The government will evaluate each offeror's technical proposal based on the technical factors listed below. The technical factors are listed in descending order of importance and when combined are more important than price. The offerors shall provide information addressing each of the factors in the same sequence as delineated below.
1. Factor #1 –Past Performance
2. Factor #2 – Overall Corporate Experience Factor #1 – Relevant Past Performance
In this factor, the Government will evaluate the offeror’s demonstrated past performance on work of a similar nature to this procurement. The offeror’s past performance on all projects, as described below, will be considered.
The evaluation of Past Performance will be a subjective assessment based on a consideration of all relevant facts and circumstances. The Government is seeking to determine whether the offeror has consistently demonstrated knowledge of, and a commitment to, customer satisfaction, with timely delivery of services at fair and reasonable prices.
Note: Offerors are advised that the Government may use past performance information not specifically provided with the proposal in its technical evaluation of that offeror.
Each Offeror shall provide a list of all projects completed within the last three years (2007 through 2009) that demonstrate the company’s performance on projects in terms of timeliness, cost control, quality of product and project management.

To what extent did the contractor adhere to contract delivery schedules at significant milestones?
How responsive was the contractor in addressing unforeseen conditions?

Did the contractor maintain a consistent on site management/project team throughout the duration of the project?
Minimum standards: The minimum standard for past performance is met when the offerors’ submission of past projects reflects overall satisfactory relevant past performance. The minimum standard will have been met if no more than one project submitted by the offeror is deemed less than satisfactory by the SSB in the above noted elements Factor #2 – Overall Corporate Experience A similar project is defined as: renovation or restoration of an occupied commercial, industrial or governmental building including one or more of the following work items: stonework, electrical work, window installation, and plaster work.
Information to be provided by Offeror:
Each Offeror is to provide a list of all projects completed within the last three (3) years of the date of this solicitation. (2007-2009) Offerors without any previous projects for similar work or that cannot be contacted will be given a neutral rating for overall corporate experience.
This is a matter of judgment and the total assessment will be used to evaluate past performance in connection with the requirement set forth in this solicitation. Relevance and quality have approximately equal importance in assessing past performance. Past performance information obtained from sources other than those identified by the Offeror may be used to determine a rating for past performance.
For each project, offerors will be required to provide a name and phone number of the owner’s representative who may be contacted by GSA for phone interview of the contractor’s past performance. Offerors are cautioned that the owner’s representative listed in the proposal to be an individual with the owner organization who has worked closest with the Offeror in completing the project. If such person is no longer available at the organization where the project was completed, provide the name and phone # of the person who has the most knowledge of the offeror’s work performance with the project.
For this solicitation, the owner organization is defined as the corporation, partnership, or government entity that has fee title to the building in which the project was performed. For this solicitation, the owner organization may also be defined as a construction management firm or project management firm under direct contract with the corporation, partnership or government entity to perform a project support role and to act as the owner representative for the project in question. The general contractor or other firms under contract with the general contractor for the project do not qualify, under this solicitation, as the owner organization.
The Government may use past performance information obtained from sources other than those identified by the Offeror and such information will be used for both the responsibility determination and best value decision.
For each project submitted for evaluation, offerors will be required to provide the following information:
Name, date, location of the project, and contract number Description of Work
Construction Value
Duration of the work
Name and Phone # of the client’s contact person, a primary contract and a secondary contact (at least one contact must be owner) Gross square feet/meters of project area
Month & year when the construction was substantially completed or estimated completion date if not completed.

If the joint venture has not worked together in the past, the members of the team will be required to discuss their joint venture experience in the past, including which firm was the lead firm. Firms must also identify who will be the lead on this project. If a team is proposed as a joint venture, the team will be required to provide a copy of the joint venture agreement.
Minimum standards: The minimum standard for overall corporate experience is met when the offeror submits at least one project of similar size and scope to the current solicitation as defined in the RFP.
VII. Award A. Contract award shall be made to the offeror considered to be the best value to the Government considering price and other non-price factors. The technical evaluation factors are of equal importance, and when combined are equally important to price.
B. The Government intends to evaluate proposals and award a contract without discussions with offerors (other than exchanges conducted for the purpose of minor clarifications).
