About this file

This is Addendum No. 3 to the Request for Qualifications/Request for Proposal (RFQ/RFP) for Design Professional Services related to Project No. BR-30-2205 "East Campus Streetscapes" at Georgia Institute of Technology in Atlanta, Georgia. The addendum addresses four clarification questions submitted by prospective bidders regarding project delivery, parking fees, traffic control classification, and survey/geotechnical study responsibilities. The document clarifies that the design will proceed through component Change Orders rather than a full Guaranteed Maximum Price (GMP) for the entire design. It specifies parking fee structures for construction-related space closures, establishing daily rates of $15 per space, weekly rates of $45 per space, and monthly rates of $115 per space, with exemptions for spaces permanently removed as part of the project scope on Ferst Drive.

The addendum further clarifies that traffic control costs, recognized as a significant project factor that cannot be determined prior to design, will be classified as Cost of Work rather than General Conditions to allow for more accurate pricing after design completion. Additionally, the addendum confirms that the Owner will contract separately for and provide any supplemental topographic, property, utility surveys, and geotechnical studies required beyond currently available information, relieving the design-build team of this responsibility. These clarifications address critical cost and responsibility allocation issues that bidders must understand when preparing their proposals.

Response to Request for Clarifications

Addendum No. 3

Question 1: Is it expected the Design/ Building will go to full GMP for the full design or will there be Component Change Orders?

Answer 1: There will be component Change Orders.

Question 2: Are there any parking fees that need to be included in General Conditions beyond contractor vehicles? For example, if parking spots are closed for construction do any parking fees need to be paid for the time they are taken out of service and if so, will that be cost of work?

Answer 2: Yes, there is typically a fee when a space is taken out of service for construction. However, for the Ferst Drive project, if spaces are taken off Ferst Drive to restripe (adding 90 degree spaces or being permanently removed within the scope of the project), we would not charge a fee. If a construction needs to take space offline, for instance, to place a dumpster or set up a construction laydown area, we charge per space. We charge a daily rate of $15/space, or a weekly of $45/space or monthly rate of $115/space (depending on the duration of the project). Again, in this instance, we would not charge for spaces permanently removed.

Question 3: Since Traffic Control is a significant factor in the phasing of the project and cannot be determined prior to design can this be considered Cost of Work rather than General Conditions?

Answer 3: Yes.

Question 4: If supplemental topographic, property and utility surveys and/or geotechnical studies are required beyond information the Owner currently has available, will the Owner provide this supplemental information, or will the design build team be required to provide it?

Answer 4: The Owner will contract separately and provide to team.
