About this file
This file is pre-bid meeting minutes for the Genesee Intermediate School District (GISD) 2020 Pavement Improvement Project, managed by ROWE Professional Services Company (ROWE PSC). The project involves parking lot and driveway improvements at two sites: the Erwin Davis Education Center and the Genesee Career Institute. Work includes cold milling, complete reconstruction, and striping at each location, with quantities subject to variation. The bid submittal deadline is March 3, 2020 at 2:00 p.m. at the Davis Building, with publicly opened bids. Work cannot commence until June 15, 2020, with substantial completion required by September 1, 2020, subject to liquidated damages of $500 per day. The owner prefers paving at the Davis site during the week of June 29, 2020 when staff is off. Striping work must be completed on weekends to accommodate Monday through Thursday parking lot usage. Contractors must obtain road permits and soil erosion control permits, with ROWE providing observer services for major construction items and concrete and aggregate base density testing. Construction staking is the contractor's responsibility unless purchased separately from ROWE.
Bidding documents are available for purchase from ROWE PSC at 540 S. Saginaw Street, Flint, Michigan, for $40 (prints) plus $20 for mailing, or $30 for PDF only; all bidders must purchase plans to ensure receipt of addenda. Bid submissions must include a bid summary, 5 percent bid bond, sworn and notarized Familial Relationship Disclosure Statement, and Iran Economic Sanctions Act Certification. Required bonds include a 5 percent bid bond, 100 percent performance bond, 100 percent payment bond, and 2-year maintenance and guaranty bond. The project operates as a unit price contract with the owner reserving the right to award as a single contract and eliminate sites based on budget. Prevailing wage rates are no longer required for GISD projects. Asphalt binder grade PG 58-28 is specified. Site visits require twenty-four hours advance notice to Karl Lang. Questions must be submitted to Dan Bartlett at dbartlett@rowepsc.com by 5 p.m. on February 27, 2020, with addenda issued by February 28, 2020.

Owner Comments Access to Sites – Prior to visiting the site, contact Karl Lang at least twenty-four hours in advance. Do not visit the sites without notifying the owner.
Topics Discussed in PreBid Meeting in Response to Contractor Questions Contractor pointed out that the Roadway Earthwork specification may imply that any subgrade undercutting found to be necessary may be the responsibility of the contractor and not paid for separately. Our response that if any unstable subgrade soils are found that the engineer and owner agree need to be removed and replaced, then a change order will be negotiated with the selected contractor.
Contractor stated that the cement stabilized base specification states that the machine used for the stabilization work shall be multi drum, however he believes single drum would be more appropriate. Our response is that we have no objection to the use of single drum instead of multi drum, and will leave this choice to the contractor.
Contractor inquired about the locations of known electrical lines, and their depths.
Owner responded that they have no information showing their depth. Owner stated they will have their electrician go to the sites and locate the electrical lines they are aware of prior to project construction.
Contractor inquired about the number of lifts of HMA shown in the details, and suggested reducing the number of lifts to save costs and reduce the number of potential planes of failure. We have investigated this further and have revised the paving details to reduce the number of lifts. The revised cross sections also reduced the amount of 36A, and increased the amount of 13A asphalt. The revised bid form and drawings that changed are being included in Addendum #1.
There was some discussion regarding the owner’s desired schedule for paving. The owner stated they have flexibility on this at GCI, however they would strongly prefer that the paving at Davis be performed during the week of June 29, 2020 due to staff being off that week.
Contractor Questions Questions asked today will be included in Addendum
All other questions must be submitted to ROWE via email (dbartlett@rowepsc.com) by 5 p.m. on February 27, 2020. Addendum will be issued no later than February 28, 2020 and faxed to all plan holders.
