About this file
This is a Bid Amendment Memorandum issued by the Illinois Department of Corrections (IDOC) for Graham Correctional Center, specifically amending Invitation for Bid (IFB) 26-426DOC-GRAHA-B-50152 for Mattress/Pillow Manufacturing Supplies. The amendment corrects the flame-retardancy performance specification for Clearview RK materials, which was originally and erroneously referenced as NFPA 702—a standard that was withdrawn in 1986 and is applicable only to wearing apparel. The revised specification now requires compliance with NFPA 701 (Standard Methods of Fire Tests for Flame Propagation of Textiles and Films) and 16 CFR 1632 (Standard for the Flammability of Mattresses and Mattress Pads), both of which are active standards appropriate for institutional furnishing materials and clear vinyl products. No specific quantities, response dates, due dates, site visits, bidder's meetings, award dates, or contract terms are referenced in this amendment document.
The amendment does not address pricing terms, set asides, incumbent vendors, funding amounts, or other financial details. The primary purpose of this amendment is to clarify technical specifications and remove references to inapplicable standards that could have created compliance confusion for vendors. Bidders are instructed to disregard NFPA 702 entirely and to provide certifications demonstrating that materials meet both NFPA 701 and 16 CFR 1632 standards. This correction ensures that bid submissions align with applicable and currently enforceable flammability standards for the institutional furnishing materials being procured.

BID AMENDMENT MEMORANDUM
AMMENDMENT NO 1.
Invitation for Bid (IFB)
26-426DOC-GRAHA-B-50152
PURPOSE OF AMENDMENT
This memo documents corrections to the flame-retardancy performance specification listed in IFB Contract in Bid solicitation 26-426DOC-GRAHA-B-50151 IDOC Mattress/Pillow Manufacturing Supplies.
CHANGE SUMMARY
This memo documents corrections to the flame-retardancy performance specification listed in IFB Contract Template, Page 4-Line Item: Clearview RK-Performance Specification: Flame Retardant. The original IFB referenced NFPA 702, a withdrawn and inapplicable standard.
CHANGE TO IFB
Section: Page 4-Line Item: Clearview RK-Performance Specification-Flame Retardant Original IFB Language: Flame Retardant: NFPA 702 Revised IFB Language: Flame Retardant: NFPA 701 and CFR 1632 Reason for Change: NFPA 702 was withdrawn in 1986 and is not applicable to clear vinyl or institutional furnishing materials. The correct and active flammability standards required for this solicitation are NFPA 701 and CFR 1632.
Vendor Questions & Agency Responses Question 1:
NFPA 702 was officially withdrawn in 1986. Why is the bid requiring a discontinued specification instead of an active fire-retardancy standard such as NFPA 701?
Agency Response:
The reference to NFPA 702 in the specification was unintentional. NFPA 702 is a withdrawn standard and is not required for this solicitation. The correct and applicable flame-retardancy requirement for this material is NFPA 701 (current). Bid submissions may reference NFPA 701 compliance.
Question 2:
NFPA 702 requires dry-cleaning procedures, which are not applicable to clear vinyl. Why is the testing spec requiring dry-cleaning on a material type (clear vinyl) that cannot be dry-cleaned?
Agency Response:
Because NFPA 702 is not applicable to this material type, the agency confirms that NFPA 701 is the proper standard. Dry-cleaning procedures from NFPA 702 are not required for this bid.
Question 3:
NFPA 702 is also referred to as the “Standard on Flammability of Wearing Apparel.” Why is the bid utilizing a discontinued flammability standard that applies to clothing/apparel rather than NFPA 701, which is the current standard for home and industrial furnishings?
Agency Response:
The reference to NFPA 702 was included in error. NFPA 702 is a withdrawn standard focused on wearing apparel and is not applicable to clear vinyl or institutional furnishing materials. For this solicitation, the correct and required flammability standards are:
· NFPA 701 – Standard Methods of Fire Tests for Flame Propagation of Textiles and Films (active and applicable), and
· 16 CFR 1632 – Standard for the Flammability of Mattresses and Mattress Pads.
Vendors should disregard NFPA 702 and provide certification that the material meets NFPA 701 and 16 CFR 1632.
