About this file
This Scope of Work document outlines post-disaster catering and support services for Glades Electric Cooperative (GEC) in Florida, detailing the requirements for major storm restoration activities across two staging locations in Glades County. The contractor must provide meal services for 150-300 electric utility workers from two facilities located approximately 40 miles apart in Lake Placid (north) and Moore Haven (south), with meal offerings including breakfast and dinner in buffet style, box lunches for takeaway, and optional in-field deliveries. Required catering capabilities include a full kitchen with mandatory backup power generation, hot meal preparation, box lunch assembly, food refrigeration, and dining facilities with or without air conditioning. The contractor must mobilize within 24-48 hours of authorization and maintain 24/7 operations, seven days a week, including holidays as requested. The scope is non-exhaustive, meaning GEC may request additional services beyond those listed or fewer services than specified. The contract will be activated through a Master Service Agreement using a Notice to Proceed, Task Order, or Task Release, with specific work details and locations provided at authorization.
All pricing is structured on a time-and-materials basis with hourly rates submitted according to GEC's rate-sheet template. Quoted hourly rates must include labor costs, fringe benefits, hand tools, supervision, transportation, and all other applicable expenses not separately itemized. The contractor is prohibited from subcontracting work except for renting tables, chairs, and tents as needed. Mandatory requirements include providing beverages, flatware, paper goods, and all necessary supplies; tracking meals served by quantity and recipient for regulatory compliance; and participating in stakeholder meetings. The contractor must submit daily reports by 5:00 p.m. the following day containing contractor name, contract number, cumulative and daily hours by personnel position, and other operational and complaint tracking information as requested. Failure to provide audit-quality documentation by the deadline may result in financial penalties. All work must comply with local, state, and federal laws, including requirements imposed by FEMA, FDEM, FAA, and other applicable state and federal agencies.
