Construction Management Services Multiple Award IDIQ Solicitation Number: GS02P16DTD7002

RFI Questions and Answers June 10, 2016

Question #1:

Our employee’s salaries are finalized at hire. The salaries vary by locations, in this case, as disparate as New York and Puerto Rico. Will the Government accept either a range or a minimum in response to L.5.b.5?

Answer #1:

The proposed hourly rates should reflect the home office firm fixed price rate per section B.9.(d) Para 6.

Question #2:

In each of the four paragraphs referenced [below], lease/designbuild construction is one of the construction types to be demonstrated except for the paragraphs in Section M.5.A, Factor #1, Para 5. This also puts Section M.5.A, Factor #1, Para 5 in direct conflict with Section M.5.A, Factor #1, Para 3. Can the offeror assume that this was an error of omission and that lease/designbuild construction should be included in Small Business SetAside offers?

Para 3: “…Within the content of the projects presented, the offeror must demonstrate experience in the following construction types: new construction, renovation and lease/designbuild construction.”

Para 5: “A small project is defined by the following characteristics:

“1. The project involved construction of a new building or renovation of an existing building.”

Section M.5.B, Factor #1 – Relevant Experience

Para 3: “…Within the content of the five (5) projects presented, the offeror must demonstrate experience in the following construction types: new construction, renovation and lease/designbuild construction.”

Para 6: “A small project is defined by the following characteristics:

“1. The project involved construction of a new building, renovation of an existing building or lease/designbuild construction.”

Answer #2:

The solicitation will be amended to reflect the following revision to section M.5.A Factor #1 Para 3: “Within the content of the projects presented, the offeror must demonstrate experience in the following construction types: new construction, renovation and/or designbuild construction. A more favorable evaluation may be given to offerors who demonstrate experience in each construction type”

The solicitation will be amended to reflect the following revision to section M.5.A Factor #1 Para 5: “The project involved construction of a new building, renovation of an existing building and/or designbuild construction.”

The solicitation will be amended to reflect the following revision to section M.5.B Factor #1 Para 3: “Within the content of the five (5) projects presented, the offeror must demonstrate experience in the following construction types: new construction, renovation and/or designbuild construction. A more favorable evaluation may be given to offerors who demonstrate experience in each construction type.”

The solicitation will be amended to reflect the following revision to section M.5.B Factor #1 Para 5: “The project involved construction of a new building, renovation of an existing building and/or designbuild construction.”

Question #3:

a) Can Past Experience from a subcontractor team member or Project Manager be used as one of the three past experiences submitted with the offer?

b) Does the Government want to see Past Experience from a subcontractor with a significant role?

Answer #3:

a) No, offerors must demonstrate successful experience as a Prime Construction Management (CM) professional services contractor per section M.5.A Factor #1 Para 3 and M.5.B Factor #1 Para 3.

b) No, offerors must demonstrate successful past experience as a Prime Construction Management (CM) professional services contractor per section M.5.B Factor #1 Para 3 and M.5.B Factor #1 Para 3.

Question #4:

a) The small project is defined as having a cost at award of the contract not less than $750,000.

Can the Government please state if the $10,000,000 ceiling in the heading of M.5.A refers to cost at award or cost at completion?

b) Can the Government please state if the $10,000,000 ceiling in the heading of M.5.A refers to the cost of the construction being managed or the cost of the Construction Management?

c) Since a small business has to qualify by the size standard to bid as a small business, does there need to be a limit on the size of a project that can be used as experience as well?

Answer #4:

a) The $10,000,000 refers to the cost at award.

b) The $10,000,000 refers to the cost of construction, not the cost of CM Services.

c) There is no limit on the size of a project that may be used as experience.

Question #5:

Can the government confirm that they want no more than three (3) past experiences/projects and the offeror should not fill all six (6) Project slots on the Reference Form?

Answer #5:

Per the heading of the Reference Form, at minimum, the offeror shall include contact information for each project listed in Factor #1. However, additional references may be submitted.

Question #6:

If required, would the CMa be allowed to propose costs for room & board/housing on a task order?

Answer #6:

Travel will be handled IAW FAR PART 31.20546 Travel Costs. Costs for transportation, lodging, meals and incidental expenses are allowable subject to the limitations contained in the Federal Travel Regulations and/or Joint Travel Regulations. Allowable travel costs may be proposed at the task order level and will be negotiated on a taskbytask basis.

Question #7

Is the fifty (50) page limitation just for the core technical proposal or does it include attachments and the price proposal as well?

Answer #7 The 50 page limitation applies to the technical proposal, including any forms and attachments associated with the technical factors. It does not apply to the price proposal.

Question #8 How many buildings will be covered by this IDIQ contract and where would they be?

Answer #8 Region 2 covers the State of New York and New Jersey (Counties of Bergen, Essex, Union, Morris, Passaic, Hudson, Middlesex, and Monmouth), Puerto Rico and the U.S. Virgin Islands. Currently, within region 2, there are 19 Federal Office Buildings, 3 main Border Stations (including several buildings within) and various leased buildings and border stations throughout the region. This is subject to change due to expiring leases and building acquisitions.

Question #9:

What is specifically expected for the physical security specialist on the CMA side?

Answer #9:

GSA buildings, its systems and components are designed to meet applicable levels of protection presented in the project specific risk mitigation tables contained in the Interagency Security Committee (ISC) Security Design Criteria for New Federal Office Buildings and Major Modernization Projects. The Physical Security Specialist will assist in the in the design review and construction phase services particularly related to ISC related issues.

Question #10:

Would technological equipment be allowed to be proposed in a task order or is the CMa expected to build it in their proposed rate?

Question #10:

Per section B.9.(d) Para 1, the Contractor is required to provide its own computer equipment and software adequate to fully satisfy all operational requirements of this contract and task orders requiring field office operation requirements. This should be considered in developing the price proposal as no reimbursement is authorized for such items after award of the contract. This contract requires computerized capabilities of the Contractor.

Question #11:

Why does Time & Materials costing require a discounted rate as well in this IDIQ contract?

Answer #11:

The solicitation will be amended to remove the proposal of a discount factor for work to be performed on a time & material basis as stated in section B.9.(d) Para 6.

Question #12:

Is there going to be two (2) separate panels or just one (1) panel reviewing and evaluating the Small Project Category submission and the Large Project Category submission?

Answer #12:

This information can not be released at this time.

Question #13:

Please confirm whether the Contract Executive is the only required Resume for this proposal.

Answer #13:

Yes, per section M.5.A Factor #4 Para 1 and M.5.A Factor #4 Para 1, a resume is required only for the Contract Executive.

Question #14:

For the Small Business Set aside Technical Proposal, are the project examples required under Factor #1 to include a lease and a design build construction project or can the project example be either or?

Answer #14:

Refer to Answer #2.

Question #15:

If the same reference is to be used for multiple projects in Factor #1, how should we present this in the reference form?

Answer #15:

A notation is sufficient.

Question #16:

Of the three required projects, does experience shown have to be one new construction project, one renovation project, and one lease/design build project? Or can each of the three project examples be a renovation, or new construction?

Does Factor 2 Past Performance only require offerors to include the Reference Form?

Answer #17:

Yes, per section M.5.A Factor #2 Para 5 and M.5.B Factor #2 Para 5, only the inclusion of the Reference Form is required.

Question #18:

Under the Unrestricted Competition, are large projects considered greater than $10 million or greater than $30 million? It is presented both ways in the solicitation.

Answer #18:

The definition of a large project per section M.5.B Factor #1 Paras 5 and 6 is a total project construction cost at award of $30M or greater. In reference to the $10M, the solicitation will result in the award of two separate IDIQ contracts, one which will be setaside for small business firms for projects with an estimated cost of construction of $10M or less. The other will be through unrestricted competition for projects with an estimated cost of construction greater than $10M.

Question #19:

If a small business pursues the unrestricted competition, do they get credit for small business participation?

Answer #19:

Yes, per section M.5.B Factor #5 Paras 1 and 2, all offerors pursuing the unrestricted contract must demonstrate their commitment to providing the maximum practicable opportunity to small, HUBZone small, small disadvantaged, womenowned small, veteranowned, and servicedisabled veteranowned small business concerns, and provide a detailed description of the methodology of how subcontractors will be selected for this project.

Question #20:

If a small business pursues the unrestricted competition, are they required to submit a subcontracting plan as part of their submission?

Answer #20:

No. IAW FAR 19.702, subcontracting plans are not required from small business concerns.

Question #21:

In sourcing specialty subconsultants to augment the prime CM firm resources, may a CM firm offer a subconsultant who is also a subconsultant on a current GSA Region 2 AE IDIQ term contract?

Answer #21:

Yes, the same firm may be submitted.

Question #22:

Technical Evaluation Factor #1, Relevant Experience, cites three types of construction for which experience must be demonstrated: a) New; b) Renovation and c) Lease/DesignBuild.

Does a project for which CM services were provided and which was constructed under a DesignBuild form of project delivery meet the definition of “Lease/DesignBuild”?

If a qualified SBE firm, submitting an SBE SetAside Proposal, also elects to submit an Unrestricted Scope proposal, will GSA’s review of the firm’s Unrestricted Scope proposal be independent of the firm’s SBE Set Aside proposal?

Answer #23:

Yes, all proposals will be evaluated independently.

Question #24:

Please clarify the 50 page limit: Is it for the Technical Proposal only? Or, is it for both the Technical and Price Proposal combined?

Answer #24:

Refer to Answer #7.

Question #25:

May we include a Transmittal Letter and/or Table of Contents, so long as it they are within the 50 page limit?

Answer #25:

Pages containing proposal information will be counted as part of the 50 page limit. However, title pages, table of contents, covers, tabs and/or dividers, so long at it does not contain proposal information, will not be counted as part of the 50 page limit.

Question #26:

Would any cover and/or tabs/divider pages be considered as part of the 50 page limit?

Answer #26:

No. Title pages, table of contents, covers, tabs and/or dividers, so long at it does not contain proposal information, will not be counted as part of the 50 page limit.

Question #27:

The resume form indicates that we can submit a master resume in a different format, so long as all the requested information is included. Can we also alter the format of “Relevant Experience” and “Relevant Firm Past Performance” forms, so long as the requested information is intact?

Answer #27:

No, per section M.5.A Factor #1 Para 7 and section M.5.B.Factor #1 Para 8, for each project identified, please use the attached Relevant Experience Form.

Question #28 Per the RFP, we will complete our Reps and Certs (Section K) online at www.sam.gov.

Would you like us to also include a copy with the proposal?

Answer #28 No, a copy of the completed Reps & Certs is not required as part of the proposal.

Question #29 Are resumes required for all the disciplines listed on the supplemental pricing sheet or is a resume required only for key personnel?

Answer #29 Refer to Answer #13.
