About this file

This is a Request for Response (RFR) issued by the Commonwealth of Massachusetts Operational Services Division (OSD) for the GRO42 K-12 School Nutrition Products contract. The procurement seeks multiple vendors to supply produce and grocery products to K-12 school districts across Massachusetts' fourteen counties, with the solicitation covering two primary categories: Category 1 - Produce (including fresh fruits, vegetables, and herbs) and Category 2 - Groceries. The bid was released on August 7, 2025, with a bidders' conference scheduled for August 18, 2025, and quotes due by September 9, 2025. The initial contract term is two years for produce, with two potential three-year renewals, and one year and three months for groceries, with similar renewal options. The estimated contract value is $64 million, based on purchasing data from 96 Massachusetts school districts for the 2022-2023 school year.

Pricing will be structured as a do-not-exceed maximum rate for produce, with weekly pricing negotiations encouraged, and unit pricing for groceries. The solicitation includes a robust Supplier Diversity Plan requiring a minimum 1% commitment to diverse business enterprises, with 25% of evaluation points allocated to the Supplier Diversity Plan. Vendors must provide comprehensive product information, including origin, certification, and environmental specifications. The contract emphasizes the Buy American provision, locally sourced and organic products, and compliance with nutrition standards. Vendors will be evaluated on multiple criteria, including price, supplier diversity, business references, industry experience, geographic coverage, and environmental practices. The procurement aims to provide high-quality, nutritionally appropriate food products to school districts while promoting sustainable and diverse business practices.
