About this file
This is a Statement of Work (SOW) for Emergency Seasonal Housing in Billings, Montana, issued by the Bureau of Land Management (BLM). The BLM seeks to provide temporary housing for seasonal wildland fire employees within 25 miles of the Billings Fire Campus (1299 Rimtop Drive, Billings, MT 59101) from April 18, 2026 through October 17, 2026, with checkout required after 12:00 p.m. on the final day. The requirement encompasses 10 double occupancy rooms (20 beds total) for temporary employees, with 2 beds requiring their own unit and full bathroom, while the remaining 18 beds may be shared within one or more units with no more than 4 people per bathroom. Accommodations must include parking for the same number of vehicles as beds and wifi capability, and employees may be absent for extended periods (up to 21 days) without checking in or out while maintaining personal belongings in their rooms.
The contractor may provide a hotel, motel, house, or apartment meeting all local, state, and federal health and safety requirements. For hotel-motel options, each room must include utilities, twice-weekly maid service with linen changes, 24/7 HVAC, bathroom facilities, television, phone, micro-fridge, microwave, and 1-2 beds with access to all available amenities. For house or apartment options, utilities must be included in the bid price, along with 5 furnished bedrooms, full-size refrigerator, microwave, stove/oven, 24/7 HVAC, and exterior landscaping and maintenance provided by the contractor. Monthly invoices will be submitted to the government for payment, and pricing must be quoted as a per-person-per-month rate. The contractor bears responsibility for all interior and exterior maintenance and repairs, with the government handling reimbursement for damages beyond normal wear and tear. Background checks and drug testing will not be requested of government employees, and the government will conduct site visits upon receipt of quotes to verify compliance with minimum requirements.
