About this file
This Performance Work Statement (PWS) details the National Geospatial-Intelligence Agency's (NGA) Geophysical Data Purchase and Survey Sourcing contract requirements. The five-year contract seeks a Trusted Broker to purchase off-the-shelf geophysical data and coordinate direct surveys of geophysical data from external sources. The desired data types include gravity data, magnetic data, seismic reflection data, soils data, hydrographic data, and well log data, with the goal of improving NGA's Earth Gravitational Model and crustal magnetic maps.
The contractor's key responsibilities include: establishing vendor contacts, brokering data purchases, sourcing directed geophysical surveys, and performing virus scanning on acquired data. The contract will have a base ordering period of two years with three optional ordering periods, and the contractor will be evaluated based on performance objectives such as data type/location suitability, timely delivery within 15 days, survey data collection standards, and comprehensive virus scanning. Data quality will be verified by NGA through technical processing and evaluation of data samples, with the contractor not responsible for determining data validity. The work will be performed at the contractor's facility, and unclassified personnel are authorized to work on the contract.

1. General Information This is a non-personal services contract. The Government shall not exercise any supervision or control over the contract service provider(s) performing the services herein. Such contract service provider(s) shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the requirements as defined in the Performance Work Statement (PWS), except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract. In accordance with FAR 7.503, the Contractor shall not perform any inherently governmental functions.
2. Background / Overview of Services The National Geospatial-Intelligence Agency (NGA) provides timely, relevant, and accurate GEOINT in support of national security. NGA creates the Earth Gravitational Model (EGM) and other gravity products used in navigation products for the DOD and general use for industry and academia. The EGM contains gravity survey data from all over the world. NGA also creates crustal magnetic maps. Acquiring geophysical data improves these models and other NGA products. The Geophysical Data Purchasing contract (GDP) will serve as an avenue for NGA to purchase off-the-shelf geophysical data from external sources and coordinating direct (airborne, marine or land) surveys of geophysical data and will allow for the expansion of potential sources currently unknown to NGA. The GDP will also broker direct geophysical surveys in areas of interest for NGA. The desired data types include but not limited to gravity data, magnetic data, seismic reflection data, soils data, hydrographic data, and well log data. The GDP is designed to streamline and expedite the data acquisition process. NGA is therefore seeking a contractor to serve as a Trusted Broker in data purchasing agreements and directed survey sourcing and management. Services provided by the Trusted Broker includes data brokering, directed surveys sourcing and data virus scanning.
3. NGA Objectives
3.1. Data Brokering, Directed Survey Sourcing and Data Virus Scanning As part of the data brokering process, the contractor must:
Assist NGA in developing relationships with geophysical and geologic data holders Establish points of contact with vendors that sell geophysical and/or geologic data Acquire an understanding of a prospective data seller’s data holdings and pricing structure Establish points of contact with vendors that preform geophysical and/or geologic data surveys Acquire an understanding of a prospective surveyors pricing structure Scan purchased data with appropriate virus scan software
3.2. Scope
Purchasing off-the-shelf data purchases will produce appreciable updates and improved geographic coverage in NGA products. The Trusted Broker shall conduct all activities involved in data purchases as described below:
Data Brokering The Trusted Broker shall conduct brokering activities that include:
Establishing contact with vendors that provide desired data as described in sections 2 and 3.
Provide geophysical data of desired type, in the desired geographic area specified in the catalog upon receipt of NGA orders within 15 days. NGA reserves the right to expand the catalog in the future if additional datasets are identified by the Broker that are desirable to NGA.
Pursue data sources outside of the provided list with the understanding that the government has final authority on the purchase of said data, and compensation will not occur without purchase.
A product catalog for pricing purposes is included and will be used to determine the cost for each data purchase at the delivery order level. The price in the catalog will be the cost of the data delivered to NGA.
Directed Geophysical Survey Sourcing The Trusted Broker shall conduct brokering activities that include:
Establishing contact with vendors that perform desired geophysical surveys as described in sections 2 and 3.
Provide collected geophysical data from surveys in an acceptable format and meeting all standards set by NGA.
Data Virus Scanning and Protection The Trusted Broker shall perform virus scanning
· Mechanisms for testing to ensure data are safe from viruses, malware, and other security issues.
4. Period of Performance The overall Period of Performance (PoP) inclusive of options is five years (60 months). Orders will be placed when funds are available and delivery of geophysical datasets are requested.
- Base Ordering Period: Contract Years 1 and 2
- Optional Ordering Period 1: Contract Year 3
- Optional Ordering Period 2: Contract Year 4
- Optional Ordering Period 3: Contract Year 5
5. Quality Control and Quality Assurance
5.1. Trusted Broker Performance
The vendor is responsible for product/service quality as it pertains to all requirements under this PWS. The vendor shall take all steps necessary to ensure that the content meets all quality and specification aspects required by NGA. The Government will evaluate the Trusted Broker’s performance under this contract in accordance with the Performance Requirements Summary (PRS) as shown in Technical Exhibit 1 of this PWS. The PRS details the acceptable quality level for specific performance objectives.
5.2. Data Quality Control and Assurance
Commercially Available Data NGA does not anticipate there being any issues with the validity of commercially available data. However, NGA will review a sample of all commercially available data sets prior to acquiring. The contractor shall provide a small but representative sample of each data set to NGA upon request. NGA will perform a technical processing and evaluation of the sample to determine the suitability of the data prior to issuance of an order. The Trusted Broker is not responsible for determining the validity of the data.
Component tasks associated with data sample processing that NGA will perform:
· Geographic verification including converting coordinates into decimal degrees format
· Verify that the data is formatted as described in section 4.2 of this PWS.
· Recalculating Free-Air and/or Bouguer Anomalies as applicable
· Conduct basic statistical analysis within the data sample to ensure the data internally agree
· Conduct basic statistical analysis of the data sample with nearby external data to determine if the data agree
· Determine if the data needs a bulk shift to “fit” surrounding data If NGA determines the data is acceptable and issues an order, the contractor shall communicate this to the data vendor and deliver the data based on catalog pricing. If the data is deemed unacceptable, the Trusted Broker will notify the data vendor and an order will not be placed.
Directed Surveys NGA does not anticipate there being any issues with the validity of data collected during direct surveys. NGA will evaluation collect data to ensure the technical standards and requirements set forth by NGA are met. The Trusted Broker is not responsible for determining the validity of the data.
