This is a Request for Proposals (RFP) issued by Glades Electric Cooperative, Inc. (GEC), a rural electric distribution cooperative serving portions of Glades, Hendry, Highlands, and Okeechobee counties in Florida. GEC seeks qualified catering contractors to provide post-disaster meal services for 150-300 electric utility workers across two staging locations in Glades County—Lake Placid (north) and Moore Haven (south), approximately 40 miles apart. The services include breakfast and dinner in buffet style, box lunches, hot meals, refrigeration, dining facilities, beverages, flatware, paper goods, and tracking of meals served for regulatory compliance. Optional services include in-field meal deliveries. Contractors must mobilize within 24-48 hours of authorization and operate 24 hours daily, seven days weekly, including holidays. The RFP was issued June 29, 2026, with proposals due July 17, 2026, at 5:00 p.m. Eastern Time. GEC may award contracts to one or more selected respondents through a Master Services Agreement (MSA), with the contract term extending through December 31, 2027. A pre-proposal conference was not mandated but would be announced via addendum if necessary.
Pricing proposals must be submitted using a provided Excel cost proposal template and are non-subject to withdrawal or escalation. Cost-plus-percentage-of-cost contracting is prohibited under federal regulations. Compensation includes hourly rates for equipment and labor during mobilization and demobilization on a portal-to-portal basis, with other costs such as meals during mobilization reimbursed at cost not exceeding General Services Administration rates, subject to pre-approval and adequate supporting documentation. GEC may seek Federal Emergency Management Agency (FEMA) reimbursement for incurred costs, requiring all work to comply with FEMA's Public Assistance requirements, 2 C.F.R. Part 200 (Uniform Rules), and applicable federal laws and regulations. Work is non-subcontractable except for renting tables, chairs, and tents. Contractors must maintain Commercial General Liability Insurance ($1,000,000 each occurrence, $5,000,000 aggregate), Automotive Liability Insurance ($1,000,000 per person and occurrence), and Workers' Compensation at statutory limits, all primary and noncontributory, with GEC named as additional insured. Evaluation criteria are weighted as follows: completeness and comprehensiveness (5 points), firm qualifications and technical approach (45 points), cost effectiveness (30 points), and similar projects and references (20 points), totaling 100 points. Respondents must submit executed MSAs without proposed variances, qualifications questionnaires, three project references, proof of licenses and insurance, and conflict-of-interest statements.

Glades Electric Cooperative provides power to over 18,000 accounts over 2,600 miles of line in portions of
Glades, Hendry, Highlands, and Okeechobee counties. We are based in Moore Haven, Florida with an additional office in Lake Placid. The Cooperative was formed as a corporation in the state of Florida in 1940, and in 1944 was recognized by the Internal Revenue Service as being federal income exempt tax under section 101(10) of the Revenue Act of 1939 (now section 501 (c) (12) of the Internal Revenue Code). GEC is a distribution cooperative and does not generate its own electricity. GEC purchases wholesale electricity from Seminole
Electric Cooperative headquartered in Tampa, Florida.
Today, GEC maintains a highly respected position within its local community, and within the National Rural
Electric Cooperative Association, for its dedication to reliable electric service and forward-thinking initiatives.
GEC and its representatives have exercised due care in preparing this Request for Proposal (RFP). All information contained herein is believed to be substantially correct. However, bidders should verify information independently if desired. GEC and its representatives do not warrant the accuracy of information contained herein.
GEC is seeking proposals to establish one or more contracts with qualified and experienced contractors to provide catering services (the “Services”) in response to future disasters, as needed. Proposed variances to the MSA will not be considered. Successful Respondent(s) will be awarded the counter-signed contract, executed by GEC. GEC may choose to execute an MSA with one or more selected Respondents. GEC may seek
FEMA reimbursement of incurred costs. Thus, all work must be completed in compliance with FEMA’s rules and guidance, as well as Federal laws, regulations, executive orders, and the federal cost principles at 2 C.F.R.
Part 200.
In order to insure an open and full competitive bidding process, and maintain compliance with FEMA’s
Procurement Guidance for Recipients and Subrecipients Under 2 C.F.R. Part 200 (Uniform Rules), GEC has instituted VendorLink to provide current information to potential bidders. These systems will allow you to receive bid information quickly and at your convenience twenty-four (24) hours a day, seven (7) days a week.
