About this file
This document is Solicitation Addendum No. 2 from the Minnesota Office of State Procurement for a Request for Proposal (RFP) for Gases: Specialty, Industrial, and EPA Protocol Gas Mixtures. The addendum, dated March 27, 2025, addresses questions received during the solicitation's question and answer period for a contract covering gas supplies for state agencies and Cooperative Purchasing Venture (CPV) members. The solicitation seeks a comprehensive gas supply contract with a proposed term from September 1, 2025 to August 31, 2027, with an option to extend up to an additional three years. The due date for electronic submissions through the SWIFT Supplier Portal is April 11, 2025, at 3:00 PM Central Time.
The estimated total contract value ranges from $180,000 to $280,000 annually, though this is not construed as a minimum or maximum amount. The addendum clarifies key aspects of the solicitation, including cylinder ownership, return policies, and pricing adjustments. The contract will be available to all CPV members, allowing governmental units to jointly exercise purchasing powers. Respondents are expected to include all inherent costs in their pricing, including cylinder expenses, duties, permits, overhead, and insurance, with no additional charges to be accepted beyond the listed prices. The solicitation emphasizes comprehensive gas supply capabilities across multiple zones, with specific requirements for gas purity, delivery timelines, and cylinder management.
