About this file

This specification document is a technical standard for digester gas equipment prepared for the City of Santa Fe's Anaerobic Digester project, issued for construction in December 2017. The City of Santa Fe is procuring a complete waste gas burner system and associated digester gas control equipment to replace the existing waste gas burner that manages gas produced by the anaerobic sludge digester. The scope includes purchasing and installing a waste gas burner with a 6-inch inlet capable of handling 30,000 standard cubic feet per hour, featuring a ring-type pilot with flame curtain, electric pilot igniter operating on 120V single-phase 60Hz power, optical flame sensor, and automatic flame restriking controls. Additional required components include manually operated drip traps (2 units at 6-quart capacity), foam separators (2 units at 8-inch size handling 15,000 scfh), accumulators (2 units), flame arresters (2 units), pressure relief-flame trap assemblies, dual combination pressure/vacuum relief valves, back pressure check valves, manometers, flame checks, and a gagehead-type cover position indicator. Equipment must be sourced exclusively from approved manufacturers: Varec or Groth, with no alternate manufacturers permitted. All equipment shall be supplied by a single manufacturer and integrated into a complete operating system with matching external devices. The contractor must submit shop drawings showing schematics of the gas system with major components and initial pressure settings, product technical data acknowledging compliance with referenced standards, manufacturer installation instructions, and calibration constants. Operation and maintenance data must be submitted at contract closeout, and on-site training must be provided to City personnel on equipment operation and maintenance.

The specification references compliance with ASME B16.1 standards for flanged connections, ASTM International standards for alloy materials and castings, and NEMA 250 standards for electrical enclosures. Materials specified include cast aluminum units with stainless steel components, 316L stainless steel for foam separator tanks, and Type 304 stainless steel for secondary stack piping. The system must operate under specific pressure parameters, including maximum working pressures of 5 psig for drip traps, 18-inch water column for foam separators and accumulators, 10 psig for flame arresters, and relief pressure settings ranging from 2 to 12 inches water column. All exposed sludge and gas piping subject to ambient temperatures below 40 degrees Fahrenheit must be insulated with minimum 2-inch thick insulation with aluminum jacket. Spare parts must be provided for pressure relief-flame trap assemblies, including four fusible elements, one diaphragm assembly, and one set of springs; and for burners, including two sets of spark electrodes and one optical sensor. The specification mandates installation coordination with existing digester systems and requires all work to comply with prevailing wage requirements as specified in related wage rate documentation. The project timeline indicated a proposal due date of January 20, 2026, approximately 25 days from the posting date of December 26, 2025, establishing a compressed procurement schedule for qualified contractors with specialized expertise in anaerobic digester gas handling systems.
