Introduction

We are here today for the Pre-Proposal Conference for the Multiple Award Indefinite Delivery Indefinite

Quantity Contracts for Supplemental Architect and Engineering Services.

At this time we would like to introduce the GSA team members.

For the Acquisition team, we have the following members:

For the Architect/ Engineering Project Management Team, we have the following members:

● Eric Cook, Senior Regional Architect

● Richard Bouchard, Architect, Project Manager

● Clement Migliano, Supervisory Architect

Project Scope Overview

This procurement involves A/E services for, various projects on an as needed basis that arise as part of the normal operating functions of GSA PBS, and will cover projects located in the geographic areas of New

York, New Jersey, Puerto Rico and the U.S. Virgin Islands.

The GSA, Region 3, Philadelphia office [Mid-Atlantic Region] will also be authorized to procure services from the awarded contracts for projects located in New Jersey. This is due to the fact, the New Jersey geographic area is split between GSA Region 2 (Northern NJ) and GSA Region 3 (Southern NJ).

The scope of work may include, but is not limited to, site investigations, site surveys, Feasibility Studies, Project Development Studies (PDS), Building Evaluation Reports (BER), Master Plans, concept designs, construction documents, Design-Build Bridging, Design-Build Scope Preparation, estimating services, procurement support, record drawings, constructability reviews, technical design reviews, construction administration services, shop drawing review and approval and construction site inspections, and other

A/E Services, to include incidental related work in support of Government administered construction contracts; facility investigations and research; and planning studies.

The Statement of Work is has been posted to the FedBizOpps website.

The six evaluations factors for the Request for Qualifications are as follows:

Factor No. 1: SPECIALIZED EXPERIENCE (20%)

Factor No. 2: DESIGN PHILOSOPHY (20%)

Factor No. 3: PROFESSIONAL QUALIFICATIONS (20%):

Factor No. 4: PAST PERFORMANCE (20%)

Factor No. 5: CAPACITY TO ACCOMPLISH THE WORK (15%)

Factor No. 6: GEOGRAPHIC LOCATION (5%)

Acquisition Overview

This procurement will be procured in accordance with the Selection of Architects and Engineers Act

(formerly known as the Brooks Act) and as implemented in FAR 36.6.

The result of this procurement will be a contract for design services issued to up to five (5) A/E firms rated as the most technically qualified. The term for each of the contracts shall be for a period of five (5) years, including a one (1) year base period plus four (4) one-year unilateral options. The aggregate

Maximum Order Limitation (“MOL”) shall not exceed $25,000,000 for the total five-year term of each awarded contract.

This is a full and open procurement, reserving one or more awards to small business concerns. The North

American Industrial Classification System (NAICS) code for this procurement is 541310. The small business size standard for this NAICS code has an average annual gross sales/receipts for the last three years of $7.5 Million.

The small business subcontracting plan is not a requirement of your submission, but will be a required submittal upon contract award. You will be required to meet GSA’s small business subcontracting goals at a minimum.

The firms will be ranked with the highest rated proposals on the top of the list. After the evaluation of the submissions, GSA will hold discussions with six (6) to eight (8) of the most highly rated firms.

Rate/price proposal(s) will be requested following the selection of the most technically qualified firm(s).

Firms must be registered in the System for Award Management Website in order to be eligible to receive a contract award.

Contract Awards are anticipated for the first quarter of the 2015 calendar year.

Submission Requirements

Submission requirement are as indicated in the Request for Qualifications.

Questions, clarification requests and concerns regarding the RFQ shall be sent, via email to Hillary

Gonzalez, no later than August 4, 2014, 4:00 PM EST. Answers/responses will be directly posted to the

FedBizOpps website.

The Interested Vendors List has been published as an amendment to the notice and will be updated periodically until the closing date of this procurement. The attendance sheet and minutes of this Pre-

Proposal Conference will also be posted on FedBizOpps website. It is the firm’s responsibility to check for these postings.

Only firms that submit Qualification packages by the deadline date of August 11, 2014, 4:00 PM EST will be considered for review of their submissions.

Closing

Information provided today at this conference will not change any of the requirements of the RFQ, only changes posted on the FedBizOpps website shall deemed an official change.

Questions & Answers

Again, questions, clarifications, concerns, etc. regarding the RFQ shall be sent, via email, to Hillary

Gonzalez, no later than August 4, 2014, 4:00 PM EST. Answers/responses will be directly posted to the

FedBizOpps website. Any response provided today should be confirmed with an amendment to the RFQ, to be considered official.

Reference: Factor No.1, Specialized Experience, One (1) Master Plan or Design/Construction Study project with a construction estimate over $1,000,000.

Question: Will Feasibility Studies be considered as a Master Plan or Design/ Construction Study?

Answer: It may be considered as a Construction Study. This will be clarified via amendment.

Question: How should the questionnaire be submitted?

Answer: Past Performance Questionnaire should be sent with the proposal [submission].

Question: Does this count towards the 50-page limit?

Answer: This will be clarified via amendment.

Question: Does the whole team have to be within the 75 mile radius?

Answer: Yes, the whole team.

Question: Is the submission requirements single-sided or double-sided pages?

Answer: Single Sided.

Question: The difference between responding for the Key Team Lead Personnel and Key Team

Members. Resumes for all?

Answer: This will be clarified via amendment.

Reference: Factor No.1, Specialized Experience. The AE firm/joint venture shall submit three (3) projects completed …

Question: Is it a minimum of three projects, as the SF330 has space for ten projects?

Answer: Three projects only, to keep it fair across the board.

Reference: Factor No.1, Specialized Experience.

Question: Page limit on the projects?

Answer: 2 pages

Question: Is this procurement a re-compete?

Answer: No. We had an IDIQ for A/E services that expired approximately 2- years ago. The requirements and coverage have changed.

Question: Should the teams include other disciplines; ie. security, structure, fire safety?

Answer: Yes, but not part of the Key Team Members.

Reference: General

Question: How are the task orders going to be evaluated?

Answer: Task orders will be competed. Perhaps not necessarily full-fledged but all firms will be considered for task order award.

Question: Will the firms be evaluated against other firms?

Answer: No. Each firm will be evaluated based on their qualifications, not against another firm.

Question: Is the Architecture firm taking the lead?

Answer: Yes. We are allowing Joint Ventures. Architect can be a sub, however there are restrictions regarding how much of the work is performed by the sub.

Question: Do we need to have an office in the Caribbean?

Answer: No. The general contract work is centered from Federal Plaza.

Question: Subcontracting Goals?

Answer: This will be posted via amendment.

Question: Can a firm be on two submissions, ie. one submission as a Prime Small Business firm and another submission as a Small Business Sub for a Large firm?

Answer: Yes, again, certain amount of work must be performed by the prime.
