About this file

The document is an Evaluation Criteria file from the Commonwealth of Massachusetts, specifically the Operational Services Division (OSD), for the GRO42 K-12 School Nutrition Products contract. The procurement seeks multiple vendors to supply nutritional products to school districts across the state's fourteen counties, focusing on Category 1 Produce and Category 2 Groceries. The solicitation covers UNSPSC codes for prepared foods, fruits, vegetables, and meat products, with a Notice of Intent posted on June 5, 2025, and proposals due by August 12, 2025. Vendors must submit responses through COMMBUYS and are required to register on the platform with appropriate Commodity Codes.

The evaluation process will allocate points across several key components: Supplier Diversity Plan (25 points), Price Component (25 points), Business References (20 points), and Business Industry Component (25 points), with an additional 5 points for Environmentally Preferable Products. Pricing will carry significant weight, with considerations including markup, delivery order minimums, prompt payment discounts, and market basket pricing. The procurement emphasizes diverse supplier participation and encourages vendors of various sizes to bid. The contract appears designed to be flexible, potentially allowing multiple vendors across produce and grocery categories, with the Operational Services Division seeking the best overall value through a comprehensive and transparent selection process.

Evaluation Criteria-GRO42

Vendors must submit responses that meet all the submission requirements of the RFR. Only responsive proposals that meet the submission requirements will be evaluated, scored, and ranked by the evaluation team according to the evaluation criteria. Additional information or clarification may be requested for evaluation purposes.

Any submission which fails to meet the submission requirements of the RFR will be found non-responsive without further evaluation unless the evaluation team, at its discretion, determines that the non-compliance is insubstantial and can be corrected. In these cases, the evaluation team may allow the contractor to make minor corrections to the submission.

Mandatory Requirements Bidders who do not meet all mandatory requirements may be disqualified. The SST may determine if non-compliance with a mandatory requirement is insignificant or can be corrected or clarified. For GRO42, bidders who do not complete and submit the required bidder’s response form will be disqualified, no exceptions.

Bid terms that include language such as: “must”, “shall”, “will” and “required” are “mandatory.”

The SST and a selected Bidder may negotiate a change in any element of Contract performance or cost identified in the original RFR or the selected Bidder’s Quote which results in lower costs or a more cost effective or better value than was presented in the selected Bidder’s original Quote.
