About this file

This document is a comprehensive specifications manual for the FM HVAC/Office/Restroom Modernization project at the Government Publishing Office (GPO) Building located at 732 N. Capitol Street NW, Washington, DC 20401. The specifications detail the technical requirements for multiple construction divisions including procurement, general requirements, demolition, carpentry, finishes, mechanical systems, electrical systems, and plumbing. The project involves renovation of the Facilities Management portion of the Second Floor with specific focus on HVAC modernization, office reconfiguration, and restroom upgrades. Key specifications address non-structural metal framing, gypsum board installation, ceramic tiling, resilient flooring, acoustical ceilings, interior painting, door hardware, glazing, and various finishing elements including toilet accessories, fire protection cabinets, and solid surface countertops. The specifications incorporate industry standards including ASTM, NFPA, AIA, and NEBB requirements, with detailed requirements for quality assurance, testing and inspection, submittal procedures, and closeout documentation. General construction requirements address temporary facilities, protection of existing work, site coordination with occupied facilities, work restrictions limiting operations to 7:00 a.m. to 3:30 p.m. Monday through Friday, and requirements for commissioning HVAC systems and direct digital control (DDC) systems including trending, testing, and operator training.

The document establishes comprehensive requirements for equipment and material submittals, shop drawings, samples, and product schedules with specific quality standards and manufacturer qualifications. Installation specifications require compliance with referenced standards and manufacturer instructions, with particular emphasis on coordination with existing building systems, fire-rated assemblies, and accessibility requirements. Closeout procedures mandate submission of operation and maintenance data, project record documents, demonstration and training recordings, and warranty documentation. The specifications reference multiple product categories including HVAC terminal units, fan coil units, plumbing fixtures, flooring materials, and various trim and finish items, with basis-of-design products identified for certain elements. Special requirements address commissioning of HVAC and DDC control systems with detailed provisions for pre-functional checklists, systems functional performance testing, trending requirements, and warranty phase commissioning activities.
