About this file
This is a Certification for Disclosure of Lobbying Activities document from the Florida Department of Transportation (FDOT) required for federal-aid contracts. The certification applies to the Construction Engineering Inspection (CEI) services solicitation for the O.C. Phillips Road Over Brushy Creek Bridge Replacement project in Escambia County, a Local Agency Program (LAP) initiative funded with federal assistance (D319 049 B, Financial Project ID 430468-1-68-01). The project involves replacing an existing bridge (Bridge Number 484029) with a new three-span bridge featuring 12-foot travel lanes and 10-foot shoulders in northeast Escambia County. The solicitation was released on July 7, 2025, with a question submission deadline of July 25, 2025, and a proposal response deadline of August 8, 2025, at 11:30 am. All meetings are conducted virtually via Microsoft Teams, with optional on-site walk-throughs available. The project is anticipated to commence on August 25, 2025, with a duration of 530 days and an estimated completion date of February 6, 2027. Proposals will be evaluated on three criteria: experience and qualifications (30 points), experience in similar bridge projects (40 points), and recent and current workload (30 points).
The certification mandates that prospective participants confirm that no federal appropriated funds will be paid to influence federal officials or members of Congress regarding the contract award, and that any non-federal funds used for lobbying activities must be disclosed on Standard Form LLL. All subcontractors and subrecipients exceeding $100,000 must comply with identical certification requirements. All proposers and sub-consultants must be pre-qualified with FDOT in Roadway Construction Engineering (Major Work Category 10.1) and Minor Bridge Construction Engineering Inspection (Major Work Category 10.4). The estimated total contract amount is $10,835, comprising required tasks of $8,850 and optional tasks of $1,985. Escambia County strongly encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises (DBEs) and prohibits discrimination based on race, color, religion, national origin, disability, sex, or age. Proposers must submit DBE participation statements, FDOT pre-qualification documentation, insurance certificates, E-Verify certification, and Federal System of Award Management (SAM) registration proof. The Board of County Commissioners reserves the right to waive irregularities, reject proposals, and award to the most responsive and responsible firm.
