About this file
This is a Notice of Intended Decision for an Invitation to Bid (ITB) solicitation issued by the Citrus County School Board in Florida for a Partial HVAC Replacement (Phase I) project at Crystal River Middle School. Sealed bids were received on January 20, 2026, at 2:00 P.M., with a mandatory pre-bid conference held on January 6, 2026, at the school site located at 344 Northeast Crystal Street in Crystal River, Florida. The School Board anticipated board approval of the award recommendation on Tuesday, February 10, 2026. The contract documents were available through Verrando Engineering Co. Inc. for a $100 deposit per set (maximum two sets) or as free Adobe PDF files via email request. All prime contractors were required to hold a Citrus County School Board Certificate of Pre-qualification prior to bidding, with bid amounts restricted to limits specified on their pre-qualification certificates. Bidders were required to submit a certified check or bid bond equal to at least five percent of the maximum bid amount as a bid guarantee, and the successful contractor must execute a written contract within ten calendar days and provide a surety bond equal to one hundred percent of the contract amount.
Two bids were submitted for the project. Blackwater Construction Services LLC submitted a bid containing an irregularity with conflicting values for the base bid—the written amount stated "Two Million Two Hundred Ninety-One Thousand Two Hundred Fourty-Seven Dollars" while the numerical amount listed "$1,291,247.00"—which the School System's Legal Council determined to be irregular and non-responsive. Air Mechanical & Service Corp. was recommended for award as the lowest, responsive, and responsible bidder with a Base Bid of $1,298,900.00 and Alternate No. 1 of $881,300.00, for a total project cost of $2,180,200.00. The solicitation documents indicated that the School Board reserved the right to waive informalities or reject all bids and was not obligated to accept the recommendation. Bidders could file a protest within the timeframe prescribed in Section 120.57(3), Florida Statutes.

RE: Partial Heating, Ventilating, and Air Conditioning Replacement (Phase I) at Crystal River Middle School Bid Recommendation.
Dear Mr. Stokes:
On Tuesday, January 20th at 2:00 P.M., two bids were received, one from Blackwater Construction Services LLC, and one from Air Mechanical & Service Corp. for the Partial Heating, Ventilating, and Air Conditioning Replacement (Phase I) at Crystal River Middle School Project. The bids were opened, inventoried and read aloud. The bid from Blackwater Construction has conflicting values listed for the base bid (Printed “Two Million Two Hundred Ninety-One Thousand Two Hundred Fourty-Seven Dollars” and Numerically Listed “$1,291,247.00”. Upon review of this bid by the School System’s Legal Council, this bid has been determined to be irregular. Therefore, as the Engineer of Record, we recommend rejecting the bid from Blackwater Construction Services LLC and awarding the project to Air Mechanical & Service Corp. as the lowest, responsive, and responsible Bidder.
The bid from Air Mechanical & Service Corporation has a Base Bid value of One Million Two Hundred Ninety Eight Thousand Nine Hundred Dollars and 00/100ths ($1,298,900.00), Alternate No. 1 for Eight Hundred Eighty One Thousand Three Hundred Dollars and 00/100ths ($881,300.00) for a Project Total of Two Million One Hundred Eighty Thousand Two Hundred Dollars and 00/100ths ($2,180,200.00)
Therefore, we are recommending that the Partial Heating, Ventilating, and Air Conditioning Replacement (Phase I) at Chrystal River Middle School Project, Base Bid and Alternate 1 be awarded to Air Mechanical & Service Corp for a contract amount of $2,180,200.00.
Sincerely, Matthew R. Verrando 1/23/2026
