About this file

The document is a Bidder Response Form for the Commonwealth of Massachusetts' Operational Services Division (OSD) Statewide Contract GRO42 for K-12 School Nutrition Products, specifically reopening procurement for Category 1 Produce and newly adding Category 2 Groceries. The solicitation seeks multiple vendors to supply nutritional products to school districts across Massachusetts' fourteen counties, covering UNSPSC codes for prepared foods, fruits, vegetables, and meat products. The Notice of Intent was posted on June 5, 2025, with proposal submissions due by August 12, 2025, through the COMMBUYS platform, requiring potential bidders to register and include appropriate Commodity Codes to receive bid notifications.

The procurement appears designed to leverage volume purchasing for K-12 educational institutions, with an emphasis on supplier diversity and potentially accommodating both large and small suppliers. While specific award values are not explicitly stated, the OSD demonstrates a comprehensive vendor selection approach that may consider factors beyond pricing, including environmental preferences and supplier diversity. The solicitation encourages participation from diverse suppliers, with potential opportunities for disadvantaged business enterprises, though precise set-aside percentages are not detailed. Vendors are directed to additional resources such as the OSD Homepage and Training & Outreach Courses, suggesting a transparent and competitive bidding process focused on meeting specific product and performance requirements.
