1) Responses to Contractual Questions In response to questions submitted by potential offerors, the following is provided to supplement information contained in the solicitation. Questions left unanswered are due to the fact that the information is either unavailable, not releasable, or is identifiable in the solicitation package.
1. Per the solicitation, the Contractor must comply with NFPA 70 and 70E when working on or around electrical equipment or systems and use International Electrical Testing Association (NETA) certified employees when working on switchgear equipment. Switchgear testing is required, at a minimum, every three years.
2. Parking will not be available for contractor employees at any of the locations covered by this contract.
3. The UPS units at the ATF facility in Martinsburg are tenant owned and operated equipment. Per the solicitation, equipment owned and operated by tenant agencies is excluded from the scope of this contract.
4. Section C.31.4, “Corrosion Monitoring”, is hereby deleted from this solicitation.
5. An onsite computer or fax machine is not required at each location of performance under this solicitation. The Contactor should outline means to receive/send service requests at the various locations as part of the Management Plan.
6. The Government has not been totally prescriptive in describing the processes the Contractor must use to accomplish the goals and objectives of this solicitation.
Rather, this Performance Work Statement (PWS) describes the GSA’s minimum requirements and expected outcomes. The Contractor must articulate and detail specifics in their proposal of how they will accomplish every requirement (See Section L, Management Plan), such as PM standards and frequencies. As stated in the solicitation, the Contractor must comply with all acts, codes or regulations as contained in Section J, of this PWS or any State or Local requirements on all building equipment. All or part of the successful offeror’s Management Plan may be incorporated into the contract.
7. The following is hereby incorporated into section C.36.5 of the solicitation:
a. “The Contractor shall comply with all requirements of 40 CFR Part 280 and WVDEP related to Class B and C operators. Required training shall be completed by August 8, 2012. Certificates of training shall be filed in the contractor's on-site office and copies shall be provided to GSA.”
8. The following is the history of repairs that occurred in the locations covered under the scope of this contract between the values of $250 to $1000. This information is provided for informational purposes only.
a. October 1, 2008 - September 30, 2009: 139 Orders totaling $54,530.36.
b. October 1, 2009 - September 30, 2010: 153 Orders totaling $69,493.62.
c. October 1, 2010 - December 15, 2010: 18 Orders totaling $7,259.87.
9. Overtime pay may be granted on a case by case basis by the COR based on numerous factors such as the Contractor’s Management Plan, the nature of the action, the potential disruption to tenants, etc. The Electronic Offer Sheet contains line item pricing for various overtime services.
2) Offerors must acknowledge this amendment in Block 14 of the SF 33.
3) All other items remain the same.
