About this file
The document is a Truth in Negotiation Certification from the Florida Department of Transportation (FDOT) and a related contract opportunity from Escambia County for Construction Engineering Inspection (CEI) services for the O.C. Phillips Road Over Brushy Creek Bridge Replacement project. The Local Agency Program (LAP) project, with Financial Project ID number 430468-1-68-01 and Federal Funds D319 049 B, seeks a qualified consultant to provide construction engineering services, compliance support, and geotechnical services. The solicitation will be conducted via Microsoft Teams, with all proposers required to be pre-qualified with FDOT in specific work categories, including Roadway Construction Engineering and Minor Bridge Construction Engineering Inspection.
The contract requires prime consultants to be pre-qualified in Major Work Categories 10.1 and 10.4, with minor work categories potentially fulfilled by the prime consultant or subconsultants. Escambia County encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises, with no discrimination based on race, color, religion, national origin, disability, sex, or age. The county reserves the right to waive irregularities, reject proposals, and award the contract to the most suitable bidder. Proposers must submit proof of FDOT qualification with their sealed proposals, and failure to do so will result in a non-responsive proposal. The project is funded through federal funds, and all meetings will be conducted virtually to ensure accessibility and efficiency.
