About this file

This Frequently Asked Questions document supports an Invitation for Bids (IFB) issued by the District of Columbia Department of General Services (DGS) for generator system and Automatic Transfer Switch (ATS) replacements at multiple Fire and Emergency Medical Services (FEMS) facilities throughout Washington, DC. The project encompasses replacement of aging generator and ATS systems at eight FEMS engine houses and facilities, including Engine Houses 3, 7, 9, 14, 16, 20, 24, Training Academy Lower, and Ready Reserve North. The contractor must provide complete removal of existing generators and ATS systems, installation of new equipment, structural reinforcements as needed, utility coordination, temporary power provisions during outages exceeding 24 hours, and comprehensive commissioning with load bank testing. Generator capacities range from 125 kW to 350 kW depending on facility, with both natural gas and diesel options required for pricing. All facilities operate 24/7, with construction restricted to Monday through Saturday, 7 AM to 7 PM. The contractor must coordinate all outages with PEPCO and maintain operations throughout the work period.

Key contractual requirements include a five-year equipment and material warranty with one-year workmanship coverage, BACnet card integration with the existing Building Automation System (BAS) through Intellimation, removal and delivery of existing equipment to the DC FEMS Logistics Warehouse at 3170 V Street NE, and contractor responsibility for all permitting (including DDOT permits for crane placement), utility upgrades, dumpster provision, and temporary generator rental if required. The contractor must provide one training session video for FEMS personnel post-commissioning and complete as-built drawings. A DGS-controlled $10,000 allowance per engine house is available for unforeseen conditions discovered during construction. Structural drawings and existing building documentation are available through waiver request to fems.facilities@dc.gov. Natural gas generators serve as base bid pricing with diesel generators as add-alternate options, and contractors must provide alternative pricing for Engine House 16 at both 300 kW and 350 kW capacities due to spatial constraints.

Frequently Asked Questions Question

Number

Question Body Response Body

1 1. Engine #7 - 1018 Half Street SW Washington

DC- The suggested (proposed ) location of New

Generator at this fire house calls for locating the new equipment near the entry gate where the natural gas line is available. But looking to the location of PEPCO power services and loads locations, it is more economical to provide a

Diesel Fuel generator at the far end beyond the staircase leading to the basement area. Please confirm if that alternate location for a Diesel Fuel

Generator will be acceptable to DGS/Owners.

2. Engine # 20- 4300 Wisconsin Ave NW

Washington DC-The existing 175 KW natural gas fuel generator, which is to be demolished and removed by the prospective contractor is located at a level below grade and it is not possible to demolish the old generator and locate the new

125 KW Generator in the same below grade room where the current emergency generator is located.

The only possibility is to break the building perimeter wall on the side of the building where the Emergency Generator air shaft is located. The size of opening required to achieve the removal and reinstallation of new generator will be about

8-10 foot wide and 8-10 feet deep hole in front of the building, including digging the dirt outside and working on basement walls. It will involve a lot of demolition and basement wall restoration work resulting in large construction costs.

Please advise if any other solution was available.

3. ENGINE #16- 1018 13th Street NW

Washington DC- The existing generator is located on the third floor on the roof area. Please confirm that the existing building and the roof area where the proposed generator is to be installed have the structural strength suitability of and if there is any need to include additional costs to provide additional dunnage/structural reinforcements to allow the new 346 KW Generator to be installed at the proposed location on the roof.

4. DRAWINGS FOR ALL 8 FIRE HOUSE -

During the site visit we requested for all available drawings/documents for 8 Fire houses where the new generators are to be installed. Please arrange

1. This site has an existing generator on site within the

EC7 parking area. It would be preferred to reutilize the existing footprint of existing area, but if a different location that was more economical WITHOUT losing additional parking and access to PM Bay is suggested, the client would find that acceptable.

2. The client anticipates Contractor to disassemble and remove the existing generator system using a crane out of the basement. Contractor could then install new generator system in sections in same location.

3. Please refer to attached drawings in in Attachment

B which show the existing conditions, wall openings and door openings which equipment can be moved through in order to assemble in place. The client envisioned the disassembly of existing unit in components/sections, the reuse of the existing slab and structural support base, and reassembly of the new components in the existing room. The existing3 outside masonry openings and exhaust flute can support a new generator in the existing space.

3. Generator Location, Configuration & Redundancy

3.1 Generator Placement – ENG-20

Is the new generator required to be installed in the same location as the existing unit? If exterior installation is permitted, can the generator be placed in the existing concrete pad area behind the building, or must it be installed along the side of the structure?

Please confirm any applicable setback, noise, ventilation, or zoning requirements.

- Please see attached drawings in Attachment B which show the existing conditions, wall openings and door openings which equipment can be moved through in order to assemble in place. 7. Legacy Electrical Systems – Fire Training

South Lower

7.1 Aging Electrical Infrastructure Risk

At Fire Training South Lower, the electrical service and MDP are significantly outdated.
