Questions and Answers as of March 26, 2015:
Q64: During the site walk it was mentioned the contractor is required to protect their work and tenants per section
020900 which also refers to OSHA 29 CFR 1926.62. This spec is referring to abatement professionals. Is it the intent to abate this project during the construction phase?
A: See answer to Question 66.
Q65: To get a baseline reading of lead dust there must be some preliminary testing prior to construction. If the test reveals elevated levels of lead exceeding the PEL, are there funds to cover the abatement?
A: See answer to Question 66.
Q66: Can you please clarify the scope of work required for the removal and testing for lead?"
A66.The level for office space (from HUD) is 40 ug/sf based on wipe sampling. The Contractor shall isolate the entire area, clean all cleanable surfaces, dismantle and dispose of all Indoor Firing Range components; ducts, trap, ballistic protection, targeting systems, control room, and other contaminated materials. Clean all remaining surfaces in the space to 40 ug/sf lead.
Remove all ductwork associated with the indoor firing range. All Concrete Floors in the existing range area shall be coated to encapsulate the lead dust or otherwise covered with floor covering.
During construction, the space shall be kept under negative pressure to avoid dust getting out the door(s) when opened.
The Government reserves the right to perform additional testing.
The contractor shall provide a workplan, including a schedule, to the Government.
All Concrete Floors in the existing range area shall be coated to encapsulate the lead dust if it cannot be cleaned to
40 ug/sf. This includes encapsulating floors before being covered with carpet or tile.
Q67: On drawing A101 please confirm the government is requesting a Level 5 (100% skim coat coverage) for all wall surfaces designated PT-01 and not a Level 4 (Tape and Joint Compound on all seams) as typically found in commercial applications.
A67: Government is requesting a Level 5 (100% skim coat coverage) for all wall surfaces designated PT-01.
Q68. This is a request for the Level III Performance Specification referenced in Amendment 002 question 17 and answer A17
A17 - An ATFP window is not required. The new windows will need to meet Border Patrol’s Level III performance specifications, an interior ¼’ panel of laminated glass as part of the 1’’ insulated glass system with a minimum 7 mil film to provide the proper blast resistance and force protection for Level III facilities.
Could we get a copy of the Level III performance specifications and or clarify that what is listed in Amendment 2 along with the window spec 085113 & glazing spec 088000 meet all the requirements?
A68. Use the combination of the Aluminum Window specification Section 085113 and the insulated glass specified in Section 088000 Glazing and the requirements of Level III will be met.
