the GSA Office Room 208. No additional questions will be accepted at this time.
Question 2: The RFP indicates that there has been a significant scope change from the existing contract to the terms of the solicitation. Current contract cost and staffing are assumed to be based on the previous Statement of Work (SOW) for the two buildings. Can the government please provide the original SOW so that offerors can perform a detailed evaluation of the magnitude of the scope change, which would result in a more accurate Technical and Cost proposal being submitted to the GSA?
Answer 2: Please see attached RFQ 529705.
GSAR 552.219-71 NOTICE TO OFFERORS OF SUBCONTRACTING PLAN REQUIREMENTS (JUNE 2005) The General Services Administration (GSA) is committed to assuring that maximum practicable opportunity is provided to small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns to participate in the performance of this contract consistent with its efficient performance. GSA expects any subcontracting plan submitted pursuant to FAR 52.219-9, Small Business Subcontracting Plan, to reflect this commitment. Consequently, an offeror, other than a small business concern, before being awarded a contract exceeding $500,000 ($1,000,000 for construction), must demonstrate that its subcontracting plan represents a creative and innovative program for involving small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns as subcontractors in the performance of this contract.

GSAR 552.219-72 PREPARATION, SUBMISSION, AND NEGOTIATION OF SUBCONTRACTING
PLANS (JUNE 2005)
(a) An offeror, other than a small business concern, submitting an offer that exceeds $500,000 ($1,000,000 for construction) shall submit a subcontracting plan with its initial offer. The subcontracting plan will be negotiated concurrently with price and any required technical and management proposals, unless the offeror submits a previously-approved commercial plan.
(b) Maximum practicable utilization of small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns as subcontractors is a mat-ter of national interest with both social and economic benefits. The General Services Administration (GSA) expects that an offeror’s subcontracting plan will reflect a commitment to assuring that small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns are provided the maximum practicable opportunity, consistent with efficient contract performance, to participate as subcontractors in the performance of the resulting contract. An offeror submitting a commercial plan can reflect this commitment through subcontracting opportunities it provides that relate to the offeror’s production generally; i.e., for both its commercial and Government business.
(c) GSA believes that this potential contract provides significant opportunities for the use of small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns as subcontractors. Consequently, in addressing the eleven elements de-scribed at FAR 52.219-9(d) of the clause in this contract entitled Small Business Subcontracting Plan, the offeror shall:
(1) Demonstrate that its subcontracting plan represents a creative and innovative program for involv-ing small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns in performing the contract.
(2) Include a description of the offeror’s subcontracting strategies used in any previous contracts, significant achievements, and how this plan will build upon those earlier achievements.
(3) Demonstrate through its plan that it understands the small business subcontracting program’s objectives and GSA’s expectations, and it is committed to taking those actions necessary to meet these goals or objectives.
(d) In determining the acceptability of any subcontracting plan, the Contracting Officer will take each of the following actions:
(1) Review the plan to verify that the offeror demonstrates an understanding of the small business subcontracting program’s objectives and GSA’s expectations with respect to the program and has in-cluded all the information, goals, and assurances required by FAR 52.219-9.
(2) Consider previous goals and achievements of contractors in the same industry.
(3) Consider information and potential sources obtained from agencies administering national and local preference programs and other advocacy groups in evaluating whether the goals stated in the plan adequately reflect the anticipated potential for subcontracting to small, HUBZone small, small disadvan-taged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns.
(4) Review the offeror’s description of its strategies, historical performance and significant achieve-ments in placing subcontracts for the same or similar products or services with small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns. The offeror’s description can apply to commercial as well as previous Government contracts.
(e) Failure to submit an acceptable subcontracting plan and/or correct deficiencies in a plan within the time specified by the Contracting Officer shall make the offeror ineligible for award.
LICENSE REQUIREMENTS
Offerors should note the requirements of paragraph entitled License Requirement that evidence of having or having made application for all appropriate permits and licenses for the state specified must be submit-ted with their offer.
CURRENT CONTRACTOR AND CURRENT CONTRACT PRICE
The current contractor is Meridian Management Corporation, located in Ponte Vedra Beach, Florida. The current monthly price is $55,207.33. Although this solicitation is for services basically the same as the current contract Scope of Work, it should be reviewed carefully before submitting a bid.

USE OF FEDERAL EXPRESS AND OTHER EXPRESS PACKAGE CARRIERS
Because of increased security standards and building renovations, “next-day” express package carriers may experience delays in making deliveries within the Chicago Loop Federal Center. Offerors should take this fact into consideration when determining when to submit their offers.
SOLICITATION COPIES
Note that Block 9 on the first page of the solicitation specifies the number of copies of the offer that must be returned by offerors.
Do not include any allowance for any contingency to cover increased cost for which adjustments are pro-vided for under the Fair Labor Standards Act and Service Contract Act - Price Adjustment (Multi-year Contract) contained in the CONTRACT CLAUSES section of this contract.
Reimbursement for emergency call-back, overtime, and additional services will only be computed for the man hours performed at the work site.
PRICING OF OPTIONS
Offerors shall price the initial 4 month period and the option requirements for the 2 additional 1 month pe-riods by assuming that the minimum hourly wages and fringe benefits established by the Administrator, Wage and Hour Division, U.S. Department of Labor for the initial 4 month period of performance will apply to the two - 1 month option periods. The minimum wage rates and fringe benefits applicable to the initial 1 year period of performance are outlined on the wage rate sheet.
PROMPT PAYMENT DISCOUNT
Block 13 on the first page of the solicitation and possibly the solicitation pricing page(s), is to be used to offer prompt payment discounts. Payment terms are set forth in the Prompt Payment clause in this solici-tation. Offerors are cautioned against inserting any statement that indicates that payment is due sooner that the time stipulated in the Prompt Payment clause. EXAMPLE: Inserting "Net 20" may cause the offer to be rejected as unacceptable, because the entry would be contrary to the 30-day payment terms speci-fied in the Prompt Payment clause.
OPTION TO EXTEND SERVICES
Offerors should note that Section I of this solicitation includes FAR 52.217-8, Option to Extend Services, which allows the Government the unilateral option to extend the term of any resultant contract up to six months, exclusive of any other option provisions which may be included as part of any resultant contract.
EVALUATING CONTRACTOR PERFORMANCE
Evaluating Contractor Performance
The General Services Administration, Public Buildings Service, will begin using the Contractor Perfor-mance Assessment Reporting System (CPARS) modules as the secure, confidential, information man-agement tool to facilitate the performance evaluation process. CPARS enables a comprehensive evalua-tion by capturing comments from both GSA and the contractor. CPARS is the overall system name; how-ever, it is important to note the different modules within.
CPARS module: This module is used to create past performance evaluations on services procure-ments.
ACASS module: This is the Architect Engineer Contract Administration Support System. This is used to create past performance evaluations on A/E procurements.
CCASS module: This is the Construction Contractor Appraisal Support System.
This is used to create past performance evaluations on construction procurements.
The term “CPARS” will be used throughout this document to denote the overall evaluation system (the evaluation modules of CPARS, ACASS and CCASS).
Each award requiring an evaluation must be registered in CPARS. The contractor will receive several au-tomated emails. Within thirty days of award, the contractor will receive an e-mail that contains user ac-count information, as well as the applicable contract number(s) and evaluation module assigned. The contractor will have one user account set up that will allow access to all three modules.
Contractors are encouraged to visit http://www.cpars.csd.disa.mil/allapps/cpartrng/webtrain/webtrain_all.htm to sign up for the free on-line Contractor Overview training when these sessions are offered. This is a 2 hour training session spe-cifically targeted to contractor users who will provide Past Performance Evaluation comments on PBS evaluations.
Once the evaluation is readied and released, the contractor will receive a second email alerting them the evaluation is ready for their review and comment. The contractor will have thirty (30) days to respond to the evaluation. GSA shall provide for review at a level above the contracting officer (i.e., contracting direc-tor) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ulti-mate conclusion on the performance evaluation.
NOTE: Unless the contractor provides a different POC to the contracting officer after award, the contract-ing officer will use the Past Performance Point of Contact (POC) listed on the contractors Central Contrac-tor Registration (CCR) profile as the default Past Performance POC. This is the person that will re-ceive the above CPARS email alerts. In accordance with FAR Clause 52.204-7 at 52.204-7 the contrac-tor is responsible for the accuracy and completeness of the data within the CCR database.
Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file, and may be used by Federal Agencies to support future award decisions
QUALITY CONTROL PLAN (QCP)
The contracting Officer (CO) must accept a completed Quality Control Plan (QCP) prior to award of a con-tract. The QCP will be specific to the contract specification and location(s) in accordance with the provi-sions and requirements of the solicitation.
NOTICE TO PROCEED (NTP)
Notice to Proceed (NTP) will NOT be issued until the COR has officially notified the CO that approved clearances for proposed employees have been received and approved by the Department of Homeland security, Bureau of Immigration and Customs Enforcement, Federal Protective Service (DHS, BICE, FPS).
SHALL vs MUST Throughout this solicitation, the terms “shall” and “must “ are used. “Shall” and “must” denote the impera-tive. They indicate an obligation to act. In this solicitation, and any resulting contract, “shall” and “must” have the same meaning.
CENTRAL CONTRACTOR REGISTRATION (CCR)
In accordance with FAR Parts 1, 2, 4, 13, 32, and 52 and effective October 1, 2003 contractors must be registered in the Central Contractor Registration (CCR) database prior to award of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement. No award will be made to any contractor not registered in CCR. This is one of the steps the Federal Government is taking to stream-line the acquisition process. In an effort to broaden use and reliance upon e-business applications, the CCR was established to eliminate the need to maintain paper-based sources of contractor information.
The Central Contractor Registration (CCR) System is a centrally located, searchable database, accessible via the Internet to develop, maintain, and provide sources for future procurements. The CCR data is the most up to date and complete data available. As a single validated source of data on contractors doing business with the Government, the CCR database enables prospective contractors to update their infor-mation in one place via a website (http://www.ccr.gov). The information is then available via the Internet.
Following agency procedures, Contracting Officers will now be able to access contractor data and industry information less expensively, and more efficiently identify sources for contracting opportunities. The CCR will not create a total electronic commerce environment, but will help provide a basic framework or founda-tion that will allow migration to a total electronic commerce environment. Registration with CCR is valua-ble to you as a prospective contractor since it will be used for market research by thousands of govern-ment buyers and program personnel searching for potential providers of specific goods and services. You will be required to complete a one-time business registration, with annual updates. As a part of the reg-istration process you will need to provide your DUNS identification number. If you do not have a DUNS number you may contact Dun and Bradstreet, Inc. at (800) 333-0505. You may register in the CCR via the World Wide Web at http://www.ccr.gov. There is a CCR handbook available at this site to assist you with your registration. Additionally, if further assistance is needed during the registration process, you may contact the CCR Assistance Center toll free at 888-227-2423.
PRE-BID/PRE-PROPOSAL CONFERENCE
A pre-bid/pre-proposal conference will be scheduled by an amendment to the solicitation.

All the contractor’s labor hour prices must include expenses for overhead, General and Administrative (G&A) and profit. Thus no separate allowance for travel time, parking, overhead, G&A or profit will be applied when hourly services are ordered.
The number of hours of emergency call-back, overtime, additional services, and service calls is for evaluation purposes only and is based on an estimate of the Government’s anticipated need for such ser-vice.
Offerors are cautioned not to confuse overtime services with additional services. Additional services are defined as any work requested by the Government that is within the scope of this contract but in addition to the contract requirements. Overtime services are defined as work within the scope of the contract originally intended to be performed during normal working hours, where the Government requests the work be performed outside of normal working hours to expedite the return of a piece of equipment to op-erating condition or to minimize disruption to tenants.
The GSA Form 300 will describe the service (for orders of $2,500.00 or more) to be provided and will es-tablish, excluding emergencies as determined by the Contracting Officer (CO) or the Contracting Officer’s Representative (COR), the maximum number of hours for which the contractor will be compensated. Or-ders of $2,500.00 or less may be processed using either direct pay procedures or the Governmentwide commercial purchase card, which is the preferred method to purchase and to pay for micropurchases.
Individual orders for additional services involving more than forty (40) hours will only be issued with the assent of the contractor.
Note: Architectural and Structural work is covered by Davis Bacon wages and is NOT subject to annual escalation.
THE CONTRACTOR IS REQUIRED TO PROVIDE PREVENTIVE MAINTENANCE, TESTING, INSPEC-
TION AND RELATED SERVICES FOR THE FIRE PROTECTION SYSTEMS EQUIPMENT.
NOTE: The Contractor is reminded that there are documents that are required to be prepared and sub-mitted as part of the performance of this contract (refer to Section J, Exhibit 4). Monthly invoices must be submitted after all required paperwork has been sent to the COR. Invoices received prior to the Govern-ment’s receipt of the required submittals will be rejected. Please refer to FAR 52.232-25.

SECTION C
DESCRIPTION/SPECIFICATIONS STATEMENT OF WORK
C1. SCOPE OF WORK
A. The Contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools, and equipment including inspection and maintenance of all fire protection systems, and shall plan, schedule, coordinate and ensure effective and economical completion of all work and services specified in this contract.
B. These specifications are a statement of the minimum level of work and services that are to be provided in certain areas under this contract. They are not intended to be, nor shall they be construed as, limit-ing specifications or requirements. At a minimum, the Contractor will be required to take all steps and measures which would be taken by a prudent building owner to maximize the life expectancy of the property, including having a journeyman mechanic(s) on-site for a minimum of 12 hours per day (this is combined time for locations 1 and 2 because the locations are across the street from one another).
C. All mechanical, electrical, utility, fire protection systems equipment and interior and exterior architec-tural and structural systems in the buildings shall be operated and/or maintained at the highest level of efficiency compatible with the current energy conservation requirements, nationally recognized codes and standards and maintained at an acceptable level, throughout the contract performance period. An "acceptable level" of maintenance is defined as the level of maintenance which will preserve the equipment and structure in unimpaired operating condition; i.e., above the point where deterioration will begin, thereby diminishing the normal life expectancy of the equipment and/or structure. The Con-tractor is responsible for performing scheduled and unscheduled maintenance and maintenance re-pairs, as necessary, on a 24-hour a day, 365 days per year basis including emergency call-back ser-vice.
D. The Contractor shall maintain the machinery spaces, shops and storerooms in a clean and orderly manner, including cleaning of all ductwork and piping within the mechanical space. When work is per-formed in these areas, the Contractor's personnel shall clean up all debris and leave the area in a pre-sentable condition. The machinery rooms including floors and the equipment located within the ma-chinery rooms shall be painted as necessary to maintain the appearance of the room and equipment.
When painting, the Contractor must comply with the ANSI color coding system outlined in the ANSI A13.1, Scheme for the Identification of Piping Systems, and maintain the identity (identification infor-mation) of the equipment. The Contractor must obtain the approval of the COR before storing any-thing in machinery spaces.
Storage shall not negatively impact the means of egress, fire protection systems and emergency light-ing; nor shall it significantly increase the amount of combustible material in the machinery space.
Clearances from electrical equipment shall be maintained as required by NFPA 70, the National Elec-trical Code .
E. The Contractor shall develop and implement operational guidelines covering all aspects of the building operation including but not limited to watches, tours, water treatment, preventive maintenance (PM), energy conservation, etc. A copy of the guidelines shall be submitted to the COR within 5 days after award . All equipment shall be maintained in accordance with the manufacturer's recommendations and/or the best practices of the industry. Equipment under warranty shall be maintained in accor-dance with warranty instructions and conditions. Any warranty information will be provided to the con-tractor by the COR within 30 days of the performance start date.
Preventive maintenance includes, but is not limited to, greasing, oiling, adding refrigerant, changing fil-ters, cleaning, adjusting, replacing belts and replacing of other expendable items, it also includes scheduled work on items of equipment or systems required to provide continuing operation, to pre-clude unnecessary breakdowns and to prolong the life of equipment or systems.
- 11 -
In providing full fire protections systems inspection and maintenance service compliance shall be met with manufacturer’s recommendations, National Fire Protection Association (NFPA) standards, ASME Safety Code requirements, International Building Code, GSA Facilities Standards for the Public Buildings Service (PBS-P100), and all other applicable laws, regulations, rules, ordinances, codes, etc. The National Code shall overrule whenever codes, laws, regulations, etc. are in conflict with each other. The authority having jurisdiction in these matters is the GSA Regional Fire Protection Engineer. Full inspection and maintenance service is defined as all services, repairs and testing nec-essary to maintain all fire protection systems, appurtenances, components and accessories in a fully operational mode at all times and in compliance with the aforementioned codes and standards.
Watches involve performing certain tasks required for the operation of boilers, compressors, and re-lated equipment in a centralized location. Watches include, but are not limited to, starting equipment, checking at designated intervals all operating equipment in the area, recording readings, shifting equipment and loads, and making adjustments at the central control center, and taking water samples, making tests and adding chemicals as required. A watch does not mean that the operator stays in the same location for an entire shift. The time spent is that required to perform the tasks.
Fire protection systems required for the safe occupancy of the facility shall be returned to service as soon as possible. During the time that this equipment is out of service, a qualified fire watch shall be provided at no additional expense to the Government. All work, testing and maintenance on the fire protection systems are to be performed after normal working hours.
F. Replacement Air Filters. High efficiency air filters should be used when replacing the filters in air han-dlers and other equipment that utilize air filtration. The contractor will only use air filters with known Minimum Efficiency Reporting Value (MERV) as defined in the ANSI/ASHRAE Standard 52.2-1999.
Where available, filters must have a factory installed antimicrobial coating. If filter media without an-timicrobial coating are the only ones available, the spray-on antimicrobial coating must be applied.
The contractor shall replace air filters with the air filters that generally have the highest MERV value consistent with the CFM of the fan. The contractor must maintain minimum ventilation standards in ASHRAE Standard 62-1989. Prior to installation, the COR must approve the filters to be used.
Filter Monitoring. The contractor shall report on their procedure for monitoring to ensure that the filters are changed as recommended by the manufacturer.
Employee Protection. Employees changing filters shall comply with existing OSHA requirements re-garding the use of appropriate protective clothing and respiratory protection.
Disposal of Used Filters. The contractor shall dispose of used filters following routine maintenance procedures. The contractor will be advised by the COR if additional precautions need to be taken re-garding handling and disposal of filters. This determination will be made based the risk level associ-ated with the facility and whether evidence exists of a previous contamination incident or credible threat to the facility. If there is a reasonable expectation that contamination has occurred, the COR will instruct the contractor to handle and dispose of used filters as hazardous material. If the contrac-tor has reason to suspect the filters contain hazardous material, the contractor shall notify the COR before disposing of the filters. In the event hazardous material disposal procedures are required, the contractor shall request written approval from the COR and provide a cost estimate for disposal. The contractor shall separately invoice for approved hazardous material disposals.
The air-drying device for the sensors on air intakes will be maintained under this contract. The con-tractor will also be responsible for the preventive maintenance for the chemical sensors and all asso-ciated equipment.
G. When equipment is taken out of service for any reason, the Contracting Officers Representative (COR) shall be notified immediately. Notification will include the reason for outage, action being taken to re-turn equipment to service and the anticipated schedule for the equipment re-entering service.

H. Tenant agency furniture and office equipment in the O&M Contractor's immediate work area shall be moved and protected by the Contractor and returned to its original location once work is completed. If the contractor's work will not allow furniture and office equipment to be replaced to its original location, new locations will be designated by the COR or the tenant agency head. The Contractor is responsi-ble for repair or replacement due to damage as a result of moving agency furniture or office equip-ment.
I. Asbestos Containing Material may be present in various building components and systems. The contractor is responsible to maintain the existing asbestos containing material if present, in an intact and/or non-friable condition. Locations of asbestos containing material may include the following:
(1) Floor tiles or resilient flooring material.
(2) Adhesive flooring mastic.
(3) Fireproofing, waterproofing and soundproofing application.
(4) Pipe and boiler insulation.
(5) Wallboard, taping and spackling compounds.
(6) Electrical panel partitions, wiring insulation and circuit boards.
(7) Roofing materials.
(8) Flexible joints.
(9) Caulking, putties and gaskets.
(10)Ceiling tiles
The COR shall inform the Contractor which materials in the building contain asbestos to the best of his/her knowledge.
J. Lead Paint may be present in various areas of the building and the COR shall inform the Contractor where this lead paint is to the best of his/her knowledge.
C2. HISTORIC BUILDING PRESERVATION
A. Any building(s) under the auspices of this procurement, which is 50 years or older, is to be considered as historically significant regardless of National Register status. It is the intention of GSA in the altera-tion of any existing building(s), that the architectural integrity and compatibility with existing building structures be maintained.
B. Prior to any building(s) renovation under this procurement of a building(s) 50 years or older, the Con-tractor shall consult with the COR and obtain a copy, if available, of the building Historic Building Preservation Plan (HBPP) or Historic Structure Repo rt (HSR). It may be possible that a HBPP has not been developed for the building(s) at the time of this procurement.
