No, the Stage One RFQ only addresses Key Personnel. The Small Business Plan shall be part of the Stage Two process. A Small Business Forum will be held after the Short Listed firms are selected.
Question 3: Is there a Small Business Goal? Will it be announced in advance? Will GSA avoid the common practice of “bulking” small businesses?
There will be a Small Business Goal that will be announced during the Stage Two RFP (it is expected to be a total of 35% to 37%). The Government will not dictate small business contracting requirements, but will encourage a wide use of local S. Florida small businesses.
Question 4: Will Small Businesses include management services?
The Government will not dictate small business contracting requirements, but will encourage the use of local small businesses, which meet all of the Government’s socio-economic goals.
Question 5: How much emphasis will be given to the Offeror’s Small Business Plan?
The Government will not release its Source Selection Plan details, but the Small Business Plan will be evaluated during the Stage Two RFP. Additional information will be provided to the Short-Listed firms.
Question 6: Is there a preference for local labor utilization?
The use of local labor will not be an evaluation factor, but the use of local labor is anticipated and encouraged in order to control costs.
Question 7: Should the Standard Form SF330, required as part of the Stage One RFQ, address the Offeror and the lead A/E, or should it also include all proposed consultants? How will proposed subconsultants be evaluated? Clarify if the SF330 is included in the 50-page limit.
The SF330 should provide information on the Key Personnel proposed by the Offeror and any other team members as determined by the Offeror. Key Personnel only will be evaluated during the Stage One RFQ. The SF330 is not included in the 50-page limit.
Question 7a: Does the SF 330 need to be filled in by the CMaS as well as the A/E?
Yes

GSA primarily wants to see the Prime team members, including the GC, A/E, and MEP Engineers. If you want to include numerous consultants, you can.

The Organizational Chart required in the Stage One RFQ should include the Offeror, the lead A/E, and any major consultants that the Offeror can identify. The Organizational Chart should portray what is most important about the Offeror’s team, but need not include every specialty consultants that may be required. Question 21: Each project on the Project Master List should include its Contract Type. For purposes of this submittal, is a contract for “Design Criteria Professional” the same as “Bridging Design”?
The Government is unable to answer this question without an actual project description. The Government cannon approve an Offeror’s business plan. What is provided by the Offeror will be evaluated by the Government.
Question 22: Is a Florida address for the Offeror or its team members part of the evaluation?
No. However, Offerors that demonstrate familiarity with construction in the State of Florida (climate, knowledge of market conditions, etc.) will be evaluated more favorably than those that do not.
